WITH STREETLIGHT RESTORATION SPECIALISTS, INC TO

E. COTATI AVENUE AND AT VALPARAISO AVENUE AND

AMEND THE ADOPTED BUDGET TO REALLOCATE
REQUIRED FUNDING.

Date: October 28, 2025
Written by: Craig Scott, Director of Public Works/City Engineer Recommendation
It is recommended the City of Cotati City Council adopt a resolution to approve a Minor Construction Agreement with Streetlight Restoration Specialists, Inc. to refurbish streetlights at Old Redwood Highway at E. Cotati Avenue and Old Redwood Highway at Valparaiso, authorize the City Manager to execute said agreement and any needed change orders up to the authorized project budget, and amend the budget to reclassify funding from the streets rehab. project for fiscal year 2025/26.

Background
The City owns and operates several streetlights and two of them are decorative, with many artistic features, and have become worn with the surface paint having pealed back causing an unsightly appearance. The City has received many complaints from the Public about the weathered look of these streetlights and the City has now made it a priority to have them refurbished.

Analysis/Discussion
In July of this year, City Staff made contact with Streetlight Refurbishment Specialists, Inc (SRS) and requested a quote for refurbishing two streetlights along Old Redwood Highway; 1) at E. Cotati Ave and 2) at Valparaiso Avenue. SRS provided a quote, and Staff has reviewed the quote and finds it to be fair and reasonable. Attached are reference letters provided by SRS which provide a level of assurance to Staff of SRS’ abilities regarding streetlight restoration. Also attached is a Brochure listing services SRS provides, their qualifications, and additional references with before and after pictures.

If approved, Staff would process the agreement with SRS then schedule the work. As described in the quote, the poles, luminaire arms and mast arms, traffic signal heads, visors, pedestrian heads, push button housings and luminaires, push button poles and decorative bases will be scraped and repainted. SRS is to provide traffic control with uninterrupted traffic flow during the refurbishment work. Existing decorative bases will be restored; however, replacements of the missing decorative bases are excluded. These bases have gone missing over the years, generally because they were struck by cars and damaged beyond repair.

Financial Considerations
To fund this project, staff propose reclassifying $45,000 ($41,040 + contingency) from the Capital Projects Fund to the General Fund – Streets Repairs and Maintenance account. This adjustment will reduce the transfers out of the General Fund and the corresponding transfers into the Capital Projects Fund by the same amount. The street rehabilitation project originally budgeted in the Capital Projects Fund was placed on hold earlier this year after bids exceeded the available budget. Staff are reassessing the scope of the project to identify cost-effective options for completing necessary street improvements at a lower price point. No other budget adjustments are being requested at this time.

Environmental Issues
This action is found to qualify for a Class 1 Categorical Exemption under CEQA Section 15301 in that the project consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of the existing or former use.
