Item type: REGULAR AGENDA (ACTION)
To: City Council
Subject: APPOINTMENT OF A VOTING DELEGATE AND
ALTERNATE TO THE 2025 LEAGUE OF CALIFORNIA
CITIES (LOCC) ANNUAL CONFERENCE
Date: August 25, 2026
Written by: Damien O’Bid, City Manager
Recommendation
It is recommended that the City Council of the City of Cotati adopt a motion appointing the Mayor as the voting delegate and the Vice Mayor and City Manager as alternates to the 2026 League of California Cities (LOCC) Annual Conference and provide the Mayor with direction on the proposed resolution by the City of Murrietta, if any.
Background
In preparation for its Annual Conference each year, the League of California Cities requires that member cities appoint a voting delegate who will vote on conference resolutions at the Annual Business meeting. Historically, the City has also appointed one alternate, but up to two alternates may be appointed. The voting delegate and alternate(s) are customarily offered to the Mayor and/or Vice Mayor first and if neither is planning to attend the conference, a City Council member is selected who is planning to attend the Annual Conference. League bylaws also provide that the City Council may appoint a City official to serve as voting delegate or alternate if there will not be a sufficient number of Council members in attendance.
This year’s conference is scheduled for September 23-25, 2026, in Anaheim. The Annual Business Meeting is on Friday, September 25.
Analysis/Discussion
The conference will be held in person at the Anaheim Convention Center. In most years, the primary voting delegate is the Mayor (or another City Council member able to attend) with the City Manager as the alternate. This year, both the Mayor and Vice Mayor will be attending, so the recommendation is that the Mayor is primary voting delegate and the Vice Mayor and City Manager as the alternates.
Generally, the City Council will provide the voting delegate(s) direction or feedback on any proposed resolutions, such as the proposed resolution by the City of Murrietta, but also generally provide the voting delegate with the discretion to vote in accordance with City Council Goals and Objectives or prior policy positions, if the resolution requires multiple votes or if other votes are required during the business meeting.
Financial Considerations
Funding is included in the FY 2026-27 budget for this conference and related travel expenses for two (2) City Council members. Assuming up to two Council members attend, no appropriation is needed.
Environmental Issues
The action of providing voting direction to LOCC delegates does not constitute a project as defined by California Environmental Quality Act Guidelines Section 15378; therefore, no further environmental review is required.
