• Direct staff regarding a location for the 2025 season for the Downtown Market run by Del Norte & Tribal Lands Community Food Council
City Manager Wier stated that our Farmers Market had a very successful year and has been thriving. Due to the construction on Front Street, it was decided to move the Market to the Clock Tower Plaza on 3rd Street. There was a good season at this location. Staff met with the businesses downtown who were affected by the location of the Market as well as members of the Del Norte and Tribal Lands Food Council. Other locations that would be suitable for the Market were discussed with all parties. The preferred location is the Bank of America parking lot. The surrounding businesses did not express a concern with the Market being placed at this location.
City Manager Wier stated that power will be supplied from the Bank of America after City staff modifies the outlets. The expense for this power will be shared with the Food Council. Iya Mahan, Food Program Manager, from Del Norte and Tribal Lands Food Council, addressed the Council to explain their program and how they focus on the food needs of our community. The 3r and K location was preferred by the patrons and was more visible. After hearing feedback from the businesses that use that location, it was decided to move the location elsewhere, preferably to the Bank of America parking lot. Council Member Greenough asked besides water and electrical, is there anything else required; Ms. Mahan stated that adequate disposal of liquids for the vendors cooking food, such as the grey water that comes from washing dishes and handwash stations. It is now required to provide a disposal for them. Council Member Greenough asked if this location was not selected, would Beachfront Park be a good spot; Food Program Manager Andrea Lanctot stated that due to the construction of Front Street and being closed this summer, the Food Council did not want to restrict access to the Market during construction. In addition, the vendors would be subject to dust and construction debris. Council Member Tinkler stated that when it was at 3rd and K Street, it was very visible. Supports the Bank of America location as a long-term solution until a permanent solution is found. Mayor Pro Tem Wright asked about the Waterfront Plaza and if a grey water disposal be available; City Manager Wier stated staff will work with Environmental Health with what is needed. Ms. Mahan stated another benefit to the Bank of America location is the First Friday events and how the Market can participate in that event.
Lisa McKeown: said that having a Mexican food truck in the same parking lot as a Mexican restaurant was disrespectful. She read aloud a letter from in Mason Mall who serve disabled adults and limited parking has created challenges for the clients and staff.
Billie-Kaye Gavin-Tygart: the City has no parking plan for the Farmers Market if located at the Bank of America building
Cristina (Cristina's Restaurant): stated that there are parking spaces available for patrons of a Market at Bank of America. Additionally, in other communities, people will park blocks away to go to a Farmers Market.
Mayor Altman asked if the grey water disposal needs to be evaluated first as well as a parking survey; City Manager Wier stated that the location can be selected tonight, and an agreement will be drawn up with the Food Council and brought back to the City Council that will address those concerns. Council Member Dooley asked how soon a decision needs to be made; Andrea Lanctot, Food Program Director of the Del Norte and Tribal Lands Food Council stated that it needed to be done a month ago for appropriate Market Match and the need of a permit and it has to be one location. The process is very lengthy and any delay om this end could make them unable to move forward. Council Member Greenough suggested bringing it back to the Council next year to discuss.
There was consensus from the Council to select the Bank of America location for the Farmers Market but to commit only to this year.
