City Manager Wier went over the Explore the Coast Grant and advised the Council that it would help fund the RV Park’s bathroom remodel, the apartment remodel, and two accessible cabins.

The Coastal Conservancy grant is $835k and then $200k will come from the RV Park fund for these projects.

City Manager Wier explained to the Council that the upcoming meeting regarding the sewer rate increase, the increase would be to fund operations, maintenance, debt service, capital improvement, and add to the reserves. He went over the Prop 218 process in detail that gives the sewer rate payers the opportunity to protest the sewer rate increases. Council Member Greenough asked when the results of the Prop 218 protests; City Manager Wier stated that during the June 1st Council meeting, the results will be announced during the public hearing.

Director Leaver went over the proposed water rate increase and that it would fund operations, maintenance, debt service, capital improvements that are not grant funded and for the reserves.

She went into detail of the Water Fund expenses since 2017 and reported that annual operating expenses have significantly increased since the last rate increase by 70%. She outlined the Prop 218 process in detail. She went over what the water rate study reported on what amount would be needed for the reserve. Council Member Greenough asked what the contingency plan was if the Prop 218 passes. For sewer, there can be a debt service, and for water, we would do deferred maintenance, but that will eventually catch up with us. There may be some staffing cuts to be able to continue operations with how much it costs. He further stated that it would be difficult to fund the infrastructure and boil notices may have to be sent to water customers. Fiscally speaking, by fiscal year 29-30 the working capital will be gone. The Council discussed how the rate increase will impact the community as well as assisting the City to be able to continuing providing services as they are currently. City Manager Wier explained that 10 years ago, the City did a rate increase and the Prop 218 failed. The proponents of having the Prop 218 to pass put forth a referendum that went to the voters and passed which stopped the rate increase. Discussion continued regarding the impacts and benefits of these increases.

Mayor Wright called a five-minute recess at 7:54 p.m.

The meeting was back in session at 7:59 p.m.

Director Leaver went over the Internal Services Fund in detail outlining what is included and what is not included in the budget; these departments serve other departments. Information Technology, Building Maintenance, Equipment, Vehicles/Equipment, and Insurance (Property, Auto, Liability) are a part of that Fund. Director Leaver reported to the Council the large grant projects that are on schedule for FY 26/27 and went into detail about the City’s cash flow.

City Manager Wier for the Council to outline what they would like to see in the budget and if the following ad hoc committees be agendized: Pool, RV Park, Cultural Center, Parks, and Planning Fees.

5/20/26 COUNCIL MINUTES
Council Member Greenough would like to add $5k to the budget for fireworks and for a budget for training for one Planning Commissioner.

Council Member Shamblin would like the Planning Commission’s stipend be increased to $75 a meeting; the other Council Members disagreed with increasing the stipend at this time.

Council Member Altman did not want any additional items added to the budget, only what has already been budgeted.

Council Member Shamblin asked for the installation of the new water meters be placed on hold for now.

Mayor Pro Tem Tinkler would like to see the Cultural Center get a new stove and agreed with agendizing the ad hoc committees.

The Council was in unanimous consensus to add $5k to the budget for fireworks and for the ad hoc committees to be agendized for a future agenda.

ADJOURNMENT
There being no further business to come before the Council, Mayor Wright adjourned the meeting at 8:50 p.m. to the next meeting of the City Council of the City of Crescent City scheduled for Monday, June 1, 2026 at 6:00 p.m. at the Flynn Center, 981 H St, Crescent City, CA 95531.

COUNCIL OF THE CITY OF CRESCENT CITY UPDATING THE POSITION CONTROL FOR FISCAL YEAR 2026-27.
• Approve and adopt Resolution No. 2026-56, A RESOLUTION OF THE CITY

• Approve and adopt Resolution No. 2026-57, A RESOLUTION OF THE CITY

COUNCIL OF THE CITY OF CRESCENT CITY AMENDING THE FISCAL YEAR 2026-27 BUDGET OF THE CITY OF CRESCENT CITY.

BACKGROUND
The City Council approved and adopted Resolution 2026-05 on February 17, 2026 approving the Memorandum of Understanding with the Crescent City Employee Association (CCEA) for July 1, 2025 through June 30, 2027. Shortly after, the Senior Building and Parks Maintenance Worker position became vacant. The Public Works Manager and Public Works Director discussed the challenges with filling the position, as it requires an individual to be highly skilled in two different industries; landscaping / parks maintenance and carpentry / facilities maintenance.

It was suggested that the position be split into two positions. This would allow a more focused recruitment effort and hopefully, more qualified applicants to be considered.

Additionally, the Public Works crew is anticipating several maintenance workers being on leave this summer / fall. The Public Works Director has requested the approval of one temporary Maintenance Worker to help fill the shortage.

CCEA MOU Amendment, Position Control, and Budget
August 3, 2026
Pg. 2

ITEM ANALYSIS
City staff and CCEA have come to an agreement regarding the creation of both a Senior Parks Maintenance Worker and Senior Building Maintenance Worker in replacement of the Senior Building and Parks Maintenance Worker position.

City staff is ready to recruit for these positions. The City anticipates promoting a qualified staff member into the Senior Parks Maintenance position, thus needing to recruit for only the Senior Building Maintenance Worker.

The final step in this process is to adopt a resolution approving the amendment to the MOU. The agreed salary for the two new positions is at the same grade as the previous position. In addition, the table for allowable certification pay has been updated for the two new positions.

The Public Works Director has also requested approval to hire one temporary Maintenance Worker for this fiscal year to help cover vacancies due to employees on leave.

FISCAL ANALYSIS
The separation of the Senior Buildings and Parks Maintenance Worker position into the two proposed senior positions was discussed during the FY 2026-27 budget workshop, and the positions are included in the budget. No additional budget is required for this change.

Hiring a temporary Maintenance Worker will require a budget amendment of $25,798.

The position this temporary position will be filling in for will be primarily responsible for reading the utility meters, resulting in this additional labor cost being allocated $12,125 to the Water fund, $12,125 to the Sewer Fund, and $1,548 to the General Fund.

CITY COUNCIL AGENDA REPORT
TO: MAYOR WRIGHT AND MEMBERS OF THE CITY COUNCIL
FROM: ERIC WIER, CITY MANAGER
BY: BRIDGET LACEY, GRANTS AND ECONOMIC DEVELOPMENT

MANAGER
DATE: AUGUST 3, 2026
SUBJECT: BUDGET AMENDMENT TO FY27 BUDGET FOR CC-DN CHAMBER OF

COMMERCE/VISITOR BUREAU RENT REIMBURSEMENT DURING

CONSTRUCTION CLOSURE
______________________________________________________________________

RECOMMENDATION
• Approve and adopt Resolution No. 2026-58, A Resolution of the City Council of the City of Crescent City Amending the FY 2026-27 Budget of the City of Crescent City

BACKGROUND
On March 16, 2026, the City Council approved a budget of $10,000 to reimburse the Crescent City-Del Norte County Chamber of Commerce/Visitor Bureau for temporary rental costs incurred while the Cultural Center is closed during construction activities.

At the time the item was presented, the estimated reimbursement amount did not account for the fact that the reimbursement period would span two fiscal years. As a result, the Fiscal Year 2026-27 portion of the reimbursement was not included in the adopted budget.

This action is administrative in nature and is intended to establish the necessary appropriation for the portion of rent reimbursement that will occur during Fiscal Year 2026-

27. ITEM ANALYSIS
The temporary relocation of the Chamber of Commerce/Visitor Bureau allows visitor services to continue uninterrupted while construction is underway at the City's Visitor Center facility (Cultural Center). Maintaining these services is important to support tourism, provide information to residents and visitors, and minimize disruptions during the construction period.

