EXHIBIT A, AND MAKING A FINDING OF EXEMPTION PURSUANT TO CEQA GUIDELINES SECTION 15061(b)(3)
WHEREAS, the City is responsible for adopting and implementing land use regulations within its boundaries; and
WHEREAS, Government Code Section 65860 mandates all cities, including Covina, ensure that zoning districts are consistent with their land use designations; and WHEREAS, the City has identified properties within the RD 2000 through RD 3000 and RD 3400 through RD 5000 zoning designations that have zoning densities inconsistent with range of the applicable General Plan Residential land use designations; and
WHEREAS, the City therefore must amend the zoning designations to so it is consistent with the General Plan; and
WHEREAS, the proposed Zone Change is consistent with the General Plan and Housing Element. None of the zoning amendments result in a reduction of residential density for any parcel are identified in the housing element as necessary to fulfill the City’s RHNA allocation. Thus, the sites identified in the housing element remain adequate to accommodate the City’s share of RHNA; and
WHEREAS, the Zone Change will not otherwise affect the current use of the affected properties, and no specific development project is connected with the proposed Zone Change; and
WHEREAS, CMC Chapter 17.80 provides the procedures and proceedings for any amendment to the text of Title 17 (Zoning) of the CMC and the Zone Change to the Official Zoning Map of City of Covina; and
WHEREAS, Government Code Section 65854 provides that the Planning Commission hold a hearing on proposed zone change and Section 65855 requires that at the hearing, the Planning Commission render its decision in the form of a written recommendation to the City Council, and transmit the recommendation in such form and manner as specified by the City Council; and

Ordinance 26-02 Page 2 of 4
WHEREAS, CMC Section 17.80.050 further provides that any recommendation by the Planning Commission for an amendment shall require an affirmative vote of not less than two-thirds of the total voting members after at least one public hearing and must be filed with the City Council, together with a report of findings, hearings, and other supporting data, within thirty (30) days after the conclusion of the public hearing; and WHEREAS, on January 13, 2025, the Planning Commission conducted a duly noticed public hearing and considered the proposed Zone Change (ZCH) 25-3. After receiving oral and written evidence, and public input, the Planning Commission concluded said hearing, and by a 5-0 vote, adopted Resolution No. 2025-025 PC recommending to the City Council the approval of the Zone Change (ZCH) 25-3; and WHEREAS, on March 17, 2026, the City Council of the City of Covina held a duly noticed public hearing as prescribed by law to consider the proposed Zone Change (ZCH) 25-3 and any comments received prior to or at the public hearing, at which time staff presented its report, and interested persons had an opportunity to and did testify either in support or in opposition to proposed Zone Change (ZCH) 25-3. Following consideration of the entire record of information received at the public hearing and due consideration of the proposed Zone Change (ZCH) 25-3, the City Council closed the public hearing on that same date; and
WHEREAS, all legal prerequisites prior to adoption of this Ordinance have occurred.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COVINA, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:

SECTION 1. The foregoing recitals are true and correct and are incorporated herein and made an operative part of this Ordinance.

SECTION 2. California Environmental Quality Act Findings. The City Council hereby finds that the proposed Zone Change (ZCH) is exempt from CEQA because it can be seen with certainty that there is no possibility that the proposed Zone Change from the existing RD Residential Zone (Multifamily – RD 2000 through RD 3000) to High Density Residential (HDR) and RD Residential Zone (Multifamily – RD 3400 through RD 5000) to Medium Density Residential (MDR) for 2558 parcels throughout the City will have a significant adverse effect on the environment. The City Council further finds that the Zone Change implements Government Code Section 65860 to align the zoning with their applicable General Plan land use designation, that it would not approve any development project or cause other physical change to the environment, that it would not increase the development potential beyond already applicable General Plan limits, nor change the allowable land uses or development intensities as authorized under the existing General Plan. Therefore, the City Council determines that the adoption of this Zone Change is exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) of the CEQA Guidelines. The City Council has reviewed the administrative record concerning the proposed ZCH 25-3 and the proposed CEQA determination, and based on its own independent judgement, approve the CEQA exemption.

SECTION 1. Recitals. The foregoing recitals are true and correct and are incorporated herein and made an operative part of this Ordinance.

SECTION 2. Findings for Approval of Zoning Code Amendment (ZCA)26-1.

