how the Cultural Inclusion Project will take shape. The City will be asking for $11.5 million in RAISE grant funds, total cost for the project is $18million. In addition, the RAISE grant includes a retention requirement. The Department of Transportation will withhold 5% of the reimbursements for a period of three years after the project closes out. On a $11.5 million project, that means the City will be waiting for $575,000 to be reimbursed for three years after the project closeout.

If awarded, these funds will be used to transform the remaining portion of Front Street from an underutilized four-lane roadway to an attractive, two-lane roadway with pedestrian and bicycle improvements, cultural interpretive signage, off-street parking, local art, safe connections to recreation, and native landscaping. Council Member Smith asked if there was a concern with them holding 5%; City Manager Wier stated that it is a concern, however, there is no match required for this grant, the cash flow portion does create some concerns. Council Member Inscore stated the measure of the risk is not that it will happen, but that it is a possibility. This is a strategy and with Urban Futures assistance, we will be successful. Mayor Greenough spoke in support of the project realizing completion and that Elk Valley Rancheria has always been a good partner for the City. City Manager Wier stated that this project has been a great partnership with Elk Valley Rancheria, it is a competitive grant, however we received positive feedback from our last application, it was deemed highly recommended. There will be a cost benefit analysis consultant for this project, the City's portion will be $5k and will be from the Economic Development budget.

Council Member Altman said that his desire would have been for the Council to have approved borrowing money for the four projects, so the unallocated funds were available for grants.

Government Code Section 36518 requires that the City Clerk and the City Treasurer furnish official bonds to the City upon entering office. The Finance Director serves as the City Treasurer per Section 2.20.020(D). Government Code Section 1463 authorizes the City to purchase a government crime insurance policy or an employee dishonesty insurance olicy as an alternative to official bonds. The City's insurance policies provide greater coverag han do the official bonds in terms of policy limits and employees/officials covered and do not cos anything additional as the City will maintain its insurance policies guarding against employee crimes (theft, fraud, etc.) regardless.
