ON CALL DESIGN ENGINEERING SERVICES

FOR CAPITAL IMPROVEMENT AND COMMUNITY DEVELOPMENT BLOCK GRANT PROJECTS  We have a structured approach to execute projects in an efficient manner that makes Transtech capable of providing the City with the highest quality product. Transtech has established guidelines and policies, including written manuals on quality control, project management, and design procedures for its staff and for its contract cities. These guidelines ensure a consistent approach to the execution of assignments undertaken by our organization in compliance with City’s specific procedures, standards and requirements.
 Transtech is an ISO 9001 certified firm in Quality Management Systems, this certification is based on a number of quality management principles including a strong customer service focus.

Structured Approach:

We have a structured approach to execute projects in an efficient manner that makes Transtech capable of providing the City with an efficient and quality product. Transtech has established guidelines and policies, including written manuals on quality control, project management, and design procedures for its staff and for its contract cities. These guidelines ensure a consistent approach to the execution of assignments undertaken by our organization in compliance with City’s specific procedures, standards and requirements.

The following paragraphs describe our general approach to deliver projects in an efficient and cost-effective manner. A project specific approach will be provided for each assigned project and will become part of the specific contract for the specific project.
• Project Management: Our approach is to provide proactive management and attempt to identify potential issues and problems in advance and take corrective actions before they become problems.

This requires extensive hands-on knowledge, experience and management skills of the people involved in managing the project. Our team members have extensive experience and proven track record in managing large and complex projects and bringing them to a completion on time and within budget. • Approach to Cost Control and Change Orders: We evaluate project costs and develop feasible mitigation measures to minimize additional costs. We work as a team to solve problems or make modifications in the field to address unforeseen conditions or owner generated changes in a cost-effective manner. • Approach to Scheduling and Timely Completion of Project and Schedule Recovery: The baseline schedule should properly identify the project scope, critical path, project milestones, target dates, phases and sequences of work, and activity durations. When significant activities show that they are slipping from the baseline, we work with the contractor to develop recovery plans. • Management of Documents: We use an electronic file management system. All construction forms, daily dairies, weekly statement of working days, etc. are stored in our electronic file system, and are per Caltrans documentation system. We provide these documents at the end of the project to the client in organized files as well as pdf files.

ON CALL DESIGN ENGINEERING SERVICES

FOR CAPITAL IMPROVEMENT AND COMMUNITY DEVELOPMENT BLOCK GRANT PROJECTS Project Control Systems:

Project controls are essential to keep complex construction projects on budget and on time. They help teams and stakeholders identify emerging risks early, before they become expensive, time-consuming problems.

With advance warning, these issues can be mitigated or avoided altogether. Project controls also give leadership the data they need to set realistic expectations, manage subcontractors, and plan with confidence. During the course of a project, program and project managers use controls to monitor time and cost expenditures and compare them to project lifecycle forecasts. They also rely on them to coordinate onsite execution with the milestones established during the design, procurement, entitlement, and preconstruction stages. The benefits of project controls are many. When they are put in place and used appropriately, they contribute to increased efficiency, decrease in delays and cost overruns, and fewer claims and costly litigation.

Our staff has experience will all of the major document control software systems including Procore, Autodesk ConstructWare (which has now become Construction Cloud), and Primavera P6. In our experience all major control software programs work basically the same way, and adapting from one software offering to another has a fairly small learning curve. Because the specific software is generally a choice made by the prime contractor, our staff is ready to partner with any user of any program. That said, not all projects require the ‘fire power’ associated with an expensive, sophisticated control system. Sometimes an intelligently designed filing system that stores basic Word, Excel, PDF, and email documents in the cloud is all a project really needs.

Issues Tracking System:

An issue tracking system provides an easy way to document issues, assign responsible party, and view the status of how the issue resolution is progressing. Complete documentation of issues is critical to mitigate risks on current projects and prevent similar issues on future projects. When issue tracking is integrated with the project management system, all documentation, and communications related to the project become centralized to provide complete transparency into project status.

Quality Assurance Program:

During construction, an effective Quality Assurance Program will ensure the materials and workmanship incorporated into project conform to the requirements of the contract plans and specifications including approved changes. The main elements of a Quality Assurance Program are:
• Acceptance program
• Independent assurance program.

Typical Quality Assurance/Quality Control Measures:

We believe that quality control is the setting of minimum standards and/or quality requirements for the specific project. Quality assurance is the means by which the quality control measures will be monitored and/or enforced. We also believe that quality control and quality assurance measures need to be developed jointly with the client. To effectively establish quality control measures, we must understand the County’s specific expectations and/or level of desired quality for the specific project. Once the expectations have been defined, and the quality control measures established, the quality assurance measures can be established. A significant part of establishing the quality assurance measures includes the timing of the measure. QC/QA can only be effective when the measures are applied and/or evaluated in a timely manner.

Value Engineering:

Depending on a project’s size, complexity and the owner’s requirements, Value Engineering may also be considered. The Value Engineering may consist of a systematic process of review and analysis of the project during the concept and design phases, by a multi-disciplined team of persons not involved in the project, may include recommendations such as:
• To improve the value and quality of the project.
• To provide the needed functions safely, reliably, and at the lowest overall cost.

D. Procedures and Methodology D.5
Proposal

ON CALL DESIGN ENGINEERING SERVICES

FOR CAPITAL IMPROVEMENT AND COMMUNITY DEVELOPMENT BLOCK GRANT PROJECTS • To reduce the time to complete the project.
• To combine or eliminate otherwise inefficient use of costly parts of the original proposed design for the project.

Approach And Strategy For Managing, Negotiating, And Incorporating Changes In Project Scope:

Our approach and strategy is structured based on minimizing cost and schedule impacts, while evaluating change orders in a timely, fair and equitable manner.

A number of different factors can influence the development of Change Orders on projects, which can result from either foreseen or unforeseen conditions and may include:
• Design Modifications; Errors and Omissions; Changed Conditions; Additional/Reduced Work Scope; Owner-Directed Schedule Acceleration or Slowdown; Work Sequencing; Adjustments to Unit Pricing; Force Majeure Delays; Added Cost Incentives; Delayed, Denied, or Restricted Access to a Project Site; Inappropriate Rejection of the Contractor’s Work; Delays to Owner-Supplied Services and Materials
Our initial evaluation of a change order request incudes various elements:
• Is it already covered in the contract? Is it necessary to complete the work? Impact on the planned work? Will it affect or change the contractor’s planned method of performing the work? Will it cause a work-character change? Impact on the contract time? Methods of payment? Are there sufficient contingency funds? If not, can additional funds be obtained soon enough to prevent delays? Impacts on any regulatory conditions, permits, utilities, etc..

Change Order Documentation:
• We prepare the change order in a clear, concise, and explicit manner. A change orders should be easily understood by third parties reviewing it what work was performed without further explanation.

Project Partnering: Based on project’s size and complexity, Project Partnering may also be considered:
• Partnering is a relationship between the owner and the contractor, formed in order to effectively complete the contract to the benefit of both parties. Through trust, cooperation and teamwork, the goal is to resolve conflicts at the lowest possible level.

Coordination with City:

Key project team members will attend periodic project progress meetings with City staff throughout the project duration. We will maintain and establish and maintain a close working relationship with City staff. We will manage assigned projects, carefully control costs and resources, and complete assigned work on schedule. We will provide progress reports to the City at regular intervals.

Expediting Projects:

Transtech understands the importance of being able to expedite tasks, when requested, by the City.

Transtech has sufficient staff and resources to expedite projects.

Methods/Procedures for Developing /Publishing Project Status Reports/Records:

Project status reporting is another area where the solution should be tailored to the size and scope of the project being managed and the actual reporting product anticipated by the City. In addition to the size and scope of the project, the actual point in time of the project matters. On larger projects this information may be condensed down to any format desired by the City. This type of progress reporting may also need to be prepared in different formats depending on the stakeholder that is being informed. More formal reports also often include photos of significant elements of the construction.

Contract Administration Approach (Caltrans LAPM):

For construction contract administration, we follow guidelines described in Caltrans Local Assistance D. Procedures and Methodology D.6
Proposal

ON CALL DESIGN ENGINEERING SERVICES

FOR CAPITAL IMPROVEMENT AND COMMUNITY DEVELOPMENT BLOCK GRANT PROJECTS Procedures Manual (LAPM). Maintaining complete and accurate files is a very important aspect of managing federally funded projects. Generally, whenever the local agency is unable to produce requested data or information, it is assumed by reviewing personnel that the required actions were either never performed or not properly recorded. Organized project files can minimize these negative assumptions.

Organization and content of the project file is one indicator of effective and efficient management of the project by the resident engineer. LAPM has been prepared to aid California local agencies scope, organize, design, construct and maintain their public transportation facilities when they seek Federal Highway Administration (FHWA) funded federal-aid or state funding. This manual describes the processes, procedures, documents, authorizations, approvals and certifications, which are required in order to receive federal-aid and/or state funds for many types of local transportation projects.

Additional Information regarding ARPA Funds:

The U.S. Department of Treasury used the standard Community Development Block Grant (CDBG) formula for determining the allocation of funds to metropolitan cities. The U.S. Treasury issued an Interim Final Rule with guidance on the funding allocation methodology, distribution process, and reporting requirements.

Transtech is also providing assistance to its contract Cities for the administration of these funds.

Additional Information regarding Coordination with CALTRANS:

Our team includes experienced staff members who have worked for CALTRANS and are intimately familiar with the standards and procedures, project development and approval process, and requirements. One of our Sr. Staff Members, Ali Zaghari, who joined Transtech about 1 year ago, has over 35 years of experience in Transportation Management & Operations at various capacities in the California Department of Transportation (Caltrans). ON CALL DESIGN ENGINEERING SERVICES

FOR CAPITAL IMPROVEMENT AND COMMUNITY DEVELOPMENT BLOCK GRANT PROJECTS We believe that quality control is the setting of minimum standards and/or quality requirements for the specific project. Quality assurance is the means by which the quality control measures will be monitored and/or enforced. We also believe that quality control and quality assurance measures need to be developed jointly with the client. To effectively establish quality control measures, we must understand the City’s specific expectations and/or level of desired quality for the specific project. Once the expectations have been defined, and the quality control measures established, the quality assurance measures can be established.

A significant part of establishing the quality assurance measures includes the timing of the measure. QC/QA can only be effective when the measures are applied and/or evaluated in a timely manner.

Depending on a project’s size, complexity and the owner’s requirements, Quality Management may include various elements:

1. Program Elements
o Policy and Procedures
o Goals and Objectives
o General Quality Management
o Roles and Responsibilities
o Approvals and Reviews

Description of Services
Facility Condition Assessment
Project Understanding
Bureau Veritas (BV) understands that the Facility Condition Assessment (FCA) for The City of Cudahy (“Client”) will:
• Include a comprehensive assessment of all sites, buildings, building systems, and infrastructure. • The FCA will follow the ASTM E2018-15 Standard Guide for Property Condition Assessments as applicable. • Determine the present condition and estimated life expectancy of various building systems and components. • Identify and document present condition of all physical assets including grounds, facilities, and infrastructure. • Recommend corrections for all deficiencies and provide cost estimates for corrections. • Prioritize and categorize deficient conditions, associated corrective actions, and information concerning building systems and deficiency categories.
• Establish anticipated renewal and replacement costs for the various systems and components. • Result in strategic plan for capital repairs, lifecycle component replacement, and building modernization. • Calculate the Current Replacement Value (CRV) and Facility Condition Index (FCI) for each facility. • OPTION: Prepare a Preventive Maintenance Plan for assets to uploaded to CMMS system.

BV’s Project Approach has been developed to address your specific requirements. BV has demonstrated experience in the assessment of various types of facilities representative to your portfolio and understands the special implementation, sensitivities, management, and communication associated with each.

Technical Approach
Prior to assessments beginning, BV will conduct a Kickoff session to review requirements and to consolidate exhibits such as drawings and prior completed reports.

During the term of the project, BV will conduct regular Progress Meetings to maintain open communication with the entire project team and Client. In these meetings, BV will lead with an agenda that includes a focus on work plan, schedule, and project needs. This will permit the opportunity to proactively address challenges encountered, so that course adjustments may be made. Each meeting will conclude with task assignments, schedules, and goals to be met. BV will provide Client with a written status report that tracks and monitors the progress of the assessments against the schedule submitted.

BV has allocated the following meetings: Kick Off Meeting, Progress Meetings and a Final Findings Presentation meeting. Any additional in-person meetings will be on a time and expense basis.

Field Assessments
The assessment team will conduct a walk-through survey of the facility and site to observe systems and components, identify physical deficiencies, and formulate recommendations to remedy the physical deficiencies. • As a part of the walk-through survey, the assessment team will survey 100% of each facility. BV will survey the exterior and grounds, including the building exterior, roofs, sidewalk/pavement, and recreational/other areas as applicable.
• The assessment team will interview the building maintenance staff about the subject property’s historical repairs and replacements and their costs, level of preventive maintenance exercised, pending repairs and improvements, and frequency of repairs and replacements. • The assessment team will develop opinions based on their site assessment, interviews with Client’s building maintenance staff, and interviews with relevant maintenance contractors, municipal authorities, and experience gained on similar properties previously evaluated. The assessment team may also question others who are knowledgeable of the subject property’s physical condition and operation or knowledgeable of similar systems to gain comparative information to use in evaluation of the subject property. 153814.22A p. 6
8/31/2022
• The assessment team will review documents and information provided by Client’s maintenance staff that could also aid the knowledge of the subject property’s physical improvements, extent and type of use, and/or assist in identifying material discrepancies between reported information and observed conditions.

The facility condition assessment will focus on the following facility and site systems and components:
• Site + Infrastructure
o Topography
o Paving, Curbing, and Parking
o Pathways and Internal Roads
o Flatwork
o Landscaping and Appurtenances
o Utilities
o Tunnel Systems

Ranking and Classification
Based upon our observations, research and judgment, along with consulting commonly accepted empirical Expected Useful Life (EUL) tables; BV will render our opinion as to when a system or component will most probably necessitate replacement.

Accurate historical replacement records provided by the facility manager are typically the best source for this data.

Exposure to the weather elements, initial system quality and installation, extent of use, the quality and amount of preventive maintenance exercised are all factors that impact the effective age of a system or component. As a result, a system or component may have an effective age that is greater or less than its actual age. The Remaining Useful Life (RUL) of a component or system equals the EUL less its effective age. 153814.22A p. 7
8/31/2022
Priority Classes
The analysis will include all cost observations be ranked by Priority Classes. The five classes below are typical but can be altered to meet your specifications and needs:

Priority 1: Currently Critical (Immediate): Requiring immediate action including a cited safety hazard and areas of accelerated deterioration, returning a building component to normal operation.

Priority 2: Potentially Critical (Year 1): Requiring action in the next year including components experiencing intermittent operations, potential life safety issues, and rapid deterioration, returning a building component to normal operation.

Priority 3: Necessary – Not Yet Critical (Years 2-3): Requiring appropriate attention to preclude predictable deterioration, potential downtime, additional damage, and higher costs to remediation if deferred further.

Priority 4: Recommended (Years 4-10, 15, 20): Representing a sensible improvement to the existing conditions (not required for the most basic function of the facility; however, will improve overall usability and/or reduce long-term maintenance costs).

Priority 5: Does Not Meet Current Code but “Grandfathered”: No Action required at this time but should substantial work be undertaken correction would be required.

Unformat Categories
The deficiencies observed will be classified into categories such as those below using the Uniformat System:
• A10 Foundations
• A20 Basement Construction
• B10 Superstructure
• B20 Exterior Enclosure
• B30 Roofing
• C10 Interior Construction
• C20 Stair
• C30 Interior Finishes
• D10 Conveying
• D20 Plumbing
• D30 HVAC
• D40 Fire Protection
• D50 Electrical
• E10 Equipment
• E20 Furnishings
• F10 Special Construction
• F20 Selective Building Demolition
Cost Estimating
BV’s cost estimating database is comprised of RS Means data and further customized with proprietary cost tables developed by BV, based on historical and localized actual costs. Each report will include a Capital Needs Analysis including an estimated cost for each system or component repair or replacement anticipated during the evaluation term. The report will provide options for repair of the deficiency, and the capital needs analysis will be presented as an Excel-based cost table that includes a summary of the description of each component, the age and estimated remaining useful life, the anticipated year of repair or replacement, quantity, unit cost and total cost for the repair of each line item.
153814.22A p. 8
8/31/2022
Space Utilization Analysis
BV will conduct interviews with staff to access current and future needs. In addition to physical needs, BV understands that building capacity and ability to support administrative needs are the major drivers for possible building expansion and modernization projects. As such, our study will include assessing hiring projections, a review of the building capacities, and a review of deficiencies with respect to spaces required to support civic activities.

BV will be preparing a space and program analysis that includes evaluating capacities and detailing building shortfalls with respect to spaces required. These components will be combined into conclusions and recommendations that meet the requirements of GSA’s Workspace Utilization and Allocation Benchmarks or other standard that the City requires.

The review will include space utilization charts identifying room usage, room number, existing space square footage and required square footage. Rooms or spaces will be categorized as “Inadequate” or “Meets/Exceeds”. BV will identify and make recommendations for re-utilization of space through reconfiguration of spaces of addition of adjacent portable offices of new structures.