Chamber/Visitor Bureau Budget Adjustment
August 3, 2026
2 The months of proposed closure and corresponding rent reimbursement amounts are as follows:

FY2025-26
May $1,260
June $1,260
Total: $2,520
FY2026-27
July $1,260
August $1,260
September $1,260
October $1,260
November $1,260
December $1,180
Total: $7,480
The proposed budget amendment establishes $7,480 in Fiscal Year 2026-27 to cover the remaining rent reimbursement previously authorized by the City Council. This action does not change the City's prior commitment or expand the approved reimbursement. It simply allocates funding in the appropriate fiscal year to match when the expenditures will occur.

FISCAL ANALYSIS
Approval of the recommended action will establish an expenditure budget of $7,480 in Fiscal Year 2026-27 for Chamber of Commerce/Visitor Center rent reimbursement. ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CRESCENT CITY AMENDING CHAPTER 17.39, SIGNS, OF TITLE 17, ZONING, OF THE

CRESCENT CITY MUNICIPAL CODE

BACKGROUND
Crescent Elk Middle School submitted a Zoning Ordinance Amendment request to allow digital LED signs for schools, none of which are located in commercial zoning districts.

Crescent Elk currently has grant funding to purchase and install a digital sign on its premises. The applicant has also been in discussion with other schools in the City that have also expressed interest in installing digital signs.

On July 9, 2026, the Planning Commission held a public hearing and subsequently adopted Resolution No. PC2026-11, recommending changes to Chapter 17.39, Signs, of the municipal code to allow schools to have LED digital signs and to exempt digital scoreboards from the sign permit requirement.

Eligible schools would be those that meet the definition of “schools, elementary and high” as defined in CCMC § 17.04.430 of the Crescent City Municipal Code. According to the zoning code definition (CCMC § 17.04.430) “elementary and high schools” mean public or private elementary, junior and senior high schools. Examples of schools within the City that meet this definition include Joe Hamilton Elementary, Crescent Elk Middle School, Del Norte High School, and Uncharted Shores Academy.

SCHOOL DIGITAL SIGNS ORDINANCE
AUGUST 3, 2026
2 ITEM ANALYSIS
The purpose of the school digital sign is to communicate school related information, including events and announcements to students, parents, and staff. The sign may not be used for advertising. One of two digital sign design options will be available, but the school may only install one. The first option is a double-sided monument sign with two 32-square-foot sign faces, for a total sign area of 64 square feet. The second option is a single-sided, wall-mounted digital sign with a maximum digital display area of 32 square feet. School digital signs will be subject to the same brightness limitations as other digital signs and are only allowed to be lit during school hours or school-related activities.

If the ordinance is introduced at this meeting, it will be brought back for Council adoption at the August 17th Council meeting and effective 30 days thereafter.

FISCAL ANALYSIS
Adoption of this ordinance does not have a direct fiscal impact to the City other than the costs of publication of legal notices.

BACKGROUND
The Community Development Block Grant (CDBG) program is a federally funded program through the Department of Housing and Urban Development (HUD). The principal objective of CDBG is the development of viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for persons of low-and moderate-income.

As a non-entitlement jurisdiction (cities with population less than 50,000 and counties with populations less than 200,000), Crescent City may apply for CDBG program funding through the State Department of Housing and Community Development (HCD). HCD receives funding from the federal government and releases a Notice of Funding Availability (NOFA) to invite applications.

On November 3, 2020, the voters of the City approved Measure S, authorizing the imposition of a local 1% transactions and use (sales) tax within the City. Measure S is F Street 3.5 to 5th Street Storm Drain Construction
AUGUST 3, 2026
2 intended to fund essential General Fund services including Fire, Police, Streets, and the operation of Fred Endert Pool.

The Measure S Oversight Committee meets several times each year to discuss the use of these funds and makes recommendations to the City Council. The Committee met March 10 and April 8, 2026 to review the status of Measure S funds and develop a recommendation for FY 2026-27 expenditures. The result of those meetings was the adoption of Resolution No. MS2026-03 recommending priorities to be funded with Measure S in FY 26-27. As in prior years, the Committee recommended allocating Measure S funds toward one or more large street projects, as well as funding annual street maintenance items. At the June 15, 2026 City Council meeting, the Fiscal Year 2026-27 Budget was adopted including the recommendations made by the Measure S Oversight Committee.

