COUNCIL OF THE CITY OF CRESCENT CITY AMENDING THE FISCAL YEAR 2022-23 BUDGET OF THE CITY OF CRESCENT CITY
Acting City Planning Director Bob Brown, of SHN, reported to the Council that this grant is for updating the City's Housing Element. The County received the funding to distribute amongst the municipalities working with the City on how to do so. Once the resolution is approved, the County can send it's agreement over to Housing Community Development who would then approve the contract and then the funds would be dispersed. He further stated that for the next item, instead of SHN, it should have read "the consultant". City Manager Wier clarified that SHN makes a perfect fit for these elements as they are also in charge of doing the City's Housing Element. He asked Director Brown that since the deadline is January 1, 2023, does SHN feel they will be able 2 | Page

to meet the deadline; Director Brown said that the January date is an internal guideline, the real deadline is August 15, 2023, the tasks would be done in a timely manner and will meet the deadline. Further stating that a public hearing for the Housing Element will be coming before the Planning Commission and Council in the near future. Mayor Greenough asked what was the time frame of the work for the Housing Element; Director Brown stated it will be on the next agenda and it is hopeful to get it out for a 30-day review starting next Monday the 14th. The draft will be open for public comment and it can take up to 60 days for a comment letter. He further explained the process of the General Plan Amendment for the Housing Element. Council Member Inscore asked if it would be more appropriate to discuss how to use this funding in regards to item 10 instead of discussing only receiving the funds; Director Brown answered in the affirmative. Council Member Smith spoke in support of Council Member Inscore's comment.

• Technical questions from the Council
• Receive public comment
• Further Council discussion
• Approve and authorize the City Manager to sign Task Order #4 with SHN Engineers & Geologists for REAP planning services
City Manager Wier reported to the Council that this item is for SHN to do the work described in the prior item. The cost of the contract with SHN will be $75k, the other part of the funding will be used to cover City staff time for various tasks associated with the project. Council Member Inscore asked that if within the scope of work it could be tailored in a more specific manner than a generalized overview. Would prefer something that would address the housing issue in a more immediate manner. Director Brown stated that there is a lot of flexibility on how these can be implemented. When the program list gets approved by HCD, that's what these funds can be implemented for, and the list is flexible. Council Member Inscore stated that he would like the City have ADUs to address the lack of affordable housing here. City Manager Wier explained that a lot of the funding options has not been before the Council yet. At the next Council meeting the PLHA, Permanent Local Housing Allocation will be up for discussion. and asked Director Brown to speak to it. Director Brown stated that a year ago, the City received pre-approved ADU designs.
He plans to get a cost estimate on how much it would cost to build them and then a rental amount so the City can get a big picture of what it would take to do it. There is already a draft ordinance, however the State keeps changing the ADU regulations and without a City ordinance on ADUs, the City is required to accept the State's requirements. Director Brown explained how the public will be made aware of this process and the projects in detail. City Manager Wier asked Director Brown expects this to come before the Council; Director Brown stated that the draft will come out next week and all of the programs will be outlined within. The State will just need to confirm that we have complied with the State housing law, it will then go before the Planning Commission and then the Council for public hearings. City Manager Wier asked how flexible the categories are and if the changes would be done during those meetings; Director Brown answered in the affirmative because there is still funding in the LEAP and SB2 funds that can be used for said flexibility.

City Manager Wier reported to the Council that the function of the Cultural Center will be changing to be a better used facility. Since the Cultural Center remains empty on a daily basis when there are no events, discussions were held with the Redwood National and State Parks, Redwood Parks Conservancy and the Chamber of Commerce for the idea that Redwood National and State Parks could use the space as thier visitors center. GreenWorks viewed the Cultural Center to see what the potential use could be. Having the visitors center in the Cultural Center would give one location for visitors to come and learn about our community. This particular agenda item is for the evaluation of the space to ensure that it can work for a visitors center. Redwood National State Parks Deputy Superintendent Erin Gates addressed the Council and spoke of the meetings that have been held to discuss this proposal. She stated that with their visitors center being across the street from the Crescent City Visitors Center, it is not as effective as it would be if they were together in the same building. Mayor Greenough spoke in support of the idea as it would increase efficiencies for visitors and residents; Council Member Smith spoke in support of the idea as well stating that the Visitors Center probably get a lot of questions about the Parks. Chamber of Commerce Executive Director Cindy Vosburg spoke to the questions and directions her staff give visitors. Having the Redwood National and State Parks in the same building is a good fit since they have extensive knowledge on our trails. Deputy Gates explained that the volunteer staff that are at the Crescent City Information Center which is in the bottom floor of the California State Parks office on 2nd Street and opened seven days a week. She further stated she would like to see some State and National Park uniformed employees work the Welcome Center during the summer.
