CC Special Meeting

AGENDA ITEM REPORT
ITEM NO. NB 1
Meeting: CC Special Meeting - Oct 04 2022
Title: City Downtown Holiday Lighting Enhancements
Presented By: Chris Marcarello, City Manager
Lisa Evans, Director of Parks, Recreation and Library Services Andy Bullington, Director of Community Development
Recommendation: That the City Council adopt Resolution CC 2022-106, authorizing an appropriation of funds and a professional services agreement with Celebration Holiday Studio for the procurement and installation of lighting enhancements in Downtown Covina.

EXECUTIVE SUMMARY / BACKROUND:

As part of the City’s annual budget process, members of the City Council inquired about opportunities to enhance lighting and decorative displays for the 2022 holiday season. Following this inquiry, staff met with several vendors to evaluate alternatives and identify decorative elements that would best meet the City’s needs and complement the aesthetics of Downtown Covina. As a result of this evaluation, it is recommended that the City Council consider authorizing a budget appropriation and professional services agreement with Celebration Holiday Studio (CHS) for the procurement and installation of lighting enhancements in Downtown Covina. There is a time sensitivity associated with this request – the City’s Holiday Tree Lighting Ceremony is scheduled for November 18, 2022 and CHS has informed City staff that in order to meet this deadline it will need authorization no later than October 6th.

DISCUSSION:

The proposed holiday decorative enhancements will include the following locations:
• Heritage Park
o Purchase/install LED lighting to wrap large oak tree in planter; o Purchase/install 48 LED ornament spritzer lights in tree canopy; o Purchase/install LED-lit holiday tree with 4’ riser and white crystal star topper; and o Purchase/install LED-lit walk-through ornament/selfie station with City logo • Downtown Covina Entrance (Citrus/Badillo)
o Purchase/install LED-lit garland with red bows/trim at roof line building facades heading northbound on Citrus Avenue at Badillo Street
• Citrus Avenue/Paseos
o Purchase/install 42 LED-lit lamppost garland with bows; o Purchase/install LED lighting at City archway adjacent to Downtown parking structure; and o Purchase/install overhead market LED lighting
• Parking Structure
o Purchase/install LED-lit wreath
FISCAL IMPACT:

As proposed, the City Council will consider adopting Resolution CC 2022-106, appropriating $165,000 for holiday lighting/decorative enhancements.
