LEAD AGENCY FOR WHICH THE CITY IS ELIGIBLE
DNSWMA Director Ward reported to the Council that this particular Senate Bill is to focus on food rescue. This is a comprehensive program that is far beyond the "Reuse, Reduce, Recycle" . The Del Norte Solid Waste Management Authority (DNSWMA) proposes to seek a CalRecycle SB 1383 Technical Assistance Grant that will be utilized to for planning, compliance, and education and outreach efforts. Each City and County can apply for a specific, allotted amount of grant funds. DNSWMA proposes to apply on behalf of both the City and the County and administer the grant. One condition of DNSWMA receiving the City allocation for the grant will be that the City adopt an SB 1383 compliant ordinance by April 1, 2022. It is also anticipated that a County-City- DNSWMA MOU will be proposed in the near future to provide a coherent, coordinated county- wide effort toward compliance with SB 1383. Council Member Altman asked what would code entorcement look like for this program; Director Ward explained that at this time, that part is being worked, however the enforcement agency is the Del Norte County Department of Environmental Health. Council Member Smith asked about the business owners, such as Safeway, what financial impact they would have? Director Ward said that is unknown at this time, it is still in the planning stages. COUNCIL OF THE CITY OF CRESCENT CITY AUTHORIZING THE USE OF REMOTE TELECONFERENCING (AB 361)
City Manager Wier reported to the Council that this is before the Council again as the 30 days will end soon for the last resolution for virtual meetings. Case counts continue to rise, just today there were 127 new cases. There has not been a rise in hospitalization, there are presently only 5 in the hospital with 3 in the ICU. Del Norte County Public Health has changed the quarantine and isolation standards are now on par with the CDC and the State. City Manager Wier stated that having virtual meetings will allow for a better opportunity to have a full Council present for the meetings. City Attorney Rice stated that this resolution will take us through both meetings in February. Mayor Greenough stated he was hoping to hear from Dr. Stutz in regards to the current surge and how Del Norte is fairing. City Manager Wier stated that Dr.
Stutz was unable to attend tonight's meeting as he is working in the ER tonight. He is expecting that the hospital will have the capacity to deal with the COVID surge. They are busy as this is the typical season for illness. Council Member Smith asked if we are the only ones meeting virtually? City Manager Wier stated that the Del Norte County Board of Supervisors are meeting in person, however, there are several agencies meeting virtually. Council Member Inscore stated that in a perfect world, we should be in the Flynn Center, however, since this weekend we had 127 cases, he is fine for continuing virtually; and asked City Attorney Rice that if things change, could this be agendized to change the resolution? City Attorney Rice stated that yes, it could be agendized to be rescinded. Council Member Smith stated he's in favor for having a special meeting to discuss it further; feels that if we continue on this path, we'll never meet in person again. Mayor Greenough agreed with Council Member Smith to have a special meeting; Council Member Altman disagreed with having a meeting to discuss having a meeting and was in favor of approving moving to a temporary virtual environment. Mayor Pro Tem Wright stated that it would be hard for him to make in person meetings because he has families that could keep him out of the public setting and agreed with meeting virtually.
On a motion by Council Member Inscore, seconded by Council Member Altman, and carried on a 4-1 polled vote with Council Member Smith voting no, the City Council of the City of Crescent City approved and adopted Resolution No. 2022-10, A RESOLUTION OF THE CITY COUNCIL

hopeful that selling these firearms would have been an option and was glad to see that it was.
Mayor Greenough stated that he was glad to hear that any firearm that was used for an assault or murder would not be sold which made him feel better about it. Chief Griffin stated that a large portion of these guns are not associated with a crime; a good amount are guns left in hotel rooms or stolen and the owner cannot be located. Sales would only be through a licensed Federal Firearms Dealer and will not be a private gun sale to individuals. The Council discussed their desire that the funds be used towards the Explorer Post program.
On a motion by Council Member Smith, seconded by Mayor Pro Tem Wright, and carried on a 5- O polled vote, the City Council of the City of Crescent City directed City staff to sell the guns that were appropriate to sell to a licensed dealer with the revenue to be directed to the Explorer Post Program.

Direct staff to submit a pre-proposal for the State Coastal Conservancy's Coastal Stories Grant Program
Grants Coordinator Lacey reported to the Council about the grant that will help tell the story of the Tolowa people. The City of Crescent City is located on the ancestral lands of the Tolowa people and is rich with history, however, the story of the Tolowa people remains relatively unknown. City staff has identified this funding source as a great opportunity to tell some of the untold Tolowa stories at key locations along the Crescent City coast. With this funding, the City could expand the storytelling elements of the Tolowa Cultural Interpretive Area with Indigenous Plantings in the Beachfront Park and install new storytelling elements at other relevant sites such as Battery Point or Brother Jonathan Park. City staff has been in communication with Tolowa representatives and has determined that there are a total of ten unique stories that could be told throughout the designated area. The vision for presenting these stories would be to create ten 5-7-minute high- quality video clips linked to scannable QR codes. The funding sources: $1.3million from the Statewide Parks Program, the per capital grant: $177,952; The California Endowment Cultural Diversity grant for $30k and the Coastal Stories Grant Program will provide $200k. City Manager Wier said that this is building on past awards, this application will be an enhancement and the former grants will assist with this application. City Manager Wier asked where the ten videos came from for the Tolowa Nation; Coordinator Lacey stated that the Tolowa Dee Ni Nation agreed that 10 stories would be appropriate for this project. City Manager Wier stated that the 10 videos can be built onto such as a Sister City story, etc. throughout the Park. Council Member Smith addressed the importance of marketing this piece; Council Member Inscore agreed stating it would be something incorporated in the Visitors' Bureau. Mayor Greenough asked about the website and how to place something that will point visitors and residents to these key locations.
Council Member Inscore stated that this will be a part of the City's marketing plan through the Visitor's Bureau as well. Mayor Pro Tem Wright asked about the placement of the kiosks; Coordinator Lacey stated that the Tolowa Dee Ni Nation would be consulted so they can place the kiosks where they want them.
On a motion by Council Member Inscore, seconded by Council Member Smith and carried unanimously on a 5-0 polled vote, the City Council of the City of Crescent City directed staff to submit a pre-proposal for the State Coastal Conservancy's Coastal Stories Grant Program Loren Bommelyn: this is a great fit for the story telling program and is works alongside what the Historical Society is presently doing as well. Would like to be a help to the City in this project. 5 | Page
