RESOLUTION NO. (XX)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COTATI ADOPTING
A NEW CROSS-CONNECTION CONTROL PLAN FOR THE CITY OF COTATI
PURSUANT TO THE CALIFORNIA STATE WATER RESOURCES CONTROL
BOARD'S CROSS-CONNECTION CONTROL POLICY HANDBOOK
WHEREAS, the California Code of Regulations, Title 17, requires public water systems to protect the potable water supply from contamination by implementing and maintaining an effective cross-connection control program; and
WHEREAS, the California State Water Resources Control Board ("SWRCB") issued the Cross-Connection Control Policy Handbook ("Handbook") in 2023, establishing new minimum statewide standards for cross-connection control programs; and WHEREAS, the Handbook requires public water systems to adopt or revise their CrossConnection Control Plans ("CCCP's") to comply with the standards and procedures outlined in the Handbook, including provisions for hazard classification, backflow prevention, inspections, enforcement, and incident response; and
WHEREAS, staff has reviewed the requirements of the Handbook and prepared a CrossConnection Control Plan for the City of Cotati that aligns with State regulations and ensures the continued protection of the public water supply; and
WHEREAS, adoption of the City's Cross-Connection Control Plan reflects the City of Cotati's commitment to public health, regulatory compliance, and water quality protection.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Cotati that it does hereby adopt the Cross-Connection Control Plan, attached as Exhibit A, in accordance with the California State Water Resources Control Board Cross-Connection Control Policy Handbook, as written in Exhibit A and subject to minor edits.
BE IT FURTHER RESOLVED that the City Manager or designee is hereby authorized and directed to execute documents pertaining to same for and on behalf of the City of Cotati.
IT IS HEREBY CERTIFIED that the foregoing resolution was duly adopted at a regular meeting of the City Council of the City of Cotati held on December 9, 2025, by the following vote, to wit:
