10/3/22 COUNCIL MINUTES
• Direct City staff in conjunction with PlanWest Partners, Inc. to prepare two Highway Safety Improvement Program (HSIP) grant applications for Council consideration at a future meeting
Public Works Director Olson reported to the Council that an application has already been submitted for the Highway Safety Improvement Program grant. Pedestrian crossings are eligible for this grant since we do not meet the criteria for the roads as we do not have fatalities. The City would be eligible for $225k and the City's responsibility will be $25k. Director Olson showed the Council where the crosswalks will be in the city. Council Member Smith asked if the Front Street crosswalk align with the Front Street project; Director Olson stated that when doing a reconstruction, it wouldn't be a good grant application. Council Member Altman asked if any of the crosswalks had flashing beacons; Director Olson stated that was a misprint in the staff report.
City Manager Wier said that the flashing beacons are very expensive; Director Olson said that he strongly recommended that the flashing beacons not be placed as they are better placed in higher utilized streets. Director Olson stated that the only action needed tonight is to ratify the City Manager's signature on the HSIP grant application as directing City staff to work with PlanWest Partners had already been directed by the Council.
There were no comments from the public.
On a motion by Council Member Smith, seconded by Council Member Altman and carried on a 3-0 polled vote with Council Member Inscore and Mayor Greenough being absent, the City Council of the City of Crescent City ratified the City Manager's signature on the HSIP grant application.
10. Authorization to Request CRRSAA Funding from DNLTC

• Technical questions from the Council
• Receive public comment
• Further Council discussion
• Authorize the City Manager to request funding from the Del Norte Local Transportation Commission in the amount of $515,063 of the unallocated CRRSAA funding to use toward the next phase of the reconstruction of Front Street City Manager Wier went over in detail the need to get Front Street fully redone and funding it.
Presently half is done and he outlined what the construction of the next piece looked like. Front Street between G and L Streets is exhibiting foundational failure due to a buried seawall, abandoned underground infrastructure, other unsuitable foundational materials, and failing storm drains. Additionally, that section of Front Street is exhibiting severe surface damage indicative of foundational failure, fatigue failure, and tree root heaving. He went over how much each section is estimated to cost for construction and that CDBG funding is not available for the next phases of Front Street. This project is completely designed and shovel ready and will follow the original design intent of the 2012 Front Street Master Plan. Staff is requesting the Council to approve the City Manager to request the Del Norte Local Transportation Commission to allocate $515,063 of unallocated CRRSAA funding to the City to use toward the next phase of the reconstruction of Front Street. The total project cost will be $2.2 million with $515k from ARPA funds, $515k from Measure S funds, $770k from the general fund, and $400k from DNLTC funding (RSIP/pedestrian bike). Council Member Smith stated he wants to see shovels in the ground on Front Street as soon as possible. City Manager Wier stated that the supply chain issue caused a delay that now weather is affecting the project.
