RESOLUTION NO. (XX)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COTATI
APPROVING A CHANGE ORDER TO THE 2026/2027 PAVEMENT
PRESERVATION PROJECT FOR PAVING OF THE WATER LINE TRENCH IN HIGHWAY 116 AT STATE ROUTE 101 AND APPROPRIATING $20,500 FROM THE WATER ENTERPRISE FUND.
WHEREAS, on September 8, 2026, the City Council awarded the construction contract for the 2026/2027 Pavement Preservation Project; and
WHEREAS, an emergency water line repair performed in Spring 2026 resulted in a water line trench within Highway 116 near State Route 101 requiring permanent pavement restoration; and
WHEREAS, following issuance of the required Caltrans Encroachment Permit, City staff obtained change order pricing for the pavement restoration, which was reviewed by City staff and the City’s Construction Manager and determined to be reasonable; and WHEREAS, the proposed work requires an appropriation of $20,500 from the Water Enterprise Fund, consisting of $18,228.00 for the change order and $2,275.00 for contingency, with the City anticipating reimbursement through its insurance coverage; and WHEREAS, the work qualifies for a Class 1 Categorical Exemption from the California Environmental Quality Act pursuant to CEQA Guidelines Section 15301 because it consists of repair and maintenance of existing facilities involving negligible or no expansion of existing use.
NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Cotati hereby:
1. Approves the change order to the 2026/2027 Pavement Preservation Project for paving of the water line trench in Highway 116 at State Route 101;
2. Authorizes a budget amendment and appropriation of $20,500 from the unappropriated Water Enterprise Fund balance.
3. Authorizes the City Manager, or designee, to execute the change order and any related documents necessary to complete the work within the authorized funding; and
4. Finds that the work is categorically exempt from CEQA pursuant to CEQA Guidelines Section 15301
IT IS HEREBY CERTIFIED that the foregoing resolution was duly adopted at a regular meeting of the City Council of the City of Cotati held on October 13, 2026, by the following vote, to wit:
