Item type: REGULAR AGENDA (ACTION)
To: City Council
Subject: STRATEGIC PRIORITY REVIEW AND UPDATE
Date: February 10, 2026
Written by: Angela Courter, Director of Administrative Services Recommendation
It is recommended that the City Council receive an update on the status of the Strategic Planning projects and programs for FY 25-26 and FY 26-27 and provide direction to staff, as appropriate.
Background
On April 1, 2025, the City Council reviewed and approved the City’s Vision, Mission, and City Council Strategic Goals and Objectives for the FY 25-26 and FY 26-27 budget years. As part of that process, the City Council reviewed a list of current and proposed projects and programs aligned with the adopted Strategic Goals. The Strategic Plan was intended to guide City operations over the two-year budget period, with the understanding that projects and priorities may be revisited and adjusted as circumstances change, funding availability evolves, and progress is made.
This item provides an update on the status of those previously identified projects and programs, including progress to date, key milestones achieved, items currently underway, and projects anticipated to move forward in the upcoming period.
Analysis/Discussion
Staff is presenting the same Strategic Planning projects and programs previously reviewed and approved by the City Council, with updated status information for each item. The update is intended to:
• Provide transparency regarding progress on Council-adopted priorities • Identify projects that have been completed, are ongoing, or are pending • Highlight any challenges, delays, or changes in scope or timing • Confirm continued alignment with the City Council’s Strategic Goals and Objectives Where applicable, staff will also note any anticipated adjustments to project timelines, funding assumptions, or implementation strategies. This update supports ongoing Council oversight and helps inform future budget decisions and work plan adjustments.
Financial Considerations
Financial impacts associated with the Strategic Planning projects and programs are reflected in the adopted FY 25-26 and FY 26-27 budgets, as amended. Any future changes with fiscal impacts will be brought forward for City Council consideration through the budget adjustment process.
Environmental Issues
Receiving a status update on previously approved Strategic Planning projects and programs does not constitute a project under the California Environmental Quality Act (CEQA) and is therefore exempt.
