Cotati City Council
Agenda Staff Report
Item type: CONSENT CALENDAR (ACTION)
To: City Council
Subject: ADOPT A RESOLUTION FOR APPROVAL OF AN

AGREEMENT WITH PJM LANDSCAPE TO REPAVE THE

DELANO PARK PATHWAY AND AMEND THE BUDGET FOR

THE REQUIRED APPROPRIATIONS
Date: October 28, 2025
Written by: Craig Scott, Director of Public Works/City Engineer Recommendation
It is recommended the City of Cotati City Council adopt a resolution approving an agreement with PJM Landscape to remove and replace the existing pathway through Delano Park, authorize the City Manager to execute said agreement and any change orders up to the authorized amount, and amend the budget for the required appropriations.

Background
Delano Park is a linear park with a continuous pathway connecting Page Street and Valparaiso Avenue. The existing pathway is cracked and very bumpy in sections, and the City has received many complaints from the public. The pathway is a popular walking path and is a shortcut to downtown from areas to the west of Valparaiso Avenue. The City in recent years has installed a flashing beacon crosswalk across Valparaiso Avenue at Lund Hill in response to citizen input.

Removing and replacing the pathway would improve the safety of this walking route and increase the number of people able to use the pathway.

Analysis/Discussion
In response to public complaints of the poor condition of the Delano Park pathway, the City has put up signs indicating the pathway is uneven and has explored options of having Public Works crews install an overlay to smooth the worst sections or having a contractor remove and replace with a wider path the entire extend of the pathway. Staff determined performing the work with City forces would prevent City field staff from attending important daily tasks and, therefore, a bid was requested of PJM Landscaping.

PJM Landscaping provided the attached proposal which was reviewed by Staff and determined to be fair and reasonable and is recommended for approval. If approved, work would be approved to begin following execution of the contract and ensure there was at least a week and a half of clear weather forecast. The park would be closed during construction but would have limited openings, around the active construction areas, outside work hours.

Financial Considerations
This project was not included in the adopted budget. The proposed sidewalk improvements will be funded by the Parks Department within the General Fund, in an amount not to exceed $30,800. Earlier this year, the City awarded the Sunflower Park Project, which is now under construction, and the bids received were approximately $540,000 below the budgeted amount.

Those cost savings resulted in reduced transfers to the Capital Projects Fund, returning the unused funds to the General Fund. The proposed sidewalk improvement project will utilize a portion of those returned funds. No additional appropriations or budget amendments are required beyond this allocation.

Environmental Issues
This action is found to qualify for a Class 1 Categorical Exemption under CEQA Section 15301 in that the project consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of the existing or former use.
