Attached is a picture of Lake Mendocino that I took on October 2, 2021, which was a drought year. It shows the lake near empty, even though releases from the Potter Valley Project were occurring at this time.
Sonoma Water claims that with dam removal and the new diversion facility in place Lake Mendocino will be brought to FULL capacity at the end of the rainy season even during years of severe drought. That is, the lake will be full when diversions need to be discontinued sometime in early spring. From there, throughout the summer and fall releases from Lake Mendocino will be modulated to maintain flow in the Russian River. It seems to me the state of the lake in late fall of 2021 calls this into question.
