Title: Third Amendment to Professional Services Agreement with MIG, Inc for On Call Planning Consulting Services
Presented by: Brian K. Lee, AICP, Director of Community Development Recommendation: Approve a third amendment to Professional Services Agreement with MIG, Inc. for on call planning consulting services.
EXECUTIVE SUMMARY/DISCUSSION:
On December 21, 2021, the City Council approved a Professional Services Agreement (Agreement) with Moore Icofanio Goltsman, Inc, (MIG, Inc.) to conduct on-call planning consulting services. The approved Agreement includes a not-to-exceed amount of $150,000 and two optional one-year extension periods (through December 31, 2024). The proposed third amendment would increase the contract amount by $125,000 for a total maximum compensation amount not to exceed $275,000, update the approved fee schedule for estimated on-call planning services, and extend the term of the agreement for one-year through December 31, 2025. MIG, Inc., provides support to the Planning Division on assigned complex development projects on a case-by-case basis. Services have temporarily increased beginning March 2024 as additional support was needed due to two (2) vacancies in the Planning Division.
FISCAL IMPACT:
Compensation for MIG, Inc. planning consulting services is included in the Fiscal Year 2024-2025 Operating Budget. In Fiscal Year 2023-2024, Full-Time staff savings from the two Planning Division vacancies were transferred to Planning Consulting to help offset the staffing shortage in the Division. In addition to the specialized services, compensation may be offset through work assigned to Development projects of which a development agreement or deposit is created for actual services rendered.

Title: Traffic Signal Upgrade Project – Citrus Avenue and Puente Street – Project No. T2502 – Award of Contract to California Professional Engineering, Inc. in the Amount of $162,000 Presented by: Rafael M. Fajardo, Interim Public Works Director/City Engineer Recommendation: 1. Approve plans and specifications for the Traffic Signal Upgrade Project – Citrus Avenue and Puente Street – Project No. T2502;
2. Award a contract for the Traffic Signal Upgrade Project – Citrus Avenue and Puente Street – Project No. T2502 to California Professional Engineering, Inc. as the lowest responsive bidder in an amount of $162,000 and authorize the City Manager to execute the contract; and
3. Authorize a project contingency amount of $16,200 (10%) for any unforeseen construction expenses.
EXECUTIVE SUMMARY/BACKGROUND:
As part of the City’s Fiscal Year 2024-2025 Capital Improvement Program, the City Council approved the Traffic Signal Upgrade Project - Citrus Avenue and Puente Street, which consists of the installation of a new traffic signal at the northwest corner of Citrus Avenue and Puente Street.
Following an informal bid process, City staff determined that the lowest responsive and responsible bidder for the project is California Professional Engineering, Inc. As such, it is recommended that a contract be awarded for the Traffic Signal Upgrade Project – Citrus Avenue and Puente Street to California Professional Engineering, Inc. as the lowest responsive and responsible bidder in the amount of $162,000 and authorize the City Manager to execute the contract.
DISCUSSION:
The Department of Public Works requested informal proposals from three qualified companies to complete the traffic signal upgrade project and received the following response:
Rank Bidder Location Total Base Bid
Amount
1 California Professional Engineering, Inc. La Puente, CA $162,000 2 PTM General Engineering Services, Inc. Riverside, CA No Response 3 Bear Electric, Inc. Anaheim, CA No Response
City staff reviewed all bid documents for compliance and evaluated the contractor’s professional background and recently completed projects for competency. As a result, City staff recommends an award of contract to the lowest bidder, California Professional Engineering, Inc., given that this firm has completed a significant number of capital improvement projects for several public agencies in Southern California including Covina.
FISCAL IMPACT:
