Finance Director Leaver reported to the Council the Mid-Year Budget. From the Audit Report given to the Council in January, there were new fund numbers that were reported. These will provide new ending numbers for July 2025. She gave an overview of each Fund explaining any differences that have been reported by the Departments for this mid-year review. She explained that the reserve increase is largely due to one tie revenues and savings due to vacancies.

Increasing costs are expected, however as dispatch costs have increased, there is the compensation study, additional capital improvement needs, and cash flow loan costs. Director Leaver gave detail of what is the recommendation of staff and the next steps for the budget.

Council Member Tinkler asked about the $66k being allocated for two vehicles and a trailer seems to be too low; Director Leaver said that since these came in under budget and some already purchased resulted in a lower estimate.

• Direct staff to publish a request for bids to replace the roof of the Fred Endert Municipal Pool building
Director Yeager gave a report on the current pool projects and the need for additional funds. The HVAC project went over budget a little over $4k. The request is not for funding that was not already budgeted, it is to move money from the General Fund for contingency to this project which had already been approved. Mayor Altman asked for clarification on the amount in the resolution and the funding needed; City Manager Wier answered that some funds are needing to be moved to the capital fund to cover the expenses.

There were no comments from the public.

Director Yeager advised the Council that due to birds poking holes in the roof of the pool, it will now need to be replaced as water is beginning to seep through onto the new flooring after heavy rain. The proposed roof is a standing seam metal roof and would cost approximately $260k. Staff is requesting Council direction to put the job out to bid. Council Member Greenough asked if there are any structural integrity concerns; Director Yeager answered in the negative, there is no rot and the roof system over the pool does not have moisture confined within. Council Member Tinkler asked if the pool would remain closed or be reopened and then closed again; Director Yeager stated since the project still has to go out to bid, the pool will be open in the interim. Council Member Tinkler asked what the lifespan of the roof would be; Director Yeager stated it is expected that it will last 70 years. Council Member Dooley asked if there is anyway to prevent the birds for causing damage again; Director Yeager stated that with the metal roof, this will no longer be a concern. Council Member Greenough asked if the material for the roof is readily available and when will the roof be replaced; Director Yeager stated that yes, the materials are available and it is anticipated to replace the roof in May. Mayor Altman asked if the tiles of the ceiling have all been replaced, or only those that had fallen; Director Yeager stated that only two pieces of trim that had been replaced. ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CRESCENT CITY AMENDING CHAPTER 8.22, FIREWORKS, OF TITLE 8, HEALTH AND SAFETY, OF

THE CRESCENT CITY MUNICIPAL CODE
City Attorney Rice reported to the Council that the current ordinance on the books will be amended to make sure it followed State law. It follows the State Fire Marshal's model ordinance, however, there is a change in the cost share for citations.. The cost share aspect is that 65% of any fines collected have to be sent to the State Fire Marshal as they seize the illegal fireworks and dispose of them. City Manager Wier stated that these discussions are continuing and it's important for the community to know that we will have a safer 4th of July this year. Mayor Altman stated it is important to have community engagement and signage so those who are visiting our area know it is not allowed. Council Member Dooley asked if we are required to amend our code; City Attorney Rice stated that we are required to send 65% of citations to the State Fire Marshal regardless. Council Member Dooley asked for clarification that the ordinance already addressed illegal fireworks; City Attorney Rice stated that yes, the ordinance already prohibits illegal fireworks. Council Member Dooley asked what exactly was being changed; City Attorney Rice stated that the cost share portion has been clarified instead of referencing a regulation to be adopted, it now matches State requirements. Mayor Altman asked if the Harbor's ordinance mirrors the County's; City Attorney Rice stated it is her understanding that the only difference is that the County has prohibited "safe and sane" fireworks at its campgrounds, which does not apply to the City. Council Member Tinkler asked if money left over from the 65% go directly to CCPD to help with enforcement, etc.; City Attorney Rice stated it would be General Fund, however, if the Council directs staff to have the money go to a specific fund, they can do so. City Manager Wier stated that the 65% covers the seizure and disposal of the fireworks by the Fire Marshall.

There were no comments from the public.

On a motion by Mayor Pro Tem Wright, seconded by Council Member Tinkler, and carried unanimously on a 5-0 polled vote, the City Council of the City of Crescent City waived full reading, read by title only and introduced Ordinance No. 852, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CRESCENT CITY AMENDING CHAPTER 8.22, FIREWORKS, OF TITLE 8, HEALTH AND SAFETY, OF THE CRESCENT CITY MUNICIPAL CODE.
