INTRODUCTION
CUDAHY HISTORY
Named for its founder, meat-packing baron Michael Cudahy, who purchased the land known as Rancho San Antonio in 1908 for development. Cudahy began as an agricultural ranch in the late 1800's. Curiously enough, the land was divided into long and narrow lots which were referred to as "Cudahy Acres," and were marketed as small ranches. The concept captured the interest of people form the Midwest which captivated them with the idea of owning their won farmland. These farmers became Cudahy's care settlers in the mid 1920's.
As industrial development grew in neighboring communities, Cudahy provided residential sites and commercial services to workers.
Cudahy is relatively a young city, having been incorporated on November 10, 1960. Located in the Southeast Los Angeles next to the LA River and 710 Freeway, Cudahy is both a small city and part of a large metropolis. Although it has gone several facelifts over the decades, it is still middle America, a blue-collar city with a small-town feel. It boasts a unique name and a colorful only-in- California history.

THEE CIP PROCESS
The Capital Improvement Program (CIP)
The City's Capital Improvement Program (CIP) 2022-2027 is the roadmap the City of Cudahy will use to execute and manage its capital and infrastructure assets for next five Fiscal Years (FY).
A Capital Improvement Program (CIP) contains all the individual capital projects, equipment purchases, and major studies for a local government, in conjunction with construction and completion schedules, and in consort with financing plans. The plan provides a working blueprint for sustaining and improving the community's infrastructure. It coordinates strategic planning, financial capacity, and physical development. A CIP stands at the epicenter of a government's Planning, Public Works, and Finance departments.
The CIP is a working document and should be reviewed and updated annually to reflect changing community needs, priorities, and funding opportunities to ensure that the infrastructure exists to advance the community's strategic and long-term goals and objectives.
A CIP has two parts - a capital budget and a capital program. The capital budget is the upcoming year's spending plan for capital items. The capital program is a plan for capital expenditures that extends typically five to ten years beyond the capital budget.
Use of the Capital Improvement Program (CIP)
The Capital Improvement Program is primarily used by local government officials to create a long-term plan for capital improvement projects. It is critically important and one of the major responsibilities for a government entity.
Capital improvement planning helps bridge the gap between the planning process and the budget process. It helps community leaders make good planning choices for the future based on their specific goals and resources.

THE CIP PROCESS
Elements of a Capital Improvement Program (CIP)
Capital improvement programs differ between private companies and public organizations, and each local government will have its own unique needs it should detail in its CIP. Each city or state may have specific requirements.
In general, a Capital Improvement Program (CIP) will include the following elements:
• Detailed project description and justification
• Estimated Overall Cost of Each Project
• Estimated Operational & Maintenance Cost for Each Project • Estimated Project Timelines
• Useful Life of Each Project
• Funding Sources
• Project Prioritization
Benefits of a Capital Improvement Program (CIP)
A complete, properly developed CIP delivers the following benefits:
• Synchronizes capital and operating budgets
• Systematically evaluates competing demands for resources based on a prioritization matrix reflecting the entity's long-term goals and objectives
• Identifies, prioritizes, and optimizes the financing of capital projects • Pay-Go
• Federal and State grants
• Debt financing
• Links strategic and comprehensive plans with fiscal capacity • Informs the public about the government's investment in infrastructure Features of a Capital Improvement Program (CIP)
The CIP typically includes the following information:
• A listing of the capital projects, equipment, and major studies • A ranking of projects
• A financing plan
CUDAHY FIVE-YEAR CAPITAL IMPROVEMENT PROGRAM (CIP) - FISCAL YEARS 22/23-26/27 OPEN MINDS. OPEN DOORS Public Works Department - Engineering Division
THE CIP PROCESS
• A timetable for the construction or completion of the project • A project justification
• A classification, itemization and explanation for the project expenditures Capital Improvement Program (CIP) Development
Governments typically follow the following steps when developing a CIP:
Step 1. Organizing the Capital Improvement Plan
CIP Governance - The process begins with deciding to prepare a CIP and Capital budget and designating a lead department, usually the Public Works Department. Although the budget or finance office is involved in the process typically the public works department takes the lead because they have excellent multi-year programs that strategically examine capital projects. As a minimum, the lead department usually includes the major departments with capital facilities - e.g., public works for capital facilities, and parks and recreation for park facilities
Develop Process, Forms, Criteria, and a Schedule - The next step in preparing the CIP is to develop:
• A CIP budget calendar detailing milestones and dates for the CIP process • Specific forms detailing project proposals
• A prioritization and decision-making matrix for evaluating and selecting capital projects Citizen and Stakeholder Involvement - The CIP budget calendar typically includes the process to involve other city departments and important stakeholders (other capital facilities providers in the area.
Step 2. Identify Projects and Funding Options
We often identify projects from the individual infrastructure systems' "capital needs studies." However, in many jurisdictions, neither capital needs studies nor comprehensive infrastructure inventories and condition assessments exist. Nevertheless, it is still possible to put together an effective CIP without them through effective development of the project request forms. The project request forms should designate the funding source(s) available for the project.
Selecting the Projects After the project proposals have been submitted, the CIP department lead evaluates and prioritizes each project, without regard to the funds available. Then, finance staff forecast the amount of un- CUDAHY FIVE-YEAR CAPITAL IMPROVEMENT PROGRAM (CIP) - FISCAL YEARS 22/23-26/27 OPEN MINDS. OPEN DOORS

