RESOLUTION NO. (XX)
RESOLUTION OF THE CITY OF COTATI APPROVING A MINOR
CONSTRUCTION AGREEMENT WITH CSC FLOORING & DESIGN TO REPLACE
THE FLOOR OF THE COTATI ROOM IN THE RAY MILLER COMMUNITY
CENTER AND AUTHORIZE THE CITY MANAGER TO EXECUTE SAID
AGREEMENT
WHEREAS, the City owns and operates the Cotati Room of the Ray Miller Community Center that is highly utilized for public use; and
WHEREAS, the floor in the Cotati Room is in poor condition and in need of being replaced; and
WHEREAS, the City received two proposals to replace the floor with durable vinyl, and, after evaluating the proposals, staff determined that CSC Flooring & Design was the low bidder for the requested work and has the required qualifications to provide the floor replacement service; and
WHEREAS, the City finds the attached proposal from CSC Flooring & Design to be fair and reasonable and recommends it for approval and within budget as adopted for fiscal year 2025/26; and
WHEREAS, this action is found to qualify for a Class 1 Categorical Exemption under CEQA Section 15301 in that the project consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of the existing or former use.
NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Cotati hereby determines:
1. The above recitals are true and correct, and
2. The CSC Flooring & Design proposal (Exhibit A) to provide a floor replacement in the Cotati Room is approved, and
3. The City Manager is authorized to execute the subject agreement, and any needed change orders, for an amount not to exceed $40,000.
IT IS HEREBY CERTIFIED that the foregoing resolution was duly adopted at a regular meeting of the City Council of the City of Cotati held on December 9, 2025, by the following vote, to wit:
