were had with the Crescent City Police Officers Association, and they were in strong support of this program. Police Chief Griffin explained how important it would be to offer this to a candidate as getting good applicants and staying competitive is really important. He further stated that it is very important to have a program like this to be competitive with other agencies, such as Humboldt and Arcata who are offering bonuses, and are close to the Academy. Chief Griffin explained that the pool of individuals who want to be police officers is dwindling. Every law enforcement agency is hiring, and this is a good part of the marketing plan for CCPD. City Attorney Rice explained that the Program would pay the $10,000 hiring bonus as follows: $5,000 upon official hiring; $2,500 upon FTO completion; and $2,500 upon probation completion. It would also offer $2,000 for relocation assistance for any new hire from out of the area. Chief Griffin stated to be eligible for the lateral hiring program, the applicant would need to have a current Basic POST Certificate and one year of sworn law enforcement experience. Mayor Pro Tem Wright asked how long FTO was; Chief Griffin stated it is normally 14 weeks; however if the officer comes from a POST approved FTO, it can be shortened. There is an orientation program that is available for 2 Page

applicants that are coming from other agencies and have experience. Mayor Pro Tem Wright asked about that perhaps the bonus should be done 2,500/2,500/5,000; Chief Griffin stated that he was modeling what CCPD would do after what Humboldt is doing. Council Member Smith asked about the $2,000 moving cost and that its going to cost more to move someone to the area.
City Attorney Rice stated that it can definitely help with renting a U-Hal - it's not covering all of the moving expenses but will offer some help. Council Member Smith stated that since the expenses lately are more expensive; $2,000 won't get first and last month rent. Council Member Inscore stated he didn't have an issue with raising it a bit. If it was a position for a lieutenant or sergeant that could be a piece to negotiate. Agrees with Council Member Smith that it should be a little higher. Mayor Greenough stated he is in favor as well for raising the relocation fee; suggested $3,000.
