COUNCIL OF THE CITY OF CRESCENT CITY AUTHORIZING THE APPLICATION AND ADOPTION OF THE 2019-2023 PLHA PLAN FOR THE PERMANENT LOCAL
HOUSING ALLOCATION PROGRAM
Mayor Greenough opened the public hearing at 6:20 p.m.
Grants and Economic Development Coordinator Lacey reported to the Council on the application for the State Department of Housing and Community Development PLHA Program. She stated that the 2021-2022 funding has not been allocated. She further outlined the eligible activities for this program to include homelessness prevention. It is the Council's top priority to address the affordable housing rentals and is the focus within the proposed 5-year plan. The fiscal impact is that there are no matching funds required, it is a non-competitive grant. If the developer does not complete the project by the deadline, the funds will have to be returned to the State. The deadline for year one is not expected to be met, therefore staff will reevaluate a project that will be eligible for the funds use. Staff is recommending the Council authorize an application for up to $485,092 in PLHA funding, adopt the proposed PLA Plan, authorize the City Manager to sign and execute any further contracts or documents during the grant performance period and to acknowledge that the City will comply with all grant requirements. Council Member Inscore asked what is required of the City to do a plan, would it take an amendment; Coordinator Lacey stated that there will be another public hearing if amendments need to be done. Council Member Inscore asked about the loan being forgivable after ten years, what would the contractor need to do to obtain the forgivable loan; Coordinator Lacey explained that they would need to maintain that the units are specified for low to moderate income households, which is already required in the underwriting.
City Manager Wier asked for clarification that what the developer has to complete is to create two affordable housing units and maintain that for the 10-year period. Coordinator Lacey answered in the affirmative.

11/21/22 COUNCIL MINUTES
Greenough asked if there is any liability to the City; Coordinator Lacey stated the underwriter would cover that; City Attorney Rice stated that the City would be required to repay the loans if the project isn't completed, it is covered by underwriters. Council Member Altman asked if the only deadline we are concerned with is the year one deadline; Coordinator Lacey stated that because there is a concern that we won't be able to accomplish much in that year is the reason why it's a focus.
There were no comments from the public.
Mayor Greenough closed the public hearing at 6:39 p.m.
On a motion by Council Member Inscore, seconded by Mayor Pro Tem Wright, and carried unanimously on a 4-0 polled vote, the City Council of the City of Crescent City approved and adopted Resolution No. 2022-79, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CRESCENT CITY AUTHORIZING THE APPLICATION AND ADOPTION OF THE 2019-2023

The Inspections have shown that the Ranney collector is still in good shape and providing the appropriate amount of water. What is before the Council is to have redundancy and have a wel as a secondary source of water. City Manager Wier stated that if it is found to be feasible, there Will be one or two wells drilled on the property owned by the City that is upstream from the Chlorination Building. Council Member Inscore asked if this is on a cost recovery program as this is getting done, much like CDBG; City Manager Wier stated that once we incur the cost is when we can ask for reimbursement. Council Member Inscore asked if the City is in the position to finance this; City Manager Wier stated that yes, the City is with this project by itself. If it were along with another project, it would have to be reconsidered. Mayor Greenough asked how the City will ensure that the flows of the connected properties will not negatively be affected; City Manager Wier stated that is the first step in the process. Orrin Plocher of Freshwater Environmental stated that tests will be conducted that will check to see if the other wells are affected. City Manager Wier stated that this can be brought back to the Council to get a report from GHD. The Council was in agreement to have a report come before the Council on the impact on adjoining properties. Council Member Altman asked if this was exploratory or a 2-year project; City Manager Wier explained that this first step would be to drill to test for impacts. Council Member Altman stated his concern over construction costs and how they are rising quickly. City Manager Wier stated that there are contingencies written in, however, it is unknown if it is enough to cover the rising construction costs.