Based on the evidence in the record, City Council of the City of Covina find that the proposed Zoning Code Amendment (ZCA) 26-1 is in compliance with State law and is consistent with the following General Plan Objectives, in that it is consistent with the Program/Implementation Measures No. B.11.a of the Land Use Element of the City of Covina General Plan because the proposed Zoning Code Amendment (ZCA) 26-1 will simplify the joint use and shared parking regulations to address current development trends, and allow the City to create a more efficient, reasonable, and business friendly atmosphere.

SECTION 3. California Environmental Quality Act Findings. Community Development Department staff determined that the proposed Zoning Code Amendment would not result in, or have a potential for resulting in, either a direct or indirect physical change in the environment, or a reasonably foreseeable indirect physical change in the environment and, accordingly, is exempt from the California Environmental Quality Act (“CEQA”) (Cal. Pub. Resources Code, Section 21000 et. seq.) pursuant to the CEQA Guidelines (Cal. Code Regs., tit. 14, Section 15000 et. seq.) Section 15061 (b) (3). The proposed Zoning Code Amendment is an administration of the Zoning Code by simplifying the joint use and shared parking regulations, and it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment. The City Council has reviewed the administrative record concerning the proposed ZCA 26-1 and the proposed CEQA determination, and based on its own independent judgement, finds that ZCA 26-41 set forth in Ordinance 26-02 is not subject

AGENDA ITEM REPORT
ITEM NO. CC 5
Meeting: April 7, 2026
Title: Stop Sign Warrant Analysis – Prospero Drive and Italia Street Presented by: Rafael M. Fajardo, Director of Public Works/City Engineer Recommendation: Approval of the Traffic & Mobility Advisory Commission’s recommendation to the City Council for the installation of stop signs on all three approaches at the intersection of Prospero Drive and Italia Street.

EXECUTIVE SUMMARY:

Following a resident request and review/approval by the City’s Traffic & Mobility Advisory Commission, the City Council will consider the installation of Multi-Way Stop controls at the intersection of Prospero Drive and Italia Street. The proposed installation will alleviate existing sight visibility constraints at the intersection and is supported following a review of the location using the California Manual for Uniform Traffic Control Devices (“CA MUTCD”) installation criteria. Based on these factors, it is recommended that the City Council consider authorizing the installation of multi-way stop controls at this location.

Intersection at Prospero Drive/Italia Street

Page 37 of 80 ends

DISCUSSION:

Existing Conditions and Commission Review
Prospero Drive is generally a north-south, 36-foot wide roadway classified as a local residential street.

It has one travel lane in each direction. It is fully improved with curb & gutter and sidewalk along both sides of the roadway. The prima facie speed limit is 25 MPH.

Italia Street is generally an east-west, 36-foot wide roadway classified as a local residential street. It has one travel lane in each direction. It is fully improved with curb & gutter and sidewalk along both sides of the roadway. The prima facie speed limit is 25 MPH.

The intersection of Prospero Drive and Italia Street is a three-way “T” intersection. None of the approaches have stop-controlled signage or striping. There is an existing east-west painted crosswalk on the south leg of the intersection.

This item was presented to the Traffic & Mobility Advisory Commission at a Special Meeting held on October 28, 2025. At that meeting, the Traffic & Mobility Advisory Commission voted unanimously to recommend that the City Council complete the installation of stop signs at the intersection of Prospero Drive and Italia Street.

CAMUTCD Installation Criteria and Review
The City of Covina is mandated by Section 21400 of the California Vehicle Code to install traffic control devices, such as stop signs and traffic signals, in accordance to the adopted 2014 CA MUTCD. CA MUTCD Section 2B.07, Multi-Way Stop Applications, stipulates guidelines which must be used in determining whether multi-way stop control is justified at a particular location. The CMUTCD states that multi-way stop control can be useful as a safety measure at intersections if certain traffic conditions exist. Safety concerns associated with multi-way stops include pedestrians, bicyclists, and all road users expecting other road users to stop.

The investigation of the need for a multi-way stop controls shall include an analysis of factors related to the existing operation and safety at the study intersection and the potential to improve these conditions, and the applicable factors contained in the following traffic signal warrants:

A. Five or more reported crashes in a 12-month period that are susceptible to correction by a multi-way stop installation.

B. Minimum Volumes:

1. The vehicular volume entering the intersection from the major street approaches (total of both approaches) averages at least 300 vehicles per hour for any 8 hours of an average day; and

2. The combined vehicular, pedestrian, and bicycle volume entering the intersection from the minor street approach averages at least 200 units per hour for the same 8 hours.

A review of the collision history developed from the traffic collision reports obtained from the Covina Police Department for the five-year period through September 1, 2025, revealed that there were no reported collisions at the subject intersection.

City staff obtained 24-hour volume counts for vehicles as well; however, pedestrians and bicycles for the subject intersection were not counted as the criteria for C2 of Section 2B.07 would not have been met.

Page 38 of 80 ends

Section 2B.07 also lists optional criteria that may be considered in the Warrant Analysis:

A. The need to control left-turn conflicts;
B. The need to control vehicle/pedestrian conflicts in locations with high pedestrian volumes; C. Locations where a road user, after stopping, cannot see conflicting traffic and is not able to negotiate the intersection unless conflicting cross traffic is also required to stop; and D. An intersection of two residential neighborhood collector (through) streets of similar design and operating characteristics where multi-way stop control would improve traffic operational characteristics of the intersection.

Based on a prima facie speed limit of 25 MPH, this intersection requires a minimum stopping sight distance of 155 feet. The sight distance for a road user on Prospero Drive in the northerly direction is estimated to be 130 feet. The sight distance for a road user on Prospero Drive in the southerly direction is estimated to be 165 feet. Based on criteria conveyed in Section 2B.07.C and 2B.07.D and to improve public safety in and around the aforementioned intersection, City staff recommends installation of the stop signs as a road user may not see conflicting traffic or be able to negotiate the intersection without cross traffic coming to a complete stop, and a multi-way stop control should improve traffic operational characteristics of the intersection for all vehicles, pedestrians and bicyclists.

N/B Prospero Drive at Italia Street S/B Prospero Drive at Italia Street

FISCAL IMPACT:

The cost for installation of the Multi-Way Stop Signs on all three approaches at the intersection of Prospero Drive and Italia Street is approximately $1,000. There is sufficient funding for this expense in the Traffic Calming Improvements Project (Account No. 2410-2200-55310-T2602).

CEQA (CALIFORNIA ENVIRONMENTAL QUALITY ACT):

This project has been determined to be categorically exempt under CEQA in accordance with Title 14, Chapter 3, Class 1, Sections 15301 and 15302. This exemption includes the minor alteration of existing public facilities involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. The project involves negligible or no expansion of an existing use.

AGENDA ITEM REPORT
ITEM NO. CC 6
Meeting: April 7, 2026
Title: Award of Contract to Titans Roofing Corporation for City Hall Roof Repair Project in the Amount of $41,219
Presented by: Rafael M. Fajardo, Director of Public Works/City Engineer Recommendation: 1. Approve award of contract to Titans Roofing Corporation for the City Hall Roof Repair Project in the amount of $41,219 and authorize the City Manager to execute the contract; and

2. Authorize a contingency amount of $4,000 (approximately 10% of construction costs) for any unforeseen circumstances.

EXECUTIVE SUMMARY/BACKGROUND:

Over the past several years, the roof at City Hall has required routine repairs for leaks and other damage as a result of aging and deterioration. Periodic maintenance has helped preserve the integrity of the structure and prevent additional damage while also safeguarding against severe weather. As a result of the most recent heavy rainstorms, new roof leaks were detected along existing coping and drainage areas. The area in most need of repair is located along the eastern wing of City Hall where office spaces, including furniture and carpets, are susceptible to water damage if not remedied. Thus, City staff recommends an award of contract to Titans Roofing Corporation in the amount of $41,219 for seal drain repair and replacement of metal coping outlining the eastern wing of City Hall’s roof structure.

DISCUSSION:

Pursuant to informal bidding procedures, City staff solicited qualified contractors to perform the specified scope of work. Due to an increased demand for roofing contractors, subsequent to recent heavy rainstorms, rendering them unavailable, City staff received only two (2) bid responses for the proposed City Hall repair project:

Rank Vendor Location Amount
1 Titans Roofing Corporation Chino, CA $41,219.00
2 ADCO Roofing/Water Proofing. North Hollywood, CA $43,550.00 3 Stone Roofing Azusa, CA No Response
City staff reviewed all proposal documents as well as the contractor’s background and recent projects for competence and determined Titans Roofing Corporation to be the lowest responsive and responsible bidder (Attachment A). As such, it is recommended that a Minor Construction and Maintenance Service Agreement (Attachment B) for the City Hall Roof Repair Project be awarded to Titans Roofing Corporation as the lowest responsive and responsible bidder in the amount of $41,219.

