COUNCIL OF THE CITY OF CRESCENT CITY AMENDING THE FISCAL YEAR 2022-23 BUDGET OF THE CITY OF CRESCENT CITY
City Manager Wier reported to the Council the details of the bids and the funding sources. He detailed the project overview as well as what has already been done. Tidewater Contractors was the lower bidder and selected for this project. Due to the multiple funding sources with different requirements, some of the funding is available now and some will be available after the NEPA document is completed (anticipated July 13, 2023). The CRRSA/STIP funding has an additional complication in that it cannot be applied to a project that has been put out to bid prior to the NEPA document and approval from CTC. Therefore, staff recommends dividing the project into phases to match the funding source requirements. The funding sources available now are as follows:

Measure S - $516,233; ARPA funding - $516,233; General Fund - $767,534; and Local Transportation Commission - $400,000. Funding sources anticipated after NEPA document:

Community Project Grant (Senator Huffman) $750,000; and DNLTC / CRRSSA - TIP - $200,000.

The funding that must be bid after NEPA document and CTC approval is DNLTC / CRRSSA - STIP - $315,063. Council Member Schellong asked if the funding from Senator Huffman was for a specific section of Front Street; City Manager Wier stated that yes, it was allocated for Front Street. City Manager Wier stated that should the Council approve this tonight, construction will start after the 4 of July to be completed by December 2023.

The following resident addressed the Council:

Ernie Perry: stressed the importance of having Front Street completely done.

Council Member Schellong asked if MeasureS is funding this project, why wait until July for construction; City Manager Wier explained that in order to get the $750k from Senator Huffman, we need to wait for the NEPA document. Council Member Altman asked for clarification of what needs to be approved tonight; City Manager Wier stated the first four funding items - Measure S $516,233, ARPA $516,233, City General Fund $767,534, and LTCo $400k. And to allocate the Senator Huffman funding (Community Project Grant) $750k once NEPA and CRRSSA TIP $200k once the NEPA document is received and $315,063 of CRRSSA STIP funding once CTC approval is obtained. Council Member Altman asked about the time and materials status; City Manager Wier stated it has stayed the same.

On a motion by Council Member Schellong, seconded by Council Member Altman, and carried on a 3-0 polled vote with Council Member Greenough and Mayor Pro Tem Inscore being absent, the City Council of the City of Crescent City approved "Front Street Improvements G to / Streets" construction documents, reaffirmed staff's CEQA determination that the project is categorically exempt per CEQA Guidelines Section 15301 Class 1, approved and authorized the City Manager to sign a construction contract with Tidewater Contractors for the construction of Front Street G to I, and approved and adopted Resolution No. 2023-34, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CRESCENT CITY AMENDING THE FISCAL YEAR 2022-23
