RESOLUTION NO. (XX)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COTATI
AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH
WILLDAN TO UPDATE THE NEXUS STUDY FOR AFFORDABLE HOUSING
DEVELOPMENT IMPACT FEES AND APPROPRIATING FUNDS AS OUTLINED WHEREAS, development impact fees ensure that new development contributes its fair share of infrastructure improvements necessary to accommodate growth, rather than placing the burden on existing residents; and
WHEREAS, the City Council has previously adopted policies to encourage entitled inclusionary multi-family housing projects to proceed by eliminating development impact fees on deed-restricted affordable units and backfilling the lost impact fee revenue from the Affordable Housing Fund; and
WHEREAS, the City Council recently adopted updates to the Nexus Study for other development impact fees, and it is now timely to review and update the Nexus Study for the Affordable Housing Fee (for residential development) and the Linkage Fee (for non-residential development); and
WHEREAS, the City solicited a proposal from Willdan, the consultant who recently updated the City’s other development impact fees, to prepare the Nexus Study Update for Affordable Housing Development Impact Fees; and
WHEREAS, the proposal from Willdan provides for a not-to-exceed amount of $35,500, with funding to be provided equally by the Affordable Housing and Linkage Fee Funds ($17,750 each) from unappropriated fund balances; and
WHEREAS, staff will return to the City Council with options to supplement affordable housing funding concurrently with the updated Nexus Study.
NOW THEREFORE LET IT BE RESOLVED, that the City Council of the City of Cotati hereby:
1. Authorizes the City Manager to execute an agreement with Willdan with a not-to-exceed amount of $35,500 to update the Nexus Study for Affordable Housing Development Impact Fees; and
2. Approves the appropriation of $35,500, with $17,750 from the Affordable Housing Fund and $17,750 from the Linkage Fee Fund, as outlined in the attached budget adjustment form.