THE CIP PROCESS
earmarked money available. Projects competing for general funds, that is, un-earmarked money, are re- prioritized based upon the available funds.
The projects are next divided into priority groups — i.e., those which are urgent and for which efforts should be made to find funding; those which should be completed as funds become available, and so on. Projects with existing funding, from enterprise funds, should also be evaluated. The next step is to actually decide on what will be funded.
Step 3. Prepare and Recommend a Capital Plan and Budget The selected projects, plans, timelines, and financing summaries are then compiled and presented for approval to the elected officials. Modern visualization technology helps when presenting this complex, three-dimensional capital improvement plan, with all of its individual capital projects, studies and equipment purchases, in an understandable and user-friendly manner. The governing body may conduct hearings, workshops, and other outreach efforts to insure all stakeholders and interested parties can provide feedback.
Performance indicators and project development milestones should be developed for the recommended capital plan for subsequent reporting purposes. Project management and performance indicator systems are important capital budget implementation tools.
Step 4. Adoption of the Capital Budget
The CIP's first year becomes the Capital Budget. There are three ways that the projects in the capital budget can be approved:
• Adopt an annual capital budget: This method funds projects only a year at a time with the funds needed for the project for that year.
• Adopt the capital budget with the entire amount for every project approved in that fiscal year, regardless of whether it will be spent that year: In addition, carryover funds for capital projects from one year are usually put into the next year's budget and approved again by the elected officials. • Approve a bond financing and authorizing the projects).
Importance of the Capital Improvement Program (CIP)
The Capital Improvement Program (CIP) is a planning and management tool used by local government officials to create a 5-year plan for capital improvements. It is critically important and one of the major responsibilities for a government entity.

THE CIP PROCESS
• The CIP helps a community anticipate needs rather than just reacting to problems in the moment. • Planning ahead provides time for leaders to get the necessary resources in place gradually, as opposed to all at once.
• A CIP provides the proper preparation necessary to determine the most economical means of financing a project.
• When prepared collectively, the CIP helps increase "buy-in" among officials and employees, and helps citizens understand its importance.
• The CIP puts the community in position to quickly take advantage of federal or state grant programs and opportunities.
The CIP is a working document and should be reviewed and updated annually to reflect changing community needs, priorities, and funding opportunities to ensure that the infrastructure exists to advance the community's strategic and long-term goals and objectives.

Justification
Existing Cudahy bus stops citywide are old and deteriorated and in several other locations marked as bus stop locations, there are no bus shelters and/ or bus stop infrastructure. Great bus stops are comfortable places to wait, surrounded by safe and accessible walking conditions — and they are important drivers of bus ridership and customer satisfaction. Great bus stops result from collaboration; careful design and placement; and continuous funding, maintenance, and improvement. Bus stop infrastructure ranges from a simple pole and sign, to a rudimentary shelter, to sophisticated structures. Greater utilization of public transport services over personal vehicle use is one of the best ways on how to reduce emissions and helps to save the nvironment. In addition, better bus stops Infrastructure improves the safety of people using public transportation.

Traffic Signal Improvements at Salt Lake Ave and Santa Ana St intersection per City of Cudahy Local Road Safety Plan (LRSP) recommendations.
Justification
The LRSP analyzes crash data on an aggregate basis as well as at specific locations to identify high-crash locations, high-risk locations, as well as citywide trends and patterns. The analysis of crash history throughout the City's transportation network allows for opportunities to improve traffic safety at problematic intersections like Salt Lake Avenue and Santa Ana St. This intersection is one of the most conflicting intersections in the city due to several factors which include street configuration, high traffic volume at peak hours, traffic delays due to the proximity of the railroad tracks and everyday train operations That significantly affect the traffic flow within the area. In addition, existing Industrial developments in the west side of the city brings a significant truck traffic volume to the intersection. Further, Santa Ana St is one of the few East-West arterials that connect to our neighbor cities of South Gate and Huntington Park.

Description Total Project Cost: S113,200
Pedestrian traffic afety improvement Project per City of Cudahy Local Road Safety Plan (LRSP) recommendations.
Justification
Speeding is not only a common problem in Cudahy, but also a challenge due to drivers' behaviors and lack of respect to posted speed limits citywide. Recent research suggests that drivers don't naturally choose prudent speeds, and, in fact, they frequently underestimate how fast they're driving by 10% to 30%. The LRSP analyzes crash data on an aggregate basis as well as at specific locations to identify high-crash locations, high- risk locations, as well as citywide trends and patterns. The analysis of crash history throughout the City's transportation network allows for opportunities to: Identify factors in the transportation network that inhibit safety for all roadway users, Improve safety at specific high-crash locations, reduce serious injury and fatal collisions, and develop safety measures using the four E's of safety: Engineering, Enforcement, Education, and Emergency Response to encourage safer driver behavior and better severity outcomes. With the implementation of this project the City continues its safety efforts by identifying areas of emphasis and systemic recommendations to enhance safety. The City's vision is to enhance the transportation network and reduce traffic fatalities and serious injury related crashes. The City is planning to adopt a Vision Zero goal to eliminate traffic deaths by 2050. The implementation of this goal will be led by key City departments.

Justification
With power outages being more common in Los Angeles Metropolitan Area its important to plan accordingly to keep always running our traffic signals Citywide, especially along Atlantic Avenue, the city's main arterial. Caused by natural causes, human error, or overload; power outages are on the rise in California. Any interruption in the supply of electricity to our traffic signals can cause not only a traffic chaos but unsafe traffic conditions. Although drivers are supposed to stop and go under these circumstances, usually cars don't stop and unfortunately events like this highly increase the risk of car and pedestrian accidents. In response to this, Cudahy has installed battery back-up (UPS) systems along Atlantic Avenue.

nd the installation of traffic calming measure devices
Justification
The Clara Bridge is probably one of the most important infrastructure assets in the city. Although the Clara Bridge was built back in the 1950's it is structurally sound per Caltrans annual reports received by the City. In addition, the Clara Bridge connects Cudahy with the City of Bell Gardens and the East side of the Gateway region.
The surroundings to the Bridge include the Los Angeles River and the 710 Freeway which lack of lighting; therefore, there is an immediate need to provide proper lighting for vehicles and pedestrians to the Clara Bridge area. By installing the proposed LED Lighting at the Bridge, the City will enhance safety within the East city limits. In addition, high visibility striping and traffic striping reconfiguration at the bridge will significantly improve the safety of pedestrians, bikers, and vehicles and will discourage speeding within the area (speed signs and other traffic calming measures will be installed for this purpose.