OPTION - Preventive Maintenance Plan (PMP)
BV will prepare a preventive maintenance plan based on the following standards:
• RS Means maintenance routines
• Original Equipment Manufacturer (OEM) recommended maintenance • Applicable National Standards
• Industry best practices
The intent of the preventive maintenance plan (PMP) will be to identify required procedures and inspections required to maintain facilities systems in safe, reliable and efficient condition. Maintenance procedures will be supplied for main components of each major building system. The PMP will be delivered in a database or spreadsheet format and is intended to be uploaded to a CMMS or work order management system. The following is meant to establish detail of the deliverable that BV will provide in the Preventive Maintenance Plan.

Maintenance procedures will include:
• Safety points
• Tools required
• Estimated time to complete maintenance
• Step-by-step procedure to complete maintenance work order The deliverable for this phase of the project will include a narrative introduction, a table for each building with equipment, recommended preventive maintenance routines, frequencies and time requirements.

BV will develop an export of the data customized for upload into the selected Maintenance Management software system
The preventive maintenance plan will be prepared following completion of field data collection and final entries into the database.

Report Deliverables
BV will provide a report including a description of each of the building components and systems as described in the approach sections above. Each report is organized by building system and will include digital photos of major systems and components and of all deficiencies identified. Reports will include current and anticipated repairs and deficiencies, recommended repair and component life-cycle replacements, and applicable options for repair or maintenance of building components.

The Capital Needs analysis will include a cost database sorted by building system and ranked by priority for repair.

The format of the database will allow for reporting by building, by system, or by priority for repair, and a year-byyear analysis of capital needs.

BV will provide the following reports depending on the size of the buildings or site:
• Building Condition Report – Standard: Each report will be generally organized by building system and will include an analysis of all building systems and components. Each report will include color digital photos of all major systems and components and will include photos of all deficiencies identified. These deficiencies will be summarized in a capital needs analysis table included throughout each report. • Building Condition Report – Abridged: For buildings less than 5,000 SF the report format in comparison with the standard will be abbreviated due to the fact that there are fewer major systems and conditions to observe and report on.
• Group Building Condition Report: This report format is for sites with multiple buildings. An overall report will represent the multiple building site, with individual building assessments contained within.

In addition to the hardcopy ‘campus’ report, the data collection/capital planning software allows individual building data reports to be generated.

The Capital Needs analysis will include a cost database sorted by building system and ranked by priority for repair.

The format of the database will allow for reporting by building, by system, or by priority for repair, and a year-byyear analysis of capital needs.

Facility Condition Index
A Facility Condition Index will be calculated for each building. This index will be a function of required repairs compared to building replacement costs. The Facility Condition Index will be generated from the data collection/capital planning database and will be updated as components age or are replaced.

Capital Plan
Reports will reflect a 10 or 20 year capital plan based on BV’s 20-year building system evaluation. The analysis will include a cost table sorted by building and system and ranked by priority for repair. Tables will allow for the customization of reporting and a year-by-year capital needs analysis. The report will include:
• Components observed that are exhibiting deferred maintenance issues and estimates for immediate and capital repair costs based on observed conditions, available maintenance history and industry-standard useful life estimates. If applicable, this analysis will include the review of any available documents pertaining to capital improvements completed within the last five-year periods, or currently under contract.

BV shall also inquire about available maintenance records and procedures and interview current available on-site maintenance staff.
• Recommended schedule for replacement or repairs (schedule of priorities). • Digital photographs for the buildings including photos of deficiencies. • General description of the property and improvements and comment generally on observed conditions. • Critical repairs and life safety issues separately from repairs anticipated over the term of the analysis. • Facility Condition Index (FCI) number for the building.

BV will submit draft reports electronically via PDF format and once approved and finalized, a program summary report is provided to include a roll-up of all prioritized capital needs across all facilities. All electronic copies of the report will include all text, deficiency tables, digital photos, and supporting documentation and report appendices. 153814.22A p. 10
8/31/2022
Program-wide Report
In addition to each building report, BV will develop a Program-wide Report that includes a ranked system-wide Capital Plan for all facilities with programmatic conclusions and recommendations. The Program Report includes a brief narrative description of each facility/building component and system, and discusses the current, anticipated repairs, deficiencies, and of all buildings assessed. The Program Report analyses will include tables sorted by building system and ranked by priority for repair. The format of the tables will allow for the several perspectives of reporting by FCI, building, system, or priority for repair, and a year-by-year analysis of capital needs.
