To: City Council
Subject: ADOPTION OF THE CITY-WIDE SALARY SCHEDULE FOR
FISCAL YEAR 2026/27
Date: June 23, 2026
Written by: Angela Courter, Director of Administrative Services Recommendation
It is recommended that the City Council adopt the fiscal year 2026/27 salary schedule, as updated per the current City labor agreements.
Background
The City Council and staff believe that our citizens have a right to full transparency with respect to public information, including the wages and benefits received by City employees and elected officials. To that end, salary schedules as well as labor agreements are available on the City’s website. For transparency as well as effective and efficient financial reporting, City staff have prepared the annual salary schedule for fiscal year 2026/27, using the adopted labor agreements anticipated to be in effect as of June 24, 2026.
Analysis/Discussion
The City of Cotati has three separate bargaining units; the CEA, the Cotati Police Officers Association (CPOA), and the Cotati Police Management Association (CPMA), as well as the Non-Represented group and a single employment agreement with the City Manager. The salary schedule implements the existing approved memorandum of understanding with each group or contract.
The agreement with the CEA is included for adoption at this same meeting, June 23, 2026, and as such two tables are presented for adoption based on the approval (Exhibit A) or not (Exhibit B) of this agreement.
Financial Considerations
If the City Council does not approve the proposed MOU agreement for the CEA then there are no additional fiscal impacts associated with the approval and publishing of the salary schedule as the changes have already been authorized by MOU and included within the adopted budget. If Council approves the proposed MOU agreement, then the total cost of the revised salaries and benefits will be incorporated into the next quarterly financial update total estimated costs do not exceed $52,900.
Environmental Issues
This action is exempt from the California Environmental Quality Act (CEQA) because it is not a project which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, pursuant to CEQA Guideline section 15378.
