McNomee of Kennedy Jenks further reported on that presently the City does not produce recycled water, however they do have the capability of doing so. Currently, Rumiano Cheese Company uses recycled water, and she explained the reverse osmosis process they use. Additionally, they researched who could use the recycled water would be schools, cemeteries, churches, industrial users, Beachfront Park and Petersen Park. She gave some project alternatives that have been developed, recommended projects and construction costs. There could be a baseline truck fill station at WWTF, irrigation of Beachfront Park, irrigation of nearby schools and parks, irrigation of further schools and cemeteries, Rumiano effluent for irrigation of Petersen Park, and Rumiano Effluent for school yard irrigation. She went over the criteria used to determine what customers would be able to use the recycled water for irrigation. The two projects chosen were the irrigation of Beachfront and Petersen Park. The other projects were not selected because their irrigation needs were so low and wouldn't be economically feasible to do those projects. Ms. Itagaki reported to the Council what the funding options for these projects. These loans can be forgivable for disadvantaged communities and the State Water Resources Control Board has confirmed that the City would qualify this for a forgivable loan. She further detailed the steps for the implementation of the chosen project. It was further reported that if this project would be taken on, a rate study would need to be done, therefore may not be viable for Crescent City at this time.
City Manager Wier stated that this report was necessary to determine whether or not a recycled water system was feasible; at this time, it is not feasible and should be revisited in 10 years. This report will come back before the Council for adoption at a future meeting.
