OPEN SESSION
Call to order Mayor Wright called the meeting to order at 5:00 p.m.
Roll call Council Members present: Council Member Ray Altman, Council Member Jason Greenough, Council Member Kelly Schellong, Mayor Pro Tem Blake Inscore, and Mayor Isaiah Wright
Staff members present: City Manager Eric Wier, City Attorney Martha Rice, City Clerk/Administrative Analyst Robin Altman, Finance Director Linda Leaver, Public Works Director Dave Yeager, and Police Chief Richard Griffin

The following resident addressed the Council:
Donna Westfall: spoke about Officer Pearson arrested someone who had been squatting in a house on K Street and her appreciation for CCPD.
> Reports, Concerns, Referrals, Council travel and training reports - Council Member Schellong: attended the following meetings: DNLTC, met with the Airport Director, and met with the Chief of Police.
Council Member Greenough: nothing to report

CONSENT CALENDAR
1. Border Coast Regional Airport Authority Appointment
Recommendation: Approve and adopt Resolution No. 2023-07, A RESOLUTION OF

AIRPORT AUTHORITY BOARD OF COMMISSIONERS
There were no comments from the public.
On a motion by Council Member Greenough, seconded by Mayor Pro Tem Inscore, and carried unanimously on a 5-0 polled vote, the City Council of the City of Crescent City approved and adopted Resolution No. 2023-07, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CRESCENT CITY APPOINTING ONE MEMBER AND ONE ALTERNATE MEMBER TO THE BORDER COAST REGIONAL AIRPORT AUTHORITY BOARD OF COMMISSIONERS.

2. Appointment to the Measure S Oversight Committee
• Recommendation: Hear staff report
Technical questions from the Council
• Receive public comment
• Further Council discussion
• Confirm the Mayor's appointment of Candace Tinkler to the Measure S Oversight Committee
City Manager Wier stated to the Council that Ms. Tinkler is the sole applicant for the Measure S Oversight Committee. It is required to have a 5-member committee of voting members to review the expenditures and recommendations of the use of Measure S revenues; they serve two terms.
Currently there are three vacancies on the Committee. Council Member Schellong stated that in reading Ms. Tinkler's application, she will be a good fit for the Committee.
The following resident addressed the Council:
Donna Westfall: she said the reason why she voted to repeal Measure S was due to the current state of economics in the nation. Would like to see two people who voted to repeal Measure S on the committee. Mayor Wright confirmed that there are still two vacancies and applications are still being accepted to be on the Committee.
Council Member Greenough stated that the whole purpose of the Measure S Oversight Mayor Pro Tem in give stated hat the ds woke the and ise inker through the visitors.
Bureau for several years and feels she'd be a good addition to the Committee.
On a motion by Mayor Pro Tem Inscore, seconded by Council Member Schellong, and carried inanimously on a 5-0 polled vote, the City Council of the City of Crescent City confirmed the Mayor's appointment of Candace Tinkler to the Measure S Oversight Committee
