• Technical questions from the Council
• Receive public comment
• Further Council discussion
• Approve and adopt Resolution No. 2022-01, A RESOLUTION OF THE CITY

COUNCIL OF THE CITY OF CRESCENT CITY AUTHORIZING THE USE OF REMOTE TELECONFERENCING (AB 361)
City Attorney Rice reported to the Council that what is being presented tonight is the option to go back to virtual meetings. There has been a separate resolution that will also apply City-wide in addition to any agency where the City has a seat on. City Manager Wier stated that there is a current rise in cases in Del Norte County, we have had difficulty in the last few months having a full Council due to close contacts and the need to quarantine. Dr. Stutz stated we are up to 100 cases currently in Del Norte County, most of the cases out there are omicron and the speed of which it is transmitted is a lot faster. We will have a large spike in cases which will rapidly drop, not cause a lot of hospitalizations and will not overwhelm our hospital, however, it will increase people missing work. It is prudent to take as many precautions that you can reasonably take, but this outcome will be much better than our last outbreak. City Manager Wier asked if our local hospital has seen an influx of patients? Dr. Stutz stated that there are a lot of upper respiratory cases in the ER, but not resulting in hospitalizations. City Manager Wier stated that if this resolution is adopted, it would only be good for 30 days and if not reconsidered afterwards, we 1| Page

would go ahead and meet in person as well. Mayor Pro Tem Wright asked if we will be missing Council Members for the next meeting; City Manager Wier stated that is an unknown at this time.

Council Member Inscore stated that he will be unable to attend the next Council meeting. Our biggest responsibility to take care of one another and take care of business. This is precautionary and the public will still be able to participate.

Thomas Barnes: asked for the option for Zoom for Council Members in case they are unable to attend. Wants all mandates to be discontinued. Mayor Pro Tem Wright stated that there are no mandates currently and that the discussion tonight is not a mandate.

Linda Sutter: feels that this is another way for the Council to not conduct City business.

Council Member Inscore stated that this is something that is a good tool to use; Mayor Pro Tem Wright is not in support of going back to virtual meetings. City Attorney Rice stated that if we adopt this resolution, we will be able to continue to conduct the people's business when a Council Member may not be able to make an in-person meeting.

On a motion by Council Member Inscore, seconded by Council Member Altman, and carried on a 3-0 polled vote with Council Member Smith and Mayor Greenough being absent, the City Council of the City of Crescent City approved and adopted Resolution No. 2022-01, A

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CRESCENT CITY AUTHORIZING THE USE OF REMOTE TELECONFERENCING (AB 361) adding paragraph four which states the City Council also authorizes City staff to take all actions necessary to conduct meetings of all City boards, commissions and committees in accordance with Government Code section 54953(e) and all other applicable provisions of the Brown Act, using teleconferencing for a period of thirty (30) days from the adoption of this Resolution, after which the City Council will reconsider the circumstances of the state of emergency. This provision expressly applies to (but is not limited to) the Planning Commission, the Successor Agency to the Crescent City Redevelopment Agency, the Oversight Board of the Successor Agency, the Crescent City Housing Authority, the Measure S Oversight Committee, and all standing committees of the City Council.
