The grant will fund the pull- in/loading restroom and parking near the Veterans Monument, pedestrian access for the Veterans Monument and Cultural Center will be funded; the Discovery Center accessibility and Cultural improvements; Elk Creek clean up; as well as the S Curve sea berms.. City Manager Wier feels this is a very competitive grant application and CalTrans is in support of the project. Director Yeager stated that basket patterns will be in the pavement to represent our Tribal Lands. Mayor Pro Tem Inscore asked about Wayfinding - and if it was anticipated that it would be a one-sided arch feature; he also asked if this will be done via reimbursement like other grants or is there cash flow? City Manager Wier stated in regards to cash flow, it is something to be cognitive of with such a small community. Director Yeager said there is funding throughout the whole project. Economic Development and Recreation Director Taylor reported to the Council that this year marks the 40th year of Star Wars Return of the Jedi, wherein scenes from Endor were filmed locally. The Del Norte/Humboldt Film Mission is holding a Forest Moon Festival June 2nd and 3rd which will include a showing of the film, activities for children, and a Jedi Training Course in Beachfront Park; there will not be a charge for the event. Mayor Pro Tem Inscore asked about the practicality of showing a film in the Park as the lighting and wind has been a challenge in the ast when trving to view films. Suggests the Cultural Center should be used as a fallback plan.
Director Taylor stated that the Del Norte/Humboldt Commission has scouted the area and have been looking at other locations. Due to the attention this event has already received, its unknown how many people will be coming. Council Member Altman suggested that it just be planned for the Cultural Center; Director Taylor stated that unfortunately the Cultural Center has already been booked during that time and is unavailable. Chief Griffin stated that he met with the Film Commission regarding security and how having it in one location would be better. He also stated that there would be too many people in attendance to have it in the Cultural Center as one event with the showing had 750 people.
Angela Greenough: spoke about the event being in the evening and will coincide with the opening of the Downtown Divas. Stating a need for changing rooms will be needed for those coming in 5 | Page

costume. City Manager Wier stated that Ms. Greenough sent an email suggesting the use of the WWTP for the costumers and that this would be a great option.
Valerie Starkey: stated that Beachfront Park is the better location as Florence Keller Park will not be able to accommodate the crowd. She further stated the organization came and looked into the viability of having a movie screen in the Park, they did so on a day that it was very windy and were confident that it could work.
Mayor Pro Tem Inscore asked about the ever increasing interest in this event, is $3k sufficient? Stated that even if it were increased to $5 the return in investment from visitors and TOT, it'll pay for itself. Mayor Wright asked what the $3k would cover; Director Taylor stated it would be for the Jedi Training Obstacle Course, craft supplies and prizes, port-a-potties. Mayor Pro Tem Inscore asked about City marketing specific to this event; would like to have a budget for the marketing.
For this event, suggests a not-to-exceed $5k for this event. City Manager Wier stated that for the 4th of July, 6 port-of-potties were needed; trash/dumpster will need to be considered.