Description Total Project Cost: $25,000
avement Management System (PMS) 2024 Update. The PMS is the process of planning the maintenance and repair of a network of roadways i rder to optimize pavement conditions over the entire network. The PMS is the tool that City uses to evaluate and maintain the City's road networl in a safe working condition (PCI). PMS Update occurs every (3) years and is a requirement to continue to be eligible to receive Prop C monies.
Justification
The City of Cudahy is responsible for the repair and maintenance of approximately 13.11 centerline miles of streets of which 5.07 miles are arterials, 3.96 miles are collectors, and 4.08 miles are residential/local streets. Streets or pavements are one of the City's most valuable assets, and the replacement value is estimated to be approximately $19.01 million. The pavement condition index, or PCI, is a measurement of pavement grade or condition and ranges from 0 to 100. A newly constructed street will have a PCI of 100, while a failed street will have a PCI of 25 or less. The pavement condition is primarily affected by the climate, traffic loads and volumes, construction materials and age.
The City's average weighted (by area)3 PCI is 70 and this is considered to be a "Very Good/Good" condition. However, the average PCI does not completely describe the street network. Based on historical data, the network PCI has been maintained in the high 60's to low 70's over the past The City utilized StreetSaver in the 2021 update to be in compliance with the Los Angeles Metro's requirements for having a current pavement management update. The goal of this project is to update the PMS and to remain in compliance in future years. A Pavement Management System is designed to provide objective information and useful data for analysis so that Public Works Department/ City Engineer can make more consistent, cost-effective, and defensible decisions related to the preservation of a pavement network. The City's goal within the following Years is to increase the PCI to the mid 70's index (Very Good/ Good condition).
In order to answer the questions above, the City uses the StreetSaver® pavement management program. StreetSaver® is a program developed by the Metropolitan Transportation Commission (MC) and is the most widely used PMS in California.

The project consists of the preparation of a City Facilities Condition Assessment, Maintenance Plan, and Space Utilization Study. The Project will conduct a thorough assessment of the current condition of all municipal facilities including government buildings, parks and recreation facilities, parking lots and other City's infrastructure. The assessment will concentrate on the maintenance aspect of these facilities and City-owned infrastructure and will identify any existing deficiencies and the costs to repair them and make specific recommendations for repairs both immediate and over a ten-year period. n addition, the qualified firm shall conduct a space utilization study of City Hall and other City facilities to facilitate the maximum beneficial usage of the existing space and organization of the departments and help determine proper space requirements.
Justification
Cudahy does not have a City facilities condition assessment nor a long-range management plan in place. Since their construction, city facilities have not been remodeled and/or upgraded for code compliance. A space utilization study is also required to better accommodate city departments and provide optimum customer service to Cudahy residents.
Currently, the city Hall building hosts several municipal departments, as well as provides meeting locations for City Council meeting, and City boards and commission meetings. Citizen services and development services provided within City Hall include the following: public records request, polling/ voting locations, parking permits, planning services, building permits, public works permits, City code, business licenses and parks and recreation related sport programs and events. Community services and senior services are provided at a different City facility location.
The proposed plan shall include the successful combination of customer service-related items to one location in City Hall, streamlining and optimizing the customer service process for citizens and providing easier access for the public to reach staff. If government functions) are proposed to be moved from City Hall, the plan shall develop alternatives for consideration.
It is important to mention that the Maintenance Plan will be prepared after the City of Cudahy SIEMENS-Efficiency & Renewable Energy Project is completed so all new equipment and improvements will be considered in the proposed Maintenance Plan.

