Subject: ADOPTION OF A RESOLUTION ACCEPTING THE
COMPLETED PARK AND RIDE PROJECT IMPROVEMENTS
Date: September 23, 2025
Written by: Craig Scott, Director of Public Works/City Engineer Recommendation
It is recommended the City of Cotati City Council adopt a resolution accepting the Park and Ride Project as being complete and directing the City Clerk to file a notice of completion then, after 35 days with no protests, release the project construction retention.
Background
In 2014, the City of Cotati and Caltrans executed a Functional Replacement and Exchange Agreement (FREA) for the St. Joseph Park and Ride property. The City would construct an equivalent number of replacement park and ride parking spaces and in exchange, Caltrans would transfer the St Josephs Park and Ride Lot to the City. The FREA identified two replacement park and ride locations adjacent to Highway 101: Airport Boulevard and Petaluma Boulevard South.
These replacement Park and Ride lots have been constructed.
Analysis/Discussion
On August 8, 2023, City Council awarded the Petaluma Boulevard South and Airport Boulevard Park and Ride Project to Ghilotti Bros., Inc. and, the Notice to Proceed was issued in September.
Work began at the Airport Boulevard site in Mid-September 2023 and at the Petaluma site in early October 2023. Work was substantially completed at the Airport site in early February 2024, and in June 2025 for the Petaluma site. Work at the Petaluma site was substantially delayed by PG&E relocating a power pole guidewire, discovery of contaminated soil, and work extending into the winter of 2024/25.
On August 6, 2025, Caltrans accepted the project at both locations and assumes ownership of the sites which includes all future maintenance, upgrade, and liability responsibilities. The work has been inspected thoroughly throughout the project timeline by the Construction Management (CM) consulting firm, Green Valley Consulting Engineers and work has been determined to be complete by the CM and by the City Public Works Director/City Engineer and recommends it for acceptance by the City. Following City acceptance, the City Clerk is to file a Notice of Acceptance with the County Recorder’s Office then, after 35 days with no protest, release construction retention to the contractor.
Financial Considerations
On August 8, 2023, City Council approved a total Project budget of $3,358,100. Revenue of $2.375M from the sale of 147 St. Joseph Way to the hotel development group was used to partially offset the cost of the replacement parking spaces. Actual project final expenses are as follows:
Phase Expenditure
Construction $2,950,310
Construction Management $268,917
Construction Engineering $101,254
Other Costs $28,082
Total $3,348,563
The unspent funds of $9,537, will be returned to the unappropriated General Fund balance.
Environmental Issues
The City completed the environmental review during the design process and the Project was determined, under CEQA, to be Categorically Exempt, Class 11 (PRC 21084; 14 CCR 15300 et seq). Additionally, Caltrans determined that the Project has no significant impacts on the environment as defined by NEPA, and that there are no unusual circumstances as described in 23 CFR 771.117 (b).
