RECOMMENDATION
• Hear staff report
• Technical questions from the Council
• Receive public comment
• Further Council discussion
• Approve and adopt Resolution No. 2022-87, A RESOLUTION OF THE CITY COUNCIL

OF THE CITY OF CRESCENT CITY AMENDING THE POSITION CONTROL SCHEDULE FOR FISCAL YEAR 2022-23.

BACKGROUND
On February 7, 2019 City staff presented a proposed re-organization to the City Council during an Organizational Strategies and Priorities Workshop. Part of the re-organization plan was to create a Recreation and Events Director, and on April 14, 2019, City Council adopted a resolution to add the position to the Position Control Schedule.

A Recreation Lead position was later developed and added to the Position Control Schedule to support the Recreation and Events Director position in facilitating events and recreational opportunities in Crescent City.

In October of 2021, Holly Wendt resigned from her position with the City as the Recreation and Events Director. Upon Director Wendt leaving, the City had an opportunity to evaluate the needs of the community and how the director position could be adapted to more effectively meet those needs.

The City Council indicated a desire for the City to be more directly involved with economic development in our community. City staff had help from consultants to develop an extensive and thoughtful Economic Development Strategic Action Plan (EDSAP), which was adopted by the Council on June 8, 2021.

In an effort to begin implementing the EDSAP, on November 8, 2021, City staff presented a proposed addition to the City re-organization to City Council during a Strategic Organizational workshop. The additional changes to the re-organization were to create an additional Relief Pool Supervisor position, an RV Park Supervisor position, a Grants and Economic Development Coordinator, and to re-classify the Recreation and Events Director to an Economic Development and Recreation Director. The City Council approved an updated Position Control on December 20, 2021, which included the new reclassification of the Economic Development and Recreation Director.

On April 19, 2022, the Economic Development and Recreation Director position was filled and the new Director began work implementing the goals and objectives of the newly formed department.

ANALYSIS
In understanding that there is a need for more work in economic development within the City, reclassifying the currently authorized Recreation Lead position (which is vacant) to an Economic Development and Recreation Assistant would better assist in the range of activities that take place within the department. Additionally, it has been apparent over the last several years that there is a need for City staff to work closely with the business community to work towards achieving a more prosperous and thriving downtown, increase and promote tourism in our community, and to coordinate resources available to local businesses and organizations through the City’s many partnerships.

The City has identified that Economic Development and Recreation are vital aspects of the growth and prosperity of the community and that in order to achieve the goals laid out in the EDSAP that the Economic Development and Recreation Department would need to build capacity over time.

Reclassifying the Recreation Lead position will be step towards increasing the output of the department and offering more services to the community.

The Economic Development and Recreation Assistant will be responsible for assisting the Economic Development and Recreation Director in implementing community events, workshops, meetings, and engaging with the local businesses as the department works to grow the downtown area and support other businesses throughout the City.

FISCAL IMPACT
In addition to the reclassification of the Recreation Lead position, there will also be an increase to the salary range. The current salary range is $31,720 - $38,480 if full-time, or $15.25 - $18.50 per hour. The proposed salary increase will be to $35,457 - $43,105 if full-time, or $17.05 – $20.72 per hour. This position is part-time as 0.48 FTE (or 999 hours per fiscal year). This is a budgeted position for fiscal year 2022-23, and because it has been unfilled for the first half of the year, there will not be any impact to the current total budget for this year. However, the position of Recreation Lead was budgeted within the Parks (50%) and Cultural Center (50%) departments, and the new position of Economic Development and Recreation Assistant will be allocated to the Economic Development (50%), Parks (25%), and Cultural Center (25%) department budgets. If approved a budget increase of approximately $2,500 will be included in the proposed 2023-24 fiscal year budget when the position is expected to be filled for the full allocated 999 hours.

RE: Update Tsunami Walking Tour
Sea Reach Ltd SOW
Dear Ashley:

After conversation with you and Eric regarding the City’s desire to update, refresh, and enhance the tsunami walking tour in downtown Crescent City, Sea Reach is submitting the following scope of work, project schedule, and fees for your review. This is a TIGHT timeline, so the sooner we are able to start the better for us to be successful. We are excited to give this walking tour a whole new look and feel! Project description
Crescent City currently has a walking tour that features tsunami history. The stories are site-specific. There are eight (8) kiosks in and around the downtown in roughly a ten (10) square block area. The kiosks are double-sided: one side is a map of the downtown (with a you are here indicator) and the tour route, and the other side is an exhibit with photos and text featuring tsunami events that may have occurred at that specific location or within Crescent City.

Information regarding the walking tour is currently available on the City website. When you access the website, there is information on each kiosk, historic photos, and an oral history audio recording. There is a place to view a video, but videos were not produced.

There is also a walking tour brochure, which can be downloaded from the website.

Currently the tour is underutilized, QR code links have been broken, and the general look and feel of the design (for all parts) needs an update.

The kiosks were fabricated by Pannier in 2015. Crescent City high school students added the wave cutout at the top of each kiosk.

The City has all the native files for the kiosk artwork and brochure.

The 10th Anniversary is April 13, 2023.

Given the accelerated timeline, the exhibit panels will need to be produced as printed vinyl panels and then updated to HPL (high pressure laminate) at a later date.

Need from Crescent City:
- Photos (front and back) of each kiosk. A photo in context so we can see where it is installed, and then, up-close photos so we can see the “you are here” on the maps and the associated tsunami panel. - paint color (blue)
- all digital files
Proposed SOW Page 1 of 5 Sea Reach Ltd
Final Products:
➡ One (1) double-sided kiosk, to match the existing kiosks (updated designs) - with one (1) panel featuring the story of Kamone and the Sister City and the other panel (1) featuring a map of the walking route ➡ Nine (9) painted aluminum flags on pole to attach to each kiosk to indicate the height of the tsunami water at that location and to make the kiosks easier to see from a distance ➡ Eight (8) updated downtown maps with “you are here” and walking route ➡ Eight (8) tsunami exhibits (all content will be provided) — Sea Reach will not be researching and adding content, but instead, editing the existing content to reflect a thematic statement and layers of information. (Not sure if this is currently on the exhibits — Sea Reach to add a “tsunami preparedness" sidebar.) ➡ An updated website associated with the tsunami walking tour — in design and function to be more appealing and to match design of other tour elements. Website to be hosted on the Sea Reach server for four years under this contract.
➡ Repair the links, so that the QR codes on the exhibits go to the audio recordings housed on a website. ➡ An updated digital walking brochure accessible from the website for downloaded and printing.

Installation (optional): Sea Reach did not include installation. If Sea Reach installs, we will credit the shipping cost and include that in the installation fees.

Scope of Work:

Sea Reach will perform all the services necessary to update the website associated with the tsunami walking tour, walking tour map, and re-establish the links so that QR codes on the exhibit panels will relink back to the website that houses the audio recordings. Sea Reach will write text and develop one new tsunami exhibit with structure. Sea Reach will redesign using existing content the eight kiosks panels (front and back).

All design work will go through three rounds of submittal and review. Final designs are approved by client signature prior to fabrication.

Given the very tight timeline on this project, Sea Reach and the City will need to be committed to a project schedule.

If the timeline begins to slip, Sea Reach and the City will meet to decide what can be finalized for the April 2023 anniversary and what will be completed afterwards. Sea Reach is committed to making all the deliverable dates on the attached schedule (+/-) one day.