Phase 1 of the Front Street storm drain and rehabilitation improvements covered Front Street from B Street to G Street, along with some other adjoining local streets. The project took place in 2019 and 2020 and was deemed substantially complete on January 26, 2021.

On May 18, 2020, the City Council authorized the City Manager to apply for additional CDBG funds to continue with Phase 2 of the Front Street Storm Drain Project containing F Street from Front Street up past the intersection of F Street and 3rd Street. On November 16, 2020, the City Council authorized the City Manager to execute Change Orders 7 and 8 for a project to fit this newly available CDBG funding. Construction took place between March and April of 2021.

Phase 3 of the Front Street Improvements covered from G to I Street with an alternate bid for I to Play Street. This project was funded by Measure S, ARPA, Local Transportation Commission, CRRSSA TIP and STIP funding, a federal Community Project Grant, and City general funds. Water and sewer improvements were funded from their respective funds.

The Front Street Gateway Improvements Phase 1C project constitutes the final two blocks of Front Street from Play Street to L Street and K Street from Front Street to Second Street. This project is primarily funded through another Community Development Block Grant and a Clean California Grant awarded through Caltrans. This project was bid and awarded in August of 2025 and is currently under construction.

In 2020, the City applied for funding for the Storm Drain Project Phase III including F Street blocks 3.5 to 5th Street with the 2020 NOFA. Funding was not awarded at that time. This project was waitlisted for approximately three years. As more funding became available for CDBG Over the Counter (OTC) projects, HCD continued to fund down the waitlist, rather than opening the OTC category up for more applications. As a result, the F Street Phase III Storm Drain Project was eventually awarded under the 2023 NOFA.

The Storm Drain Project Phase III (F Street) constitutes two blocks of F Street from 3rd to 5 th Street, as well as connecting to the first drainage systems on 5th Street just to the east of F Street in front of the Sherrif’s building.

F Street 3.5 to 5th Street Storm Drain Construction

3 The City was awarded $1,065,485 in CDBG funds for this project. This grant funding is intended to cover not only the constructions costs, but also $30,000 for Grant General Administration and $35,000 for a Labor Compliance Officer. As a CDBG project, labor compliance monitoring is a grant requirement. Housing Tools LLC was awarded the Labor Compliance Contract with Council approval on July 20, 2026.

ITEM ANALYSIS
On July 1,2026, City staff published the F Street 3.5 to 5th Street Storm Drain Project requesting bid proposals. Two addenda were published to reaffirm the Section 3 CDBG labor compliance requirements and to clarify some bidder questions. Bids were opened and publicly read on July 28, 2026 at 3:00 p.m. Three responsive bids were received, with Tidewater Contractors, Inc. providing the lowest bid at $1,061,216. The CDBG required Section 3 documentation submitted with the bid was reviewed by the Labor Compliance Monitor and was deemed responsive and complete. No bid protests were submitted during the protest period.

With Council approval of the Tidewater Contractors contract, staff anticipate a kick-off meeting between the labor compliance monitor, Housing Tools LLC, and Tidewater Contractors in mid-August to enable the project start by the end of this August. This start date projects a project completion date in November/December, meeting the timelines required by the grant funding.

FISCAL ANALYSIS
The funding available from the 2023 CDBG grant will not entirely cover the project costs.

The larger project costs are shown in the table below. The initial forecast budget for the 2023 CDBG NOFA relied on the construction unit costs from the 2023 Front Street contract. Even with an escalated engineers estimate for 2026 staff hoped that the CDBG grant award would cover the entire project cost. Based on the equitable spread of the bid results received and a construction completion deadline of March 2027, rebidding this project would require forfeiture of the grant award. A storm drain based road rehabilitation project could not be safely constructed through the upcoming winter months. Any delay due to a rebid would increase the project costs because of the risk of weather and an increase in the water table, which would severely affect the installation of new piping.

