RE: Local Partnership Program Competitive Application for State Route 116/West Cotati Avenue
Dear Mr. O’Bid:
The City of Cotati (City) has been working with Mark Thomas to complete the delivery of the State Route (SR) 116/West Cotati Avenue Intersection Safety Project (Project). Mark Thomas recently provided technical assistance to the City to secure $2 million in funds from the Sonoma County Transportation and Climate Authorities (SCTCA). Additional funds are needed to complete the funding plan for the Project. The City, through discussions with SCTCA, has identified the upcoming Local Partnership Program (LPP) Competitive as a viable funding opportunity for the Project.
Mark Thomas is pleased to submit our proposal to prepare the LPP Competitive application for the Project. We have developed our proposal to leverage the existing funding and Project traffic information to efficiently prepare this upcoming application.
SCOPE OF WORK
We have developed the scope of work below based upon the draft LPP Competitive Guidelines published on June 25, 2026.
Task 1 – Grant Narrative
Task 1.1 – Narrative Preparation
Mark Thomas will prepare the grant narrative following the program guidelines. We will leverage the City’s prior application as feasible. The application includes the following elements:
Cover Letter: Letter signed by the nominating agency and the implementing agency, the City. The letter will include a brief description of the project, scope, schedule, budget, and funding request.
Fact Sheet: Project fact sheet meeting accessibility requirements that describes the project scope, schedule, budget, and outcomes and outputs as well as project map.
General Information: An overview of the project, location map, photos, project priority, scope, independent utility, nominating agency and lead agency agreement, and if reversible lanes have been analyzed.
Screening Criteria: Description of the nominating agency’s self-help sales tax measure as well as describing impacts to underserved communities.
Project Delivery: Description of the Project’s delivery method, schedule and other potential risks and mitigations, railroad company coordination, and environmental documentation.
Evaluation Criteria: Description of how the Project meets each screening criteria, including Accessibility; Air Quality and Greenhouse Gases; Community Engagement, Economic Development, Job Creation and Retention, and Cost Effectiveness; Deliverability; Leveraging; Safety; System Preservation; Transportation, Land Use, and Housing Goals; and Vehicle-Miles Traveled.
Funding: Description of the Project’s funding commitments by phase and LPP Competitive request, cost estimate and contingency amount, required match, total project costs, and how cost overruns will be accommodated.
Other: Description of coordination with Caltrans.
State Highway System Impact Assessment Form: Description of the Project scope and budget within State right of way as well as level of environmental document and approval process.
Electronic Project Programming Request (ePPR): The form will be prepared within CalSmart and includes project description, purpose and need, delivery dates, funding, outputs, and performance measures.

Task 1.2 – Letters of Support
Mark Thomas will lead stakeholder coordination to receive letters of support. We will draft a template letter for City review and approval. Upon approval, we will coordinate with the stakeholders to obtain letters of support for the Project and answer follow-up questions from the stakeholders.
Deliverables
• Draft and final LPP Competitive application
• Draft and final letter of support template
Task 2 – Benefit Cost Analysis
Task 2.1 – BCA Model
Mark Thomas will prepare the BCA for the Project following the USDOT and Caltrans guidance for modeling the BCA. The benefits of the Project will be measured against a “no-build” baseline, or under the assumption that a project is not developed. We will use the project schedule and delivery cost estimates developed by Mark Thomas. We will develop conservative operations and maintenance (O&M) estimate for the Project.
Mark Thomas will use traffic performance measurement data prepared for the project.
When Project-specific data is unavailable, we will use standard data provided by USDOT.
The anticipated benefit categories will include travel time savings, vehicle operating costs, emission reductions, collision reductions, and residual value of project structures.
Mark Thomas will prepare tabulated and discounted costs and benefits of the Project.
The model to calculate the present value of the benefits and compare to the present value of the costs of Project development and maintenance. The ratio between the benefits and costs is the benefit-cost ratio.
Task 2.2 – BCA Memorandum
Mark Thomas will prepare a memorandum to accompany the BCA model. This document includes a discussion of the Cal-B/C model inputs, methodologies and sources, and results.
Task 2.3 – Performance Measures
Mark Thomas will develop the required Performance Measures identified in the LPP Competitive Guidelines. We will follow the SB 1 Technical Performance Measurement PAGE 4 OF 5
Methodology Guidebook dated January 2022. We will prepare the Performance Measures Metric table provided in Appendix C of the program guidelines and document the methodology used for the metrics on the required form.
Deliverables
• Draft and final BCA model
• Draft and final BCA memorandum
• Draft and final Performance Measures
