Subject: APPROVAL TO CANCEL THE NOVEMBER 11, 2025 CITY
COUNCIL MEETING AND SETTING A SPECIAL MEETING
ON NOVEMBER 18, 2025
Date: September 23, 2025
Written by: Damien O'Bid, City Manager
Recommendation
It is recommended that the City Council adopt a motion canceling the November 11, 2025 City Council meeting and scheduling a special meeting on November 18, 2025.
Background
In reviewing the advanced agenda, it was noted that the November 11, 2025 meeting is on Veterans Day, which is a national holiday and day that City Hall is closed. Therefore, it is necessary to discuss an alternative date for this City Council meeting.
Analysis/Discussion
In order to cancel a regular City Council meeting, it must be canceled by a majority vote of the City Council (City Council Rules, 1.A.3).
It is proposed that this meeting be rescheduled 1 week later as a special meeting of the City Council on November 18, 2025. This meeting would be considered a special meeting because it is not on the regularly scheduled City Council meeting date, as set by the City Council Rules (1.A.1).
Financial Considerations
There are no financial impacts associated with canceling a regular meeting and setting a special meeting 1 week later. If the regular November 11, 2025 meeting is not canceled, it would require overtime for non-exempt employees to attend the meeting.
Environmental Issues
Where it can be determined with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA review.
This general rule can be applied to activities which could be subject to the CEQA process, but which logic dictates should not be subject to CEQA review. Therefore, based on the information provided above, the proposed resolution is exempt from CEQA pursuant to Section 14.03.021 of the CEQA Guidelines in that there is no possibility that the activity may have a significant impact on the environment.
