Cotati City Council
Agenda Staff Report
Item type: CONSENT CALENDAR (ACTION)
To: City Council
Subject: ACCEPTANCE OF THE 2026 STREET PRESERVATION

PROJECT
Date: October 13, 2026
Written by: Craig Scott, Director of Public Works/City Engineer Recommendation
It is recommended the City of Cotati City Council adopt a resolution accepting the 2026 Street Preservation Project, authorizing the City Clerk to file the Notice of Completion with the County Clerk, and authorizing the release of retention after the 35-day noticing period with no protests.

Background
The City’s Five-Year Capital Improvements Plan includes a list of street paving projects. The paving projects are based on a Pavement Management Program (PMP), updated every 2 years, which guides the identification and prioritization of street pavement maintenance projects. The PMP provides strategies to prioritize the annual roadway projects based on their condition and treatment costs. Pavement maintenance projects are significantly funded by, and made possible by Measure S, the City’s local revenue measure and grant matching funds. The City Council continues to prioritize street repair and maintenance to reduce long-term maintenance costs.

Since July 2020, the City has completed approximately $15.9 million in roadway improvements, increasing the Pavement Condition Index (PCI) to the mid-70’s. These investments have made considerable progress in improving the condition of our roadways, making Cotati’s streets among the best in Sonoma County.

Analysis/Discussion
The 2026 Street Preservation Project (Project) included pavement preservation treatments for E.

Cotati Avenue from Baytree Court east to the City limits, asphalt repairs in the north bound bike lane on Old Redwood Highway just past Valparaiso Avenue, localized asphalt repairs on Old Redwood Highway between Hwy 116 and William Street, stamped crosswalk repairs at William/George and Old Redwood Highway and across Santero Way at E. Cotati Avenue. The pavement preservation treatments consisted of repairing failed areas with dig outs and paving, crack seal, and slurry seal. The final paved areas were then restriped. On March 10, 2026, City Council awarded the construction contract to American Asphalt repair & Resurfacing Co. for a total construction amount of $463,000. On June 29, 2026, the City Engineer determined the work to have been completed in accordance with the Project Plans and Specifications and recommends the Project Improvements for City acceptance.

Financial Considerations
The Project’s total authorized budget is $722,800.00, and accounts for design, construction, construction management and inspection, and direct costs. The actual completed project cost is $658,493.89 which is 8.9 percent below the authorized budget. The remaining unspent funds will be returned to the unappropriated General Fund.

Environmental Issues
This action is found to qualify for a Class 1 Categorical Exemption under CEQA Section 15301 in that the project consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of the existing or former use.
