This buffer was increased through
adoption of the Santero Way

2024) and adoption of the SW and
TOC zoning districts (January 2026)
which significantly increased
allowable density from 15 units/acre

adopting maximum
parking requirements at or
less than ratios pursuant
to Government Code

Zoning Code Section 17.36.050,
Table 3-7 provides the City’s
parking requirements for residential
projects. The City’s parking ratios
are less than that required by
Government Code section
65915(p)(1). Cotati only requires 2
spaces for 4+ bedroom units
whereas the Gov Code requires 2.5
spaces for 4+ bedroom units.

Zoning Code Section 17.36.080
provides further opportunities to
reduce parking below the normal
requirements.

In January, 2026, as part of its
Transit-Oriented Communities

its parking ordinance to eliminate all
parking minimums for mixed/use

automatic fee subsidies and/or inkind services valued at up to $25,000 for 100% affordable
housing developments that comply
with the City’s adopted development
standards, offer automatic fee
deferrals until occupancy for all