Description Total Project Cost: S44,425
Planning & Engineering Services for the preparation of the City of Cudahy Local Roadway Safety Plan (LRSP Plan). This plan will help the City identify the factors that contribute to local traffic collisions and will better position the City for safety funding from state and federal grant programs, The City of Cudahy Local Road Safety Plan (LRSP) identifies emphasis areas to inform and guide further safety evaluation of the City's transportation network. The emphasis areas include the type of crash, certain locations, and notable relationships between current efforts and crash history. The City's LRSP analyzes crash data on an aggregate basis as well as at specific locations to identify high-crash locations, high-risk locations, and citywide trends and patterns.
Justification
The Cudahy LRSP evaluates the transportation network as well as non-infrastructure programs and policies within the City. Mitigation measures are evaluated using criteria to analyze the safety of road users (drivers, bicyclist, and pedestrians), the interaction of modes, the influences on the roadway network from adjacent municipalities, and the potential benefits of safety countermeasures. Through historical data and trends, proactive identification and safety opportunities can be identified and implemented without relying solely on a reaction and response to crashes as they occur As cities across the country have implemented LRSPs and systemically addressed the conditions leading to fatal and severe-injury crashes, the Federal Highway Administration (FHWA) has found that LRSPs effectively improve safety, LRSPs provide a locally developed and customized roadmap to directly address the most common safety challenges in the given jurisdiction. This project's vision, goals, and objectives have been established to reflect comments and suggestions by Cudahy staff, various stakeholders identified by City staff, and a review of existing plans/policies in the area.
The City is planning to adopt a Vision Zero goal to eliminate traffic deaths by 2050. The implementation of this goal will be led by key City departments. While the identified improvements in this report will be helpful in working toward achieving Vision Zero, improvements in driver education and a culture shift towards roadway safety will be necessary.
The primary goal for the City of Cudahy and their safety partners is to provide safe, sustainable, and efficient mobility choices for their residents and visitors. Through the development and implementation of this LRSP, the City will continue its collaboration with safety partners to identify and discuss safety issues within the community.

2023 Engineering & Traffic Survey Update - Update every 7 years.
The City of Cudahy Engineering and Traffic Survey is an engineering study of the prevailing speeds and a review the traffic conditions of the roadway which is completed every 5-7 years for streets greater than 40' in width, regardless of the street's classification. A typical Engineering and Traffic Survey (E&TS) includes also a detailed analysis of the Average Daily Traffic Volume in all major arterials in the city. Traffic surveys are carried out to know the type of traffic, the facilities for traffic regulations, and to design a proper drainage system. To determine the facilities required for traffic control for efficient traffic movement.
Justification
limits are established by an E&TS, by considering the following:
I) Prevailing speeds (or 85th percentile speeds).
2) Collision History
3) Highway, traffic, and roadside conditions not readily apparent to the driver.
Other factors that may be considered while developing E&TS are, business or residential density, pedestrian and bicyclist safety.

est Santa Ana Brancho (WSAB) City of Cudahy Strategic Vision Implementation Plan will focus on the effects that proposed two train static cated within North and South City boundaries) will have in the City. While the plan will focus on Cudahy, it will also build upon the rece station planning efforts by Huntington Park and South Gate. The plans will include a mobility study, stakeholder engagement plan, infrastructure analysis, market analysis, and equity study.
Justification
The City of Cudahy was not involved in the preparation of WAB Strategic Vision Implementation Plans for the Cities of South Gate and Huntington Park WAB Stations. Special attention should be paid to ensure non-motorized access to enhance connectivity between the South Gate station and the residential neighborhoods in Cudahy. It also needs to consider pedestrian connectivity to the City of Cudahy's proposed entertainment district as well as potential light industrial, office and flex uses that can be located northwest of the station. This requires consideration of pedestrian, bicycle and vehicular access at the Atlantic/Patata intersection. It must also consider freight rail and truck traffic that will impact the City of Cudahy. The City of Cudahy will also look at the provision of adequate parking, with a need to balance local and Metro/commuter goals and objectives.
For the Florence/Salt Lake Station to be located within a predominantly residential neighborhood. It will be important to enhance and create a neighborhood transportation system that can support ridership as well as quality of life objectives. For Cudahy, this will also need to include measures to protect existing residential neighborhoods and include planning-to-stay principles to reduce risk of displacement and ensure that current residents can benefit from the WAB line and station. At the same time, Cudahy will build upon the recent planning efforts developed in the Huntington Park Florence/Salt Lake Station Area Plan. Cudahy participated in this effort and plans to use this document as a base for this plan.
The City of Cudahy plans to prepare two Transit Oriented Community Station Area Plan reports. While the reports will focus on the City of Cudahy, it will also build upon the recent station planning efforts by Huntington Park/Cudahy/Maywood/Bell (Florence/Salt Lake) and South Gate Expenditures 2023 2024 2025 2026 2027 Total

