ADDENDUM NO. 1

CITY OF CRESCENT CITY
ADDENDUM NO.1
FOR

SURGE TANK PROJECT
February 19, 2025
NOTICE IS HEREBY GIVEN TO BIDDERS regarding changes to the above-mentioned project contract documents. This Amendment shall be considered part of the bid documents as though it had been issued at the same time and shall be incorporated integrally therewith. Where provisions of the following supplementary data differ from those of the original bid documents, this Amendment shall govern and take precedence.

Changes to the Specifications: None
Changes to the Plans: None
Questions and Answers:

QUESTION 1: Is this Buy America?
ANSWER: Yes. Specification 00 72 00 paragraph 1.05 G specifies that Buy America set forth in 2 CFR part 184 is required for projects with Federal financial assistance. This project receives a portion of the funding from the Bureau of Reclamation.

QUESTION 2: How will site access work?
ANSWER: A city representative will arrive at the beginning and end of each workday to unlock the gate, building and to turn off the alarm system.

QUESTION 3: Where do the conduits at the base of the electrical tower go? ANSWER: The conduits make a 90° turn at the foundation toward the control building.

They are about 1 foot below grade.

QUESTION 4: There is not sufficient space within the fence at the Ranney control building. Where is an acceptable staging/storage area?
ANSWER: The lot adjacent to the Ranney control building known as the Loren Avenue parcel is owned by the Tolowa Dee Ni Nation (TDN). The City has obtained written permission from TDN for the use of this land up to ½ acre for the duration of the project only and this land must be returned to a minimum of like and kind condition. Additionally the City owns property which may be used for across the street from the control building at the base of the Ranney collector tower (6901 S Bank Road), at the chlorination building (6473 Kings Valley Road), and parcel APN 105-260-011 at the end of Relim Road.

SURGE TANK PROJECT
ADDENDUM NO. 1
QUESTION 5: Project timing for construction does not consider tank construction lead time.

ANSWER: The proposed groundbreaking in Spring of 2025 will be dependent on availability of materials necessary for this project. Construction during winter season is permissible.

QUESTION 6: Existing 18” diameter gate valve downstream of 6” fire hydrant Tee does not appear to be drawn to scale regarding location. What happens if there is not sufficient 18” pipe to install the required 18x18x10 Tee to the surge tank? .

ANSWER: Quote the installation as shown in the plans. In case of differing site conditions, a change order will be issued.

QUESTION 7: Is chlorination of the tank and pipe necessary since the construction work is upstream of the city chlorination building?
ANSWER: The water in the mains is partially treated by filtration at the Ranney Collector.

Though it is not chlorinated until it reaches Relim Road, it is mandatory that the pipes and surge tank are disinfected per specification 33 13 00.

QUESTION 8: Will the city be providing a SWPPP for the project? ANSWER: The area of the site is less than one acre so a NPDES permit is not required.

However the city has included Bid Item #2 for a Water Pollution Prevention plan to cover the Best Management Practices (BMP) and a Water Pollution Control Plan (WPCP) per CalTrans manual. These are to be submitted to the city and must be maintained and in compliance with the submitted WPCP.

QUESTION 9: Where is next downstream valve for the 18” and 14” water mains? ANSWER: Both lines have a valve located in the field behind the residential address at 220 Skookum Lane. The gate valve on the 18” water main directly downstream of the 6” fire hydrant Tee is not operational in the open position. This valve may be removed at the contractor's discretion.

QUESTION 10: How will the shutdown and re-commissioning of the water mains work? ANSWER: Highest priority is not to disrupt city water supply. Prior to opening either water main, the city is to be notified 24 hours in advance to ensure sufficient time to fill both water tank reservoirs which will provide up to 48 hours of water supply in the event that water is not able to be immediately restored. Each water main is to be disinfected and restored to service before work begins on the other.

QUESTION 11: 2. Are all flanges Class F, 250# Bolt Pattern, as called out for the valves on the plans & in the specifications?
