RESOLUTION NO. (XX)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COTATI
AUTHORIZING THE CITY MANAGER TO EXECUTE AN AMENDMENT TO
TEMPORARILY EXTEND THE LEASE FOR PUBLIC PARKING IN THE
DOWNTOWN PARKING LOT, AMENDING THE BUDGET TO APPROPRIATE
FUNDS FOR THE REMAINING FISCAL YEAR OF LEASE PAYMENTS, AND
DIRECTING STAFF TO PLACE A MID-YEAR WORKPLAN ITEM FOR CITY COUNCIL CONSIDERATION REGARDING PARKING MANAGEMENT.
WHEREAS, since 2000, the City has leased portions of the privately-owned parking lot behind Shige, Hines Signs, and Cotati Coffee for use as public parking; and WHEREAS, the current 25-year lease will expire on October 1, 2025, and the majority property owner has expressed interest in extending the lease on a short-term, month-to-month basis; and
WHEREAS, the City has negotiated a temporary lease amendment at a monthly cost of $1,800 with a 90-day termination clause by either party, to preserve public parking and avoid disruption to downtown businesses and patrons; and
WHEREAS, the lease payments are not currently budgeted, and staff recommend appropriating $16,200 from the General Fund to cover the remaining fiscal year; and WHEREAS, this temporary extension provides time for the City to engage the community in discussions on long-term parking management and potential funding strategies, with staff to return at mid-year for Council consideration of parking management as a workplan project.
NOW THEREFORE LET IT BE RESOLVED, that the City Council of the City of Cotati hereby:
1. Authorizes the City Manager to execute an amendment to temporarily extend the lease for the downtown public parking lot under the terms described in the staff report; and
2. Approves a budget amendment appropriating $18,000 from the General Fund to the Public Works Streets Department to fund the lease payments for the remainder of the fiscal year; and
3. Directs staff to return at mid-year with an agenda item for City Council consideration of adding parking management to the City’s workplan.
IT IS HEREBY CERTIFIED that the foregoing resolution was duly adopted at a regular meeting of the City Council of the City of Cotati held on September 23, 2025, by the following vote, to wit:
