CC Regular Meeting

AGENDA ITEM REPORT
ITEM NO. CC 5
Meeting: April 16, 2024
Title: Installation of Multi-Way Stop Controls at the Workman Avenue and Second Avenue Intersection
Presented by: Rafael Fajardo, Interim Director of Public Works/City Engineer Recommendation: That the City Council approve the Transportation & Mobility Advisory Commission’s recommendation to install Multi-Way Stop Controls at the Intersection of Workman Avenue and Second Avenue.

EXECUTIVE SUMMARY:

The Department of Public Works received a request from residents living on Second Avenue for the installation of Multi-Way Stop Controls at the intersection of Workman Avenue and Second Avenue. The request indicated concerns for pedestrian safety in the existing crosswalk as well as driver safety entering Workman Avenue from Second Avenue. On April 9, 2024, the Transportation & Mobility Advisory Commission concurred with the findings identified in the Multi-Way Stop Control Warrant Analysis for the intersection of Workman Avenue and Second Avenue.

BACKGROUND:

Workman Avenue is generally an east-west, 56-foot wide roadway and is classified as a “Major Collector” per the Federal Highway Administration (FHWA) California Road System (CRS) maps. There are two travel lanes in each direction with a double-yellow centerline for directional separation and the roadway is fully improved with curb & gutter and sidewalk. The posted speed limit is 35 MPH along this route with Barranca Elementary School located at the intersection of Workman Avenue and Barranca Avenue (approximately 1,200 feet away from the subject intersection). The Eastland Shopping Center is located on the south side of Workman Avenue between Citrus Avenue and Barranca Avenue and adjacent to the subject intersection.

Second Avenue is generally a north-south, 36-foot wide roadway classified as a local residential street. It has one travel lane in each direction. It is fully improved with curb & gutter and sidewalk along both sides of the roadway.

The prima facie speed limit is 25 MPH and two speed humps were recently constructed on Second Avenue between Workman Avenue and Rowland Street pursuant to residents approving their installation.

The intersection of Workman Avenue and Second Avenue is a three-way intersection with the south approach of Second Avenue being stop-controlled. There is an existing painted crosswalk on the east leg of the intersection.

DISCUSSION:

Pursuant to State and City regulations, there are specific criteria that must be met in order for a stop sign to be installed. Certain criteria identify the volumes of vehicles and pedestrians in all directions of the intersection (specifically the cross-traffic volumes) as well as collision history. Covina is required by State law to comply with the guidelines of the Manual on Uniform Traffic Control Devices (MUTCD) when warranting the installation of stop signs. The installation of unwarranted stop signs could make the intersection more dangerous while studies have also shown that impatient motorists tend to drive faster between intersections to save time. More importantly, drivers tend to ignore unwarranted traffic controls that, in their view, are unnecessary. If drivers are frequently required to stop for STOP signs and rarely see any oncoming traffic from an opposing street, they may become

Page 49 of 72 ends

impatient and tend to disregard STOP signs that serve no immediate purpose. Moreover, unwarranted STOP signs do not reduce traffic accidents and may unintentionally increase the potential for accidents.

The investigation of the need for multi-way stop controls is mandated by Section 21400 of the California Vehicle Code to install traffic control devices in accordance to the adopted 2014 California Manual on Uniform Traffic Control Devices (CaMUTCD). CaMUTCD Section 2B.07, Multi-Way Stop Applications, stipulates guidelines which must be used in determining whether multi-way stop control is justified at a particular location and shall include an analysis of factors related to the existing operation and safety at the study intersection and the potential to improve these conditions, and the applicable factors contained in the following traffic signal warrants:

A. Five or more reported crashes in a 12-month period that are susceptible to correction by a multiway stop installation.

B. Minimum Volumes:

1. The vehicular volume entering the intersection from the major street approaches (total of both approaches) averages at least 300 vehicles per hour for any 8 hours of an average day; and

2. The combined vehicular, pedestrian, and bicycle volume entering the intersection from the minor street approach averages at least 200 units per hour for the same 8 hours.

3. Review of sight distance limitations.

The intersection of Workman Avenue and Second Avenue is a three-way intersection with the south approach of Second Avenue being stop-controlled. There is an existing painted crosswalk on the east leg of the intersection.

A review of the collision history obtained from the Covina Police Department revealed a total of seven (7) collisions at the subject intersection for the previous five-year period ending on February 1, 2024, with a maximum of five (5) collisions reported in 2019. All of the collisions cited are susceptible to correction by a multi-way stop installation.

The warrant study concluded that the intersection of Workman Avenue and Second Avenue has sufficient sight distance in all directions and did not meet the minimum volume requirements. However, the minimum accident threshold criteria were reached; therefore, it meets the warrant for stop sign installation.

FISCAL IMPACT:

Total project costs for the installation of Multi-Way Stop Controls at the intersection of Workman Avenue and Second Avenue are approximately $3,000. Sufficient funding is available in the approved Fiscal Year 2023-2024 Capital Improvement Program Budget for Traffic Calming Improvements under Measure M (Account No. 2420-2200- 55310-P2008).

CEQA (CALIFORNIA ENVIRONMENTAL QUALITY ACT):

This project has been determined to be categorically exempt under CEQA in accordance with Title 14, Chapter 3, Class 1, Sections 15301 and 15302. This exemption includes the minor alteration of existing public facilities involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination.

The project involves negligible or no expansion of an existing use.

AGENDA ITEM REPORT
ITEM NO. NB 1
Meeting: April 16, 2024
Title: Introduction of a Covina Micro-Transit Concept/Program and Approval of Vehicle Purchase Under the EECBG Program
Presented by: Brian K. Lee, AICP, Director of Community Development Recommendation: Approve the Covina Micro-Transit Concept and the Purchase of Three GEM e6 Vehicles to develop a Covina Micro Transit Program.

EXECUTIVE SUMMARY:

On April 2, 2003, the City Council authorized participation in the Energy Efficiency Block Grant Program (“EECBG”) to accept $113,100 in grant funds for the purpose of purchasing three (3) electric vehicles to develop a local micro-transportation program in and around the City. As proposed, this micro-transit program would enhance connectivity throughout the City’s Town Center Specific Plan area using street-legal, 6-passenger electric vehicle carts. The vehicle carts would be deployed on a fixed-route network consisting of six (6) static drop-off/pickup locations Thursday through Sunday during afternoon and evening hours and would be free to ride. It is recommended that the City Council consider authorizing the acquisition of the electric vehicles for this program utilizing grant funding, with an expected delivery in late summer/early fall 2024.

DISCUSSION:

The proposed micro-transit program is intended to be both a “first-mile/last-mile” transportation program as well as an economic development/city image promotion strategy. The proposed micro-transit program consists of two (2) 6-passenger EV carts (a third 6-passenger EV cart will be rotated into operation as necessary), that will provide visitors to the core downtown Covina area with free, easily accessible transportation between the city-owned parking lots/parking structures and businesses located within the downtown area. o Micro-Transit Concept: The objective of the proposed micro-transit program is to offer an easily accessible, quick, enjoyable and free-to-the public transportation for visitors within the downtown Covina (and F.A.I.R.

District) area of the Town Center Specific Plan. The micro-transit platform would be a street-legal 6-passenger EV cart capable of carrying 5-riders plus a driver/operator. It is envisioned that there would be approximately six (6) static pick up/drop off locations, as well as an app-based ride-hailing option. Initially, the micro-transit program would operate Thursday through Sunday.
o Economic Development/City Image Promotion: The concept of the micro-transit project is to not only create a functional, useful and efficient micro-transportation platform; but to present the program where the appearance of the EV carts forms a visual imprint upon the public and energize place-making social media postings for Covina. Thus, the “branding” of the EV micro-transit vehicles will utilize whimsical design features such as “cartoon-style” graphics and an illuminated orange placed on the top of the vehicle roof. The name of the micro-transit program will be “FRIC & FRAC!” (“Free Rides In Covina & Free Rides Around Covina!”)
o Program Operation: The City currently has an agreement with Parking Co of America, (PCAM) to operate the City’s Dial-A-Ride shuttle program. An amendment to the current Operating Agreement with PCAM will be schedule shortly to include the proposed micro-transit program.

At the April 2, 2024 City Council Meeting, the City Council approved a Resolution to accept funding from the Energy Efficiency and Conservation Block Grant Program (EECBG) totaling $113,100 awarded as a voucher (reimbursement) for the purchase of three (3) GEM e6 all electric vehicles. Prior to this action, staff researched possible vehicles to for the facilitation of a micro transit program which consisted primarily of street legal “Golf Carts” that do not meet the needs of the Micro Transit Program Concept (See attachment B). The GEM e6 Model provides fully enclosed doors, which provide security and safety, and weather resistance, and is fabricated locally which is also beneficial with regards to regular maintenance or replacement parts.

Based on the reasonableness of these circumstances, it is requested that the City Council consider waiving competitive bid requirements per Covina Municipal Code 2.20.080 Section B (1), which states that noncompetetive proposals may be made only when at least one of the following circumstances applies:

1. The supply service, or equipment is available only from one source

2. The public exigency or emergency for the supply, service or equipment will not permit a delay resulting from competitive solicitation; and

3. After solicitation of a number of sources, competition is determined inadequate.

4. The amount involved is $10,000 or less; or

5. The services being procured are professional or specialized services as identified within CMC 2.20.175.

Sections B1 and B3 apply in this situation. Of the potential Micro Transit Vehicles, the GEM e6 model, under WAEV (and fabricated by Pape Material Handling), was the only vehicle that addressed safety, weather, and security, and longevity concerns. Furthermore, the GEM e6 is only available through WAEV, a single source.

FISCAL IMPACT:

The proposed fiscal impact is minor, at $1,680.17 from the Air Quality Management District (AQMD) Fund. The proposed purchase of three (3) GEM e6 Electric Vehicles are an eligible expense under the EECBG Program, which is totaled at $113,100. The remaining $1,680.17 can be allocated from the AQMD Fund FY24 Budget.

Conceptual Downtown Covina
Micro Transit Pilot Project

June 2023

Brian K. Lee, AICP
Director of Community Development
City of Covina
A City of Covina Micro-Transit pilot project
would provide free public transit within the
downtown Covina district, using battery-electric
6-passenger golf cart vehicles. The vehicles
would be able to carry five (5) patrons, plus the
driver. The Micro-Transit program would
primarily link the City’s two (2) parking
structures, surface parking lots, and the
Metrolink station to the downtown Covina
district. The downtown Covina district is a
geographical area that contains traditional
downtown Citrus Avenue, the City’s “art’s
district” and a medical segment that is anchored
by Emanant Hospital.

General Concept. The Micro-Transit concept is intended
to provide an alternative method other than walking or
driving for visitors to downtown Covina to access the
various portions of the downtown Covina district,
including the City’s emerging “art’s district” known as the F.A.I.R. (Food. Arts. Industry. Residential.). In addition, with public parking facilities located on the peripheries of downtown Covina, immediate geographic access to
emerging shops, restaurants, entertainment venues, and
services is problematic. Furthermore, the F.A.I.R. District has a lower threshold for public parking (not unusual for art districts). Therefore, an efficient and reasonably easily accessible micro-transit concept would meet a need that would increase with the continued growth and success of downtown Covina.

Initially, the City’s Micro-Transit service would be available on Thursday afternoon through the early evenings on Sundays.

Micro-Transit Concept. The central focus of the delivery of the Covina Micro-Transit pilot program concept is the
utilization of the 6-passenger BEV golf carts. There are several reasons for the use of the 6-passenger BEV golf cart as the preferred form of micro-transit for the
proposed Covina pilot project.

Fun and unique. The 6-passenger BEV golf cart visually
appears as an interesting, fun, and unique public transit concept. As a 6-passenger vehicle (5 guests and the
vehicle operator), the golf cart concept would appear to be fun and unique and is also easily accessible for boarding and alighting. Furthermore, fun, whimsical, and artistic “cartoon-style” graphics could be included in the golf carts to make them visually distinctive and to further promote the “fun” factor of using the micro-transit service.

Efficient and scalable. Initially, it is envisioned that the micro-transit pilot project would encompass two (2) 6-
passenger BEV golf carts and a third wheelchair-capable BEV golf cart (on call as needed). Due to the compact size of the Covina downtown district, two (2) BEV golf carts with a combined capacity of ten (10) patrons would be a reasonable initial project roll-out for the Micro-Transit pilot project. (Note: the third (3rd) BEV golf cart would be wheelchair accessible and would operate in an “asneeded” format.) If the demand for the “FRIC! & FRAC!” transit service increases, then additional 6-passenger BEV golf carts would be acquired in order to meet the demand.

The acquisition cost of a 6-passenger golf cart would not be as expensive as a 15-passenger shuttle bus type of
vehicle.

The BEV golf carts could be stored when not in use at the City’s Metrolink Parking Structure within a secured
enclosure within the parking structure facility. Level 2 EV chargers could be installed within the secured enclosure to charge the BEV golf carts overnight so they would be ready for service the following day.

Cost-effective and Eco-Friendly. The acquisition cost of a 6-passenger BEV golf cart, including the addition of image artwork/graphics, would not be as expensive as a
conventional 15-passenger shuttle bus vehicle, or a 20- passenger “trolley-style” vehicle. In addition, the
maintenance and fuel costs for a BEV golf cart are less than the aforementioned conventional internal combustionpowered vehicles.

Documented success. The 6-passenger BEV golf cart
Micro-Transit concept has been adopted in downtown
Anaheim and the Gas Lamp District of San Diego. Other
cities, such as Long Beach are investigating the viability of utilizing the 6-passenger BEV golf cart in a micro-transit format. Both the Anaheim and San Diego scenarios have
been successful and have been enthusiastically embraced by the public in both those communities.

Economic Development Tool. The general purpose behind
why cities invest in economic development efforts is to increase investment in the respective community. The
concept of “economic development” can take on many
forms, such as a city’s investment in its infrastructure (i.e., roads, medians, utilities, etc.), public safety (police, fire, clean and well-maintained public spaces), community
amenities (i.e., parks, public facilities such as libraries recreation facilities, etc.), as well as attracting quality

Page 70 of 72 ends

businesses. The essential idea is to encourage people to invest in the community; whether that is in the form of buying a home, locating or expanding a business, or
patronizing businesses located within the community.

Placemaking. “Placemaking” is the effort by which a city (or sometimes a private property owner in collaboration with a city) endeavors to create a physical and geographic “space” within the city to attract visitors to spend time and money. Many times, this effort is accomplished in the
form of developing shopping centers or developing
geographic “districts” that concentrate retail and
entertainment businesses within a defined geographic
area. Sometimes the placemaking districts have
architectural themes and many times the districts have
public gathering spaces. Whatever the composition of the district, the central idea is to create a “space” which is attractive and inviting to visitors, where they are
comfortable patronizing the businesses within the district, and as an extension of the district, patronizing the
surrounding portions of the district within the city.

Placemaking also leads to people mentally defining the
larger community where the particular district is located by the quality or reputation of the experience that occurs within the particular placemaking district. Examples of this concept include “Old Town Pasadena” in Pasadena,
“The Irvine Spectrum” in Irvine, “The Grove” (adjacent to the “Farmer’s Market”), “City Walk” (adjacent to Universal Studios), and the “Downtown LA Art’s District” in Los
Angeles, “The Funk Zone” in Santa Barbara, “Victoria
Gardens” in Rancho Cucamonga, “Downtown Disney” and
Angel Stadium/”Platinum Triangle” in Anaheim, and
“Downtown Brea” in Brea.

These “places” required a substantial amount of effort to create and promote and have been very successful in
attracting visitors. The positive experiences those visitors have generally result in a positive mental “leverage” of those visitors to the surrounding greater community
where those “places” are located.

Demographics. The “Millennials” and “Gen Z” age
demographics are increasingly driving the consumer
economy, in regards to their spending choices. In general, the Millennials and Gen Z demographic are spending less on products and more on experiences and socializing.

Therefore, travel, restaurants, and entertainment will
continue to grow in importance. Further, these
demographics seem to place a higher value on authentic
and interesting places as preferred choices in where to socialize and patronize. Thus, the emerging popularity of arts districts and authentic downtown locations.

The recent efforts that Covina has made in the downtown district, as well as the adjoining (and complimentary)
emerging F.A.I.R. District (Covina’s art district), is fulfilling the vision of organic and authentic “placemaking” that
attracts the increasingly important Millennials and Gen Z age demographic (and their spending power). Ongoing
success in this regard will also leverage additional business investment into the downtown Covina district (and the
F.A.I.R. District).

The Role of the “FRIC! & FRAC!” Micro-Transit Pilot
Program Concept. The micro-transit pilot program
concept is envisioned to address several objectives:
✓ Efficient, Scalable, and Eco-Friendly Public
Transportation. The proposed 6-passenger BEV golf cart
vehicle platform is identified as the most cost-effective, scalable, and eco-friendly public transportation concept when compared to other typically utilized passenger
shuttle van concepts.
✓ Highly visible, Whimsical, Fun, and Unique Vehicle
Choice. As discussed in the Economic Development
portion of this report, creating “Placemaking” is typically a development of the physical environment within a
designated district. It is also important that non-static features of the downtown can also dramatically support
the “Placemaking” idea by adding to the visual
atmosphere of the Covina downtown (and F.A.I.R.

District). The proposed 6-passenger BEV golf cart would include “cartoon-style” identification graphics to further present a whimsical, fun, and visually flamboyant transit platform. Thus, further adding and reinforcing the
concept of downtown Covina as a desirable destination
with fun and vibrant attractions.

The Covina Town Center Specific Plan is roughly .3 square miles in area and covers Covina's Historic Downtown and neighboring mixed-use, and transit-oriented communities. It is the perfect place to have a Micro Transit Pilot Program that could
eventually expand coverage to other areas of Covina. The pilot program is envisioned to be an additional option for
visitors and residents to travel within the Downtown that is environmentally conscious, friendly to users of all abilities, and provides a new, exciting way to visit, discover, and stick around downtown.

The City Envisions:
at set locations with minimal wait times
A new way to discover Downtown Covina
A fixed-stop service connecting several points in the
downtown can have a multiplier effect, attracting more
visitors downtown, and expanding local knowledge of what is considered the downtown in the City of Covina. Historically, Covina's Downtown has been characterized by the historic core spanning Citrus Avenue between Badillo Street and San Bernardino Road. The program would add a new, fun, and
interesting layer to the downtown's urban fabric, making direct connections from the interior core of the downtown to the Covina Metrolink Station and other areas within the downtown that are shifting to fit the needs of the growing community.

Covina is located in the San Gabriel Valley, approximately 20 miles east of Los Angeles. The City is known for its historical citrus industry beginning in the early 1900s and is characterized by a suburban landscape, with one of the only authentic downtowns in the region. Much of Covina's landscape has changed in recent years with new development on the rise. Recent State legislation calls for decreased or eliminate parking requirements entirely, and an increase in housing, with an emphasis on transportation-oriented housing. The City's downtown and surrounding areas have seen a boom in activity and new business storefronts opening in recent years.

Culturally, more residents are interested in living in walkable communities. The Micro Transit Vision Micro Transit refers to a type of transit service that operates on a small scale, and in our case, to help users get to locations that fall somewhere between walking and typical driving or bus distance. Some of the benefits of micro transit programs are to connect users to their destinations that are not normally served by other common public transportation modes, such as rail and bus lines. A micro transit solution servicing Covina's downtown can fill a transportation gap between bus and rail in the downtown, and also provide an experience for users visiting the downtown, adding to the character, scene, and local sense of place.
