Optional: This runs a macro which checks to ensure all required fields are filled out. The macro will create two files saved in the same directory this APR file is saved in. One file will be a copy of the APR with highlighted cells which require information. The other file will be list of the problematic cells, along with a description of the nature of the error. with the table split across 4 tabs, each of which can fit onto a single page for easier printing.

Running this macro will remove the comments on the column headers, which contain the instructions. Do not save the APR file after running in order to preserve comments once it is reopened.

1-1 Housing Rehabilitation
Improve neighborhoods and housing by
providing opportunities for home
ownernship and housing rehabilition.
6/23/2027 6th Cycle In Progress
The Community Development Department has allocated $50,000 in remaining Affordable Housing Funds dollars as a potential source to create a revolving loan fund with which to implement Program 1- 1 but due to limited capacity this has yet to be implemented. Historically, the city has been the lead in administering "for sale" BMR units within the community. In recent years the City has sought to improve and expand it administrative function of home ownership BMR units through a strategic partnership with Housing Land Trust. One such unit that the City had been managing as part of its affordable housing program is the property located at 8527 Lancaster Dr, Cotati, CA. The owner of this VLI unit gave their notice of intent to sell to the city, and the city has engaged with the HLT to manage this sale and all future housing ownership opportunities of this property. This unit was evaluated for rehabilitation needed and determined not to need any significant renovation or rehabilitation.

However, the City did have to expend $10,000 to cover the costs of the HLT assuming administrative responsibility of this property into the future. In addition, the City has facilitated resident awareness of available home assistance program by adverting this affordable housing units by making it available on city's website, social media as well as informing the residents through housing newsletter.

1-3 Non-Profit & Agency
Coordination
Continue existing and develop new
relationships with agencies, nonprofits and
others to assist in rehab assistance.
12/31/2025 6th Cycle Completed
On September 13, 2025, the City of Cotati co-hosted and participated in the third annual Housing Fair held at the Rohnert Park-Cotati Regional Library. The city collaborated with 15 local non-profits and local agencies to provide housing related resources to the community members. In addition, a "First Time Homeowner Buyer" workshop was also held to provide in depth resources for potential first time home buyers, and those interested in exploring home ownership opportunities. Further, the City of Cotati continues to work with the Housing Land Trust of Sonoma County(HLT) to provide affordable housing expertise and assistance with managing for sale below market rate (BMR) home sales and re-sales with adoption of Ordinance 928, which updates the City affordable housing regulations. All of these efforts have resulted in the City of Cotati being ranked number one among all jurisdictions in Sonoma County for its housing policy work by Generation Housing a non-profit organization and major advocate in the housing sector. The City of Cotati continues to develop relationships with non-profits such as Generation Housing and the HLT (among others) by providing requested information, engaging in their services and taking part in regional housing analysis and policy work.

Program
As part of the annual review of the Capital
Improvement Program, determine priorities
for the capital improvement projects
required to maintain community's aging
infrastructure.
12/31/2025 6th Cycle Completed
The Community Development Department works annually with the Public Works Department to review the CIP and prioritize projects that will maintain and enhance the city's older residential neighborhoods in near and medium term. The 2025 Streets Improvement Project was completed on 9/04/2025 which included slurry seal, crack seal, and dig outs of E Cotati Ave from Matteri Lane to Baytree Ct, Forno Way, Honor Place, Clothier Lane, Jagla Street, Logan Place, Loma Linda Drive, Dorffman Drive, Issel Ct, Loma Linda Ct, Fehler Lane, Cervantes Ct, and Water Road. Further, two city parks were completely rehabilitated in 2025, expanding and enhancing recreational and open space amenities to multiple neighborhoods within the City. The 2026 City Wide Capital Improvement Projects is currently under draft review and will include various work from sewer, pedestrian safety improvements, streets preservation and park improvement projects.

1-5 Preservation of
Affordable Housing Preserve supply of affordable units. 12/31/2025 6th Cycle In Progress Staff continues to maintain inventory of the existing affordable housing properties, their owners and contact the site management/ownership to compile affordability documentation and ensure accurate information regarding potential expiration of affordability agreements (aka Deed Restrictions). City has engaged with partner government and non-profit housing service providers and updated website with information and services. Lastly, the City has implemented an ADU survey for new ADU owners, to understand their intention regarding use and affordability of these newly constructed units. An impact fee deferral program has been formalized and is being actively marketed to developers. In adopting the updated impact fee ordinance on Sept. 9, 2025, the Council committed to further reviewing residential in-lieu fees and seeking opportunities to expand revenue into the City's affordable housing fund. This review and update to the City's residential impact and linkage fees is anticipated to occur in early 2026. The city is continuing its effort of preserving affordable housing units by working with HLT to increase the number of housing units included in their affordable housing administration program. One such property located at 8527 Lancaster Dr, Cotati, CA gave it's notice of intent to sell to the city, and the city has engaged with HLT to both sell the property, and take over long-term administration of the property. This change will enhance and expand on the affordable housing program by making this unit affordable in perpetuity.

1-6 Preservation of Mobile
Home Parks
Facilitate the preservation of mobile home
parks and protect residents from
displacement.
12/31/2025 6th Cycle In Progress
The city of Cotati adopted MHP overlay zone which has been applied to existing mobile home parks and mobile home parks proposed and permitted after the adoption of the MHP overlay zone. The MHP overlay zone is intended to promote the maintenance and viability of mobile home parks through appropriate zoning. It is an overlay zone where mobile home parks are established as the primary land use in order to set the development standards for mobile home parks and to limit the conversion of existing mobile home parks, which are seen as a form of affordable housing, to other land uses.

Additionally senior mobile home park overlay zone is a subzone of the MHP overlay zone intended to promote and preserve a variety and balance of housing types within the city, and it provides assurances that existing senior mobile home parks and senior mobile home parks developed and permitted after the adoption of the MHP-S overlay zone will remain senior mobile home parks. The City is in litigation for recent legislative changes to the mobile home preservation policy, the outcome of this will determine future steps in the preservation of MHPs.

Housing
Seek available funding for lower income
and special needs housing. 12/31/2025 6th Cycle In Progress The City purchased 120 E. Cotati Avenue in late 2023, for $1.6 million using only City funding. On February 13, 2024, the City council determined that the property at 120 E. Cotati Avenue was “exempt surplus land” and provided direction to staff to issue an Request for Qualifications seeking a qualified developer to partner with the City to develop 120 E. Cotati Avenue with a 100-percent affordable housing project. This RFQ was issued on March 21, 2024, to over 170 individuals and firms who have expressed interest in developing affordable housing within the State. On April 30, 2024, City staff received a Developer Qualification statement from Freebird Development LLC, the only party to respond to the RFQ. After reviewing the statement, an internal panel of City staff determined that Freebird Development was adequately qualified and well versed in the development of affordable housing. On May 30, 2024, City staff interviewed Freebird Development LLC ownership and their development partners and confirmed their qualifications and development acumen. After conducting public engagement meetings throughout early and mid-2025, the City Council approved the final design for a 100% affordable housing project on the site on August 25, 2025. The final step to solidify this agreement is for the developer and the Council to enter into a Disposition and Development Agreement (DDA), anticipated to occur in February 2026. After adoption of their DDA, significant efforts to seek funding to develop this City-sponsored affordable housing project will begin in earnest.
