Cotati City Council
Council Chamber, City Hall
201 W Sierra Ave, Cotati
RE: Item 7.A: TOC Ordinance
Dear Mayor Ford, Vice Mayor Lemus, Councilmembers, and Staff, Generation Housing is in strong support of the Santero Way and Transit Oriented Communities (TOC) rezoning ordinance. We want to thank City staff and the Planning Commission for their thoughtful, diligent work to bring Cotati to this point.
The extensive analysis, outreach, and coordination reflected in this ordinance demonstrate a clear commitment to housing opportunity, community stability, and long-term sustainability.
Cotati has been making meaningful, proactive policy updates in recent years, from implementing its Housing Element to modernizing zoning and adopting objective design standards. This ordinance continues that progress by providing clear pathways for new homes near transit, supporting small businesses, and aligning local policies with regional goals for equitable, climate-friendly growth.
The TOC and Santero Way rezoning unlocks the potential for well-designed infill housing where it makes the most sense, while also helping Cotati maintain eligibility for critical OBAG funding that supports infrastructure, safety, and mobility improvements. These changes will help address our region’s housing shortage, reduce greenhouse gas emissions, and provide residents with more transportation options.
Generation Housing applauds Cotati’s leadership in advancing thoughtful, forward-looking housing policy, and we urge the Council to adopt this ordinance. Thank you for your dedication to this important work In partnership,
Stephanie Picard Bowen
Deputy Director, Generation Housing
