1. Scope of Work Limitations: This assessment is limited to the low slope and steep roof systems at the Well 2 pump structure.

2. General Observations
Observations: Observations were made on July 10, 2025. The existing roof consists of an upper low-slope roof of unconfirmed construction (with an access hatch for the pump) adjoined at both sides by lower, steep asphalt composition shingle roofs. The portion of the steep roof immediately adjoining the low-slope upper roof is nearly vertical. A gutter and downspout are provided at the north elevation, over the entry door. Observed deficiencies include – but are not limited to the following:
• Condition of the roof appears beyond the expected service life with overall wear indicated and uneven areas in the field of the roof.
• Metal flashings are corroded.
• Wood fascia trim is badly weathered and possibly decayed Overall Condition: Poor

3. Water Penetration History
and Observations
General: Currently, there are no reported occurrences of water penetration.

4. Approximate Area
• Low Slope Roof: ±150sf
• Steep Roofs: ±600sf

5. Roofing Membrane
• Low Slope Roof: Single-ply assumed but not verified
• Steep Roofs: Asphalt composition shingles

6. Insulation Not Applicable

7. Drainage/Slope Approximately 4:12 typical to 2:1 adjoining low-slope roof.

8. Drains and Overflows:
• Low Slope Roof: Scupper assumed but not verified
• Steep Roofs: Gutter and downspout at north elevation only

Executive Summary
• Wood fascia trim is badly weathered and possibly decayed Recommendations
Based upon our observations, full roof replacement is recommended, as follows:
• Demolition: Remove the existing roof systems as required to expose the plywood substrate; remove the existing gutter and downspout.
• New Work: Provide a new 60 mil PVC membrane at upper roof and Class A composition shingle roof to replace existing shingles, both over existing plywood deck. Replace decayed wood trim. Replace all metal perimeter flashings, gutter and downspout with prefinished metal. Provide a minimum 30 year warranty.

Paint repair wood trim.

Bid Documents: Unless otherwise directed by the City, we will prepare a base specification section for a new asphalt composition shingle roof as described above, suitable for bidding purposes.

Cost Estimate: Not included in Scope of Work.