FISCAL IMPACT:

Sufficient funding is available in the Public Works Department Operational Budget, Building Maintenance Budget (Account No. 70206100-52400), approved as part of the Fiscal Year 2025-2026 Citywide Budget at City Council on May 6, 2025.

Page 41 of 80 ends

CEQA (CALIFORNIA ENVIRONMENTAL QUALITY ACT):

This project has been determined to be categorically exempt under CEQA in accordance with Title 14, Chapter 3, Class 1, Sections 15301 and 15302. This exemption includes the minor alteration of existing public facilities involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. The project involves negligible or no expansion of an existing use.

AGENDA ITEM REPORT
ITEM NO. CC 7
Meeting: April 7, 2026
Title: Miscellaneous Facilities Painting Project – Final Acceptance and Filing Notice of Completion
Presented by: Rafael M. Fajardo, Director of Public Works/City Engineer Recommendation: 1. Accept the work performed by Sky JTC Corporation; and

2. Authorize the City Clerk to file a Notice of Completion for the Miscellaneous Facilities Painting Project.

EXECUTIVE SUMMARY/BACKGROUND:

On October 21, 2025, the City Council approved a contract with Sky JTC Corporation (dba Sky Painting) in the amount of $53,371.80 with a project scope that included exterior painting of six (6) city-owned locations at Hollenbeck Park, Covina Park and the Public Works Corporate Yard. The targeted facilities had not been rehabilitated for decades and as such, the façades were degrading, blighted with loose stucco, open cracks, patch damage and rust. The painting services, which included pressure washing and sanding to remove debris prior to painting, contribute to the City’s goal of further enhancing public facilities utilized by the community and City staff.

DISCUSSION:

The following locations were included in the Miscellaneous Facilities Painting Project:

1. Hollenbeck Park
 Parks & Recreation Main Offices
 Baseball Field Bleachers and Associated Structures

2. Public Works Corporate Yard
 Equipment Wash Station
 Mechanic Shop

3. Covina Park
 Teen Center
 Park Maintenance Offices and Associated Structures
During the painting process at Covina Park and Hollenbeck Park, additional amenities in need of rehabilitation due to their deteriorating condition were identified and additional painting was required.

As such, a change order in the amount of $5,000 was approved for (1) the painting of window trim and planters at Covina Park, and (2) painting of exterior sections pertaining to Parks & Recreation Main Offices at Hollenbeck Park. These unforeseen circumstances were offset by the approved contingency amount of $5,000, approved at time of contract award.

FISCAL IMPACT:

Funding for this project was available in the Public Works Department Operational Budget, Building Maintenance Fund (Account No. 70206100-52400), approved as part of the Fiscal Year 2025-2026 Citywide Budget at City Council on May 6, 2025.

The project summary is as follows:

AGENDA ITEM REPORT
ITEM NO. CC 8
Meeting: April 7, 2026
Title: 2025 Annual Housing Element Progress Report
Presented by: Brian K. Lee, AICP, Deputy City Manager/Director of Community Development Recommendation: Receive and file.

EXECUTIVE SUMMARY:

State law requires each city to prepare and file Annual Progress Reports (APRs) with the California Department of Housing and Community Development (HCD) describing housing production and the status of Housing Element program implementation. APRs must be prepared using the format established by HCD. Attached for City Council information is the Housing Element APR for calendar year 2025 (Attachment A).

FISCAL IMPACT:

Preparation of APRs is required by State law but no State funding is provided; therefore, it is an unfunded mandate. The City collects a fee on building permits to defray the cost of maintaining the General Plan, which includes preparation of APRs.

CEQA (CALIFORNIA ENVIRONMENTAL QUALITY ACT):

Preparation of the APR is not a project subject to CEQA (Cal. Pub. Resources Code, § 21000 et seq.).

The proposed amendments include the appropriation of approximately $41,097 in grant/special revenue funds for professional services, the procurement of equipment and parks/facilities capital improvements.
