REPORTS AND PRESENTATIONS
1. Update on Crescent City's Pavement Management Program and Current Condition Assessment by GRI
Public Works Director Olson spoke about the consultant chosen for the Pavement Management Program, Lindsay Hammon. Ms. Hammon gave a detailed report on the Program and how the work is being done. Rehabilitation is more expensive than preservation. There is 4.8 million square feet of pavement in the city limits and replacement of all of it would be $78million. She further went over the budget analysis and gave various scenarios for preservation. The decision for the Council to consider is to either do the best roads first or the worst first approach. City Manager Wier advised the Council that that a lot of the information she supplied will need to be thoughtfully considered. He went over his history with the City and his role as former Public Works Director. He stated that back then, there wasn't the funding. Now, with Measure S revenue, makes this project more attainable. Council Member Inscore stated there will need to be a hybrid strategy for this Program. City Manager Wier stated that at an upcoming workshop, these sort of strategies can be discussed

COUNCIL OF THE CITY OF CRESCENT CITY UPDATING THE POSITION
CONTROL
Council Member Smith recused himself from this item as he has mentioned in the past an interest in applying for the Career Fire Captain position and left the room.
City Manager Wier stated this is a culmination over the last several years and will make for a sustainable fire department. This item is for three full time career Fire Captains and will allow the public to receive the level of service that is needed. City Attorney Rice stated that most City employees are represented by Employee Associations. There is not a current bargaining group that the Fire Captains would naturally fit, therefore the resolution was drafted to cover that. After the captains are hired, it would be up to them to create an Association for representation. Fire Chief Carey outlined all of the work that was put into this staffing plan. We do not have a sustainable fire department with the increase in calls. He went over the recruitment schedule and that the position will be posted tomorrow. Conditional offers should go out mid-December. Chief Carey went over the proposed schedule for the Captains. Council Member Inscore asked how we make sure our volunteers are appreciated and feel valued. Chief Carey said keeping the captains involved in this whole process, as well as making sure the firefighters are fully trained and making sure that they aren't just responding to calls. Mayor Greenough said that none of this would be possible without Measure S revenue.
There were no comments from the public.