As this project improves pavement on two blocks of F Street and partial blocks on 4th and 5 th Streets, improves storm drain piping efficiencies, installs two new ADA corners and places new sidewalk on F Street where there currently is not any, staff feels that this overall project is a benefit to the City and adheres to the goals of Measure S street funding. The Measure S contribution to this project will enable the City to utilize the much larger grant contribution to improve the City’s street infrastructure. Any Measure S monies F Street 3.5 to 5th Street Storm Drain Construction

4 not spent on this project will remain Measure S funds and will be available for use on future road project maintenance.

Portions of Measure S funds have been transferred each year to the CIP Fund to be used on large street projects, which can take multiple years to save up for and complete. The Measure S funds are tracked to be spent on Measure S priorities. Prior projects include asphalt, crack sealing, pothole repairs, and accessibility improvements on Harding, 9th Street, and H Street, portions of the Front Street projects, a grant match for the HSIP pedestrian improvement project, and sidewalk and asphalt repairs on multiple streets including 2nd Street, K Street, D Street, and A Street. The FY 2025-26 estimated balance of Measure S street funds in the CIP Fund is $1.1 million (pending FY 2025-26 year end calculations). The next large street project using these funds is expected to occur in the spring of 2027, with another in the fall of 2027.

SUBJECT: COUNTY SERVICE AREA NO. 1 SEWER COLLECTION SYSTEM

MAINTENANCE AGREEMENT
______________________________________________________________________

RECOMMENDATION
• Hear staff report
• Technical questions from the Council
• Receive public comment
• Further Council discussion
• Approve an Agreement for Maintenance of County Service Area No. 1Sewer Collection System

BACKGROUND
County Service Area No. 1 (CSA) was created by resolution of the Del Norte County Board of supervisors in 1976. The purpose of the service area was to build infrastructure to connect properties within the service area (outside of the city limits) to the City’s wastewater treatment plant. The CSA owns the sewer collection lines (37 miles) and lift stations (15) within the service area. Since its inception, the City has performed maintenance on those lines by way of agreement. The last agreement was entered into in 1980 and covered both the City’s maintenance of the sewer collection lines as well as the terms upon which the City would accept sewage from the CSA at the Waste Water Treatment Plant (WWTP).

It was discovered last year that the 1980 agreement had already expired by its terms a few years prior. This led to the staff from the City and the County to engage in negotiations for a new agreement. The parties agreed to create two agreements – one for maintenance and one for terms of sewage acceptance.

ITEM ANALYSIS
Under the sewer collection maintenance agreement the City will operate, maintain, and repair the lift stations and SCADA system within the CSA. The City is not responsible to

2 repair the CSA sewer collection lines. City staff will respond to sewer overflows. The County will remain the reporting party.

The CSA will compensate the City for actual costs of performing the services, defined as “employee hourly wage and benefits, equipment rental rates utilizing the current Caltrans equipment rates, actual cost of materials, and actual cost of contractor. This includes staff time spent planning, procuring, and otherwise working on CSA infrastructure. Employee hourly wage, benefits, and City owned equipment are allowed an additional indirect cost rate of 25%.” City will invoice the CSA on a quarterly basis for routine operations and maintenance services. The City may invoice the CSA more frequently for major repairs or maintenance services.

The agreement is for one year and automatically renews each fiscal year unless one party gives one year’s notice of intent to terminate.

The Board of Supervisors considered and approved this agreement at their regular board meeting held Tuesday, July 28th.

FISCAL ANALYSIS
This agreement is intended to be revenue neutral as the City will be reimbursed for the cost of providing the services.

STRATEGIC PLAN ANALYSIS
This action is consistent with the following strategic plan goals:
• Goal 1: Support Quality Services, Community Safety, and Health to Enhance the Quality of Life and Experience of Our Resident and Visitors o D. Provide and maintain an efficient, adequate infrastructure to provide for both current and future community needs
• Goal 3: Obtain the Highest Levels of Organizational Excellence o B. Maintain responsible fiscal management and accountability