Cudahy Citywide Sign Retroflectivity Testing and Inventory Project. Testing of all regulatory and warning signs as well as post mounted street name signs and overhead street name signs.
Building of Sign Inventory: Field Data Collection crew will physically visit each sign, test it for retroreflectivity with a Road Vista handheld retroreflectometer. Data will be reviewed by our Data Analyst and our Project Manager will draft a report of findings and arrange the transfer of data to database of City's choosing, Report will include the executive summary and inventory analysis as well as all related files.
Justification
The Federal Highway Administration (FHWA) established requirements for assessing all traffic signs to meet minimum levels of retroreflectivity and legibility. California Department of Transportation (CalTrans) has adopted these requirements published in the 2014 California Manual on Uniform Traffic Control Devices, Revision 6 (CA MUTCD).
The City of Cudahy consulted Safety Network Traffic Signs, Inc. of Fresno, California, to conduct a sample test of the traffic signs inventory and also assess each sign for retroreflectivity, legibility, and guidance to replace deficient signs. This process involved field assessments, ascertained by physically visiting every individual sign. The field assessment was followed by the office analyst reviewing all data collected. The sign inventory test sample was completed in May 2022.
The free sample was conducted in two locations: all regulatory signs, warning signs, guide signs, and street name signs. The first sample area is around the Live Oak Street and Bear Avenue intersection, and the second is around the corner of S Atlantic Avenue and Elizabeth Street. The entire test sample inventory of retroreflective, sheet aluminum traffic signs in the City of Cudahy consists of 40 signs.
After assessing each sign, 18 signs (45% of the entire sample inventory) are deficient and need replacements. Out of this total of 18 deficient signs, 13 signs failed for retroreflectivity, which is the highest level of deficiency. The other five deficient signs didn't meet the minimum requirements for sign conditions due to physical damages like sheeting and substrate damage. The sample test also revealed three missing All-Way plaques that must exist with the STOP signs in all-way stop intersections.
Based on the above findings it is recommended that the City of Cudahy conduct a Citywide comprehensive test of the traffic signs inventory and also assess each sign for retroreflectivity, legibility, and guidance to replace deficient signs.

Description Total Project Cost: S6,500,000
Efficiency & Renewable Energy Project in Cudahy City Facilities per Siemens Investment Grade Audit (IGA) Study. The project includes roof and HVAC units replacement at city facilities, installation of solar panels & generators, energy efficiency improvements at all city buildings, construction of vehicle charging stations for electric vehicles at City Hall and Clara Park and Street Lighting LED Transition Plan for City-owned streetlights. •Install new Power Smith transformers to replace old inefficient transformers located at the City Hall and Bedwell Hall.
Justification
In an effort to address rising energy and operation costs by upgrading existing City facilities, The City worked with Siemens to conduct an Investment Grade Audit (IGA) that identified energy saving infrastructure improvements on city facilities.
Energy saving facility improvement projects were identified through thorough on-site facility inspections to identify and evaluate Facility Improvement Measures (FIMs) opportunities that would provide energy, maintenance, or other cost savings. The projected savings for each FIM was quantified using computer simulation models and spreadsheet calculations. The input data was derived from site visits, interviews with City administration and staff, electric power and related measurements, data logging and observation of the operation of existing equipment and occupancy patterns, engineering drawings, and utility billing data.
The analysis included assessing the existing HVAC, building lighting, mechanical automation, street and outdoor lighting, as well as solar powered infrastructure. Based off these recommendations identified in the IGA, City staff recommended the following facility improvement projects to be included in the scope of work: Upgrade interior and exterior lighting to LED at all City facilities; upgrade City owned Street lighting to LED; Install Solar PV systems for recommended city facilities; Replace existing roofs at recommended city facilities; Replace all existing package units and split systems to new high efficiency systems; Install new Power Smith transformers to replace old inefficient transformers located at the City Hall and Bedwell Hall.

