RESOLUTION NO. (XX)
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COTATI
ADOPTING UPDATED CONSOLIDATED CITY OF COTATI FINANCIAL
POLICIES
WHEREAS, the City Council recognizes that sound financial policies are essential to maintaining the City's fiscal stability, accountability, transparency, and long-term financial sustainability; and
WHEREAS, the City's Financial Principles and Policies establish guidelines and best practices for financial reporting, budgeting, investments, debt management, purchasing, grants management, capital assets, fiscal resiliency, and other key financial activities; and WHEREAS, the City Council reviewed a draft Cyber Security and Data Protection Policy on January 27, 2026, and directed staff to incorporate the policy into the City's Financial Principles and Policies; and
WHEREAS, staff has reviewed the Financial Principles and Policies and recommends updates to reflect current best practices, changes in state law, operational needs, and improved document accessibility and usability; and
WHEREAS, staff has also reviewed and updated the Discontinuation of Residential Water Service for Nonpayment Policy to improve clarity, consistency, and continued compliance with applicable requirements.
NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Cotati rescinds resolution 2025-25 (prior year adoption of the financial policies) in its entirety, and hereby adopts the updated Financial Principles and Policies, including the Cyber Security and Data Protection Policy and revised Discontinuation of Residential Water Service for Nonpayment Policy.
IT IS HEREBY CERTIFIED that the foregoing resolution was duly adopted at a regular meeting of the City Council of the City of Cotati held on June 23, 2026, by the following vote, to wit:
