Engineering Design Services for the
2027 Pavement Preservation Project
Dear Craig:

Harris & Associates (Harris) is pleased to present this proposal for civil engineering design services for the 2027 Pavement Preservation Project as requested. The following will present an outline of our proposed scope of services. We have provided a Scope of Work Matrix in Attachment A. It is our intent that this outline provides enough detail, so our approach is clearly defined. It should be noted that this scope is based on the latest 5 Year Paving CIP Update for FY25/26 to FY30/31, corresponding with City Staff and our understanding of the project schedule (to be constructed in July 2026).

PROJECT UNDERSTANDING
This project will include the preservation streets listed in YR 2027 of the current 5 Yr CIP Paving Update (dated 3/13/25).

YR 2027 estimated construction cost = $608,860
The anticipated construction budget = $750K.

There are thirteen (13) street segments that will receive slurry seal, crack seal, and base repairs (dig outs) as part of the preventative maintenance program. Fieldwork will be performed, and PS&E documents will be developed.

The following streets will be included in the project limits with approximate costs per the latest 5 Year Paving CIP Update for FY25/26 to FY30/31:

Harris will also provide updates to the 5 Year Pavement CIP report. NCE will assist us with the StreetSaver updates. We will update the existing data with recently completed streets and add FY32 and FY33 to the program. Please note that this task will extend beyond the 2027 Pavement Preservation Project completion.

PROJECT SCHEDULE
The tentative design schedule is shown below:
• May 27, 2026 – NTP (tentative)
• May 28, 2026 to May 28, 2026 – Fieldwork
• May 29, 2026 to June 9, 2026 – Prepare/Submit 90% PS&E • June 10, 2026 to June 12, 2026 – City review
• June 15, 2026 to June 19, 2026– Prepare/Submit Final PS&E • June 22, 2026 to July 13, 2026 – Advertising period (21 days) • July 28, 2026 – Council Approval to Construct / Award • August 10, 2026 – Construction start
Harris performed the fieldwork for the 2027 slurry streets during the field investigation phase of the 2026 Pavement Preservation project in May 2025 when the streets were included in the original scope. However, the 2027 slurry seal streets were later removed from the 2026 project after fieldwork was completed. Therefore, we allowed 1 day of fieldwork to revisit the streets and investigate any additional changes from the previous field visit.

The design work will be completed by June 19, 2026, and awarded on July 28, 2026. The schedule assumes 3 working days for City review of Harris deliverables. Harris will not be responsible for delays to the project schedule beyond sole control. The desired timeframe for slurry seal installation is between May and mid-October (70 degrees and rising).

PROJECT DELIVERABLES
The 90% and Final PS&E documents will include specifications, cost estimate and a set of fullsize plans in pdf format. The full-size plans will comprise of:
• Title Sheet
• Key Map that will show the treated streets (Slurry/Crack Seal) • Detail Sheet
• Detailed spreadsheet showing dig outs and quantity takeoff for each street segment 1401 Willow Pass Road Suite 500 Concord, CA 94520-7964 925.827.4900 f.866.356.0998 weareharris.com We will also keep a record of the digout locations painted on the streets as part of our field investigation notes in case the contractor requests a copy of them during construction.

We will provide updated StreetSaver reports as requested by the city. This will include decision tree revisions, network summary statistics, maintenance history reports, and FY32-FY33 Scenario Treatment CIP Report.

PROPOSED FEE
Please see the attached fee proposal for Harris’ level of effort (Attachment B) to execute the scope of work. The proposed fee is in the not-to-exceed total amount of $70,975. Attention is directed at the assumptions attached to this fee proposal, indicating inclusions and exclusions in developing our fee basis.

Once we receive the Notice to Proceed, the design process will begin immediately to open bids and award by late July 2026.

Please contact Luella Gabriel (925-969-8140) or Eric Smith (949-536-2508) if you have any questions regarding our proposal. We look forward to working with you again.

Sincerely,
Harris & Associates

RE: Letter Proposal — Harris-NCE City of Cotati CIP StreetSaver Updates Dear Ms. Gabriel,
Based on recent discussions, we are providing this letter proposal to assist Harris & Associates with StreetSaver updates in support of the City of Cotati’s Capital Improvement Program (CIP) paving projects. This effort will support the StreetSaver-related tasks associated with the 2027 Street Improvements Project, including streets repackaged from the 2026 Pavement Preservation Project.

Services will focus on updating maintenance and rehabilitation information, decision trees, and scenario outputs to reflect current CIP decisions, consistent with prior CIP support efforts and to support Harris’s overall project delivery.

Scope of Services
To achieve the City’s goals and objectives we propose the following tasks:

Task 1 - Project Administration
 Provide overall project coordination and administrative support related to the StreetSaver updates.  Coordinate with Harris staff regarding data needs, assumptions, schedules, and deliverables.  Participate in up to two working meetings to review inputs, assumptions, and results.

Deliverables:
 Coordination support to facilitate completion of StreetSaver updates.

Task 2 - Maintenance and Rehabilitation Update
 Review available CIP paving information and recent maintenance and rehabilitation activities.  Update StreetSaver sections to reflect completed maintenance and rehabilitation treatments.

Deliverables:
 Maintenance History Report
Page | 2
Task 3 – Decision Tree Update
 Review existing treatments and decision tree structures in StreetSaver.  Update decision tree using unit costs and treatment information provided by Harris and/or the City.  Coordinate updates and assumptions with Harris prior to finalizing.

Deliverables:
 Updated Decision Tree
Task 4 – CIP Scenario and Map Generation
 Develop and run StreetSaver scenarios to support CIP planning and project clustering by area.  Evaluate preventive maintenance and rehabilitation strategies consistent with City’s goals.  Provide scenario outputs and summaries to support Harris’s CIP development efforts.  Generate GIS-based maps illustrating scenario results using the existing StreetSaver database configuration.

Deliverables:
 Sections Selected for Treatment report
 Network Summary & Cost Summary Reports
 Network Summary Statistic Report
 Work Plan Map generated from existing StreetSaver database Assumptions
 This scope includes up to two (2) coordination or working meetings, which will be held via web/Teams.  Harris will provide unit costs per square yard (and linear feet for crack sealing) for each treatment in the decision tree. NCE will update unit costs in StreetSaver prior to generating scenarios.  Task 4 includes up to three (3) scenario iterations.
 GIS maps will be generated using the existing StreetSaver database structure. No re-segmentation, relinking, GIS data editing, or shapefile development is included.  No field surveys are included.
 This scope is limited to StreetSaver related support for CIP paving projects.  This scope of work and associated fee are specific to this project and are separate from the City’s upcoming PTAP update.
 Services will be performed on a time-and-materials basis up to the not-to-exceed amount of $10,000.

Any work requested beyond this amount or outside the scope described in this letter will require prior written authorization from Harris & Associates and may be subject to a contract amendment or additional budget approval.

Page | 3
 Services will be performed on an as-needed basis in coordination with Harris & Associates, with timing dependent on project needs and the availability of required inputs.

Schedule
The project schedule will be coordinated with Harris & Associates and will be dependent on the availability of required inputs, City decisions, and access to the StreetSaver database. Specific milestones and delivery dates will be confirmed during project coordination.

Fee & Billing
The estimated fee shown below reflects the StreetSaver support services described in this letter proposal and will be performed on a time-and-materials basis, with a not-to-exceed amount of $10,000.

We appreciate the opportunity to support Harris & Associates on this effort. Please let us know if you have any questions or would like to discuss this scope further.