Budget Impact/Other
Project has been budgeted in the City's Budget using Non-General Funds.
Total project costs are not to exceed $6.5 million, of which approximately $6.3 million will be through Siemens, with approximately $200.000 tc be utilized by City contractors for specific components of the project. A total of $5.1 million will be financed through tax exempt lease financing over 15 years at an interest rate of 4.25% for total principal and interest payments of $7,214,490. The total of the annual debt payments do not exceed the anticipated cost recovery. Approximately $1.4 million of (one-time) reimbursed ARPA funds will be used to cover the difference between the total project cost and total amount financed. The City's costs to repay Siemens over the 15-year period will come from energy savings, guaranteed by Siemens, and capital cost. The City will save the cash flow that would have been needed if the City completed these deferred maintenance projects out of the budget.

Justification
All our city facilities need major rehabilitation. Since their construction city buildings have not been remodeled and/ or upgraded to comply with code standards. Deferred maintenance has been an ongoing issue in all our city facilities. Generally, a policy of continued deferred maintenance may result in higher costs, asset failure, and in some cases, health and safety implications. In order to avoid these, the city is working with a consultant to prepare a Facilities Condition Assessment and Maintenance Plan. The challenge is to look for special funds that can pay for these improvements. ADA Improvements within City Facilities for ADA code compliance (includes ADA restrooms compliance, ADA ramps access to buildings, and path of travel improvements, striping and signs).
Justification
ADA Compliance is essential for any public agency. For this purpose, the City of Cudahy has prepared an American with Disabilities Act (ADA) Transition Plan. The Transition Plan includes reports identifying the extent of construction-related and potential barriers in the City's programs, services, activities and special sponsored events. The reports have identified barriers or potential barriers in accordance with applicable Federal and State accessibility standards and regulations. In order to successfully implement the recommendations included in the ADA Transition Plan and complete the project activities in a timely manner, this project is included in the CIP Program, Public Works Department will work closely and collaboratively with the City Manager Office and other City Departments to successfully implement the City of Cudahy ADA Transition Plan in city facilities..
The challenge is to look for special funds that can pay for these improvements. Since these are city owned building and facilities, funding sources for this type of projects are limited.

Project Name City's Maintenance Yard Expansion Project Category City Facilities Account No. Strategic Plan Goal E Priority 1
Status Future
Description Total Project Cost: $2,000,000
The project consists of a building addition to the south of the existing city yard building and employee parking lot relocation to the west, 7,320 Sf and 3,150 SF, respectively. This includes upgrade bay doors, install security cameras, add exterior lighting, and roof and ceiling upgrades to the existing building; new fencing, gates, construction of a secured area to store tools and equipment, offices and recreation room reconfiguration, restroom uperades, plumbing, lighting, flooring, painting and other miscellaneous items to complete the project.
Justification
The existing city yard located at 7810 Otis Avenue, inside Lugo Park Facilities has exceeded its capacity due to the city's fleet growth within the last years and amount of equipment and tools used by the Public Works Department to maintain our city streets and city facilities in a safe working condition. Due to the nature of the Public Works Department role in maintenance and construction activities more equipment is needed to properly perform these activities. For example, in the street maintenance division, the Public Works Department is in the process of purchasing construction equipment for street maintenance and more space is needed to safely store the new equipment. This includes the acquisition of new equipment such as a skidder (and attachments for grinding, paving & sweeping work), drum compactor, asphalt/ concrete sawcut, concrete mixer, 2-F350 trucks, flatbed trailer and other miscellaneous equipment, technologies and materials.
Security is another issue that city staff has been facing lately. In the last years, at least 2 times, transients have trespassed to the facility and in some other events, the sheriffs have responded to several calls when homeless people have tried to access the building, Small equipment and car batteries have been stolen as a result of these incidents. A surveillance system is required to avoid these incidents in the future. In addition, new offices, recreation room and training room is needed for employees training.
In preparation for this, the city is working with a consultant to prepare a Space Utilization Study that will include all space needs by department..
The challenge is to look for special funds that can pay for these improvements. Since these are city owned building and facilities, funding sources for this type of projects are limited.

Project Name Cudahy Dog Park Project Category City Facilities Account No. Strategic Plan Goal E Priority 5
Status Future
Description Total Project Cost: $2,500,000
Construction of a dog park for small and big species (project includes land acquisition or long term lease, design, construction, and park amenities).
Justification
The City is currently categorized as a park poor community. Regarding parks, the 2016 Los Angeles County Park Need Assessment designated Cudahy as a very high need city. To address the lack of green space in Cudahy, the City needs to strategically identify opportunities to activate city wide unutilized and underutilized vacant lots. A priority is developing a Cudahy Dog Park. A dog park would provide a new service for Cudahy residents as well as provide a public space that community members can congregate. Dog parks are also fairly scarce in the Southeast Los Angeles area. Therefore, this project would have regional benefits.
The challenge is to look for special funds that can pay for these improvements. Since these are city owned building and facilities, funding sources for this type of projects are limited.

Useful Life 20 years
Project Name Cudahy Los Angeles River Area Improvement Project Category Art and Beautification Account No. 235-7125-6720 Strategic Plan Goal A and Goal E Priority 1 Status Active
Description Total Project Cost: $4,874,304
Beautification project includes four site improvements, focusing around the City's portion of the Los Angeles River. The project beautifies and improves public spaces, deters littering by developing unused lots, and increase access to the LA bike path. The four public spaces are: LA River Bike Path, Cudahy River Park, Clara Bridge Slopes, and Otis Avenue Pocket Park.
I) LA River Bikepath: Bikepath restriping, installing permeable pavers, benches, trash bins along river, upgrading fencing, pedestrian lighting, landscaping, irrigation system, entrances beautification, murals. 2) Cudahy River Park: Landscape improvements to a dilapidated park across River main entrance. Bike path accessibility improvements including pathway rehabilitation, biking amenities, landscaping, lighting, irrigation system. 3) Clara Bridge Slopes: Construct terrace gardens, LA River way finders, fencing upgrades, landscaping bridge slopes to deter littering, and create interest points toward river.
4) Otis Avenue Pocket Park: Converting an undeveloped lot across a school into a pocket park. Landscaping, irrigation, pedestrian pathway, irrigation, mounting murals and public art, trash bins.
Justification
The Los Angeles River bikepath is a focal site for Cudahy and a key point in the Lower Los Angeles River Revitalization Plan (LLAR). It is a bike and pedestrian path for the City, and a potential catalyst to encourage green spaces, public art, and unify the City via community gardens, HUB for events. However, the River bikepath and adjacent areas are underutilized, and instead attract litter, graffiti, and unwanted activity. The infrastructure improvement and beautification project will revitalize the LA river, upgrading the bikepath, creating mural spaces, public art, and point of attractions like gateway entrances, benches, and attractive fencing and landscaping, Moreover, the Bridge Slopes and Cudahy River Park are adjacent to the River, and therefore their improvements will increase bike accessibility, increase green space, and deter litter by providing attractive landscaping areas. The Otis Pocket Park will convert an undeveloped lot into a park centered around public art.

Description Total Project Cost: S200,000
The project entails the installation of new City Monument Signs at City entries and other locations.
Justification
The City currently does not have any monuments or city placements that identify our community. This project would address this need as well as serve as a city wide beautification project that promotes a City brand, instills community pride, and establishes an identity. Developing the Cudahy brand as well as establishing a visual identity to the City are both strategies that were identified in Goal F of the City's 2022-2026 Strategic Plan, Communication and Outreach. This project would help meet those goals by establishing landmarks throughout the City residents and the community can identify.
