RESOLUTION NO. (XX)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COTATI
APPROVING AN AGREEMENT WITH PJM LANDSCAPE FOR THE DELANO
PARK PATHWAY REPAVING PROJECT AND AMENDING THE BUDGET FOR
THE REQUIRED APPROPRIATIONS
WHEREAS, Delano Park is a linear park providing a continuous pathway connecting Page Street and Valparaiso Avenue, which serves as a popular pedestrian route and a shortcut to downtown from neighborhoods west of Valparaiso Avenue; and WHEREAS, the existing pathway is cracked and uneven in sections, and the City has received multiple public complaints regarding its deteriorating condition; and WHEREAS, staff evaluated alternatives for addressing the condition of the pathway, including performing limited repairs with City crews or contracting for full removal and replacement of the pathway; and
WHEREAS, after evaluating these options, staff determined that completing the work with City crews would significantly impact on daily maintenance and operations, and therefore solicited a proposal from PJM Landscape to remove and replace the existing pathway; and WHEREAS, the proposal submitted by PJM Landscape was reviewed by staff and determined to be fair and reasonable, and staff recommend approval of the agreement; and WHEREAS, this project was not included in the adopted budget; however, sufficient funding is available within the Parks Department of the General Fund, in an amount not to exceed $30,800, utilizing a portion of the cost savings from the Sunflower Park Project, which came in approximately $540,000 under budget and resulted in reduced transfers to the Capital Projects Fund and returned funds to the General Fund; and WHEREAS, this action is found to qualify for a Class 1 Categorical Exemption under CEQA Section 15301 in that the project consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of the existing or former use.
NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Cotati hereby:
1. Finds the above recitals are true and correct, and
2. Approves the agreement with PJM Landscape for the Delano Park Pathway Repaving Project, in an amount not to exceed $30,800,
3. Authorizes the City Manager to execute said agreement and any change orders up to the authorized amount.
4. Amend the Fiscal Year 2025/26 Budget for the required appropriations as described.
