CUDAHY CITY COUNCIL SPECIAL MEETING and
CITY OF CUDAHY AS SUCCESSOR AGENCY and
HOUSING SUCCESSOR AGENCY TO THE CUDAHY
DEVELOPMENT COMMISSION JOINT MEETING
May 13, 2023 9:00 A.M.
1. CALL TO ORDER
Mayor / Chair Lomelí called the meeting to order at 9:17 a.m.
2. ROLL CALL
PRESENT: Council / Agency Member Cynthia Gonzalez
Council / Agency Member Martin Fuentes (arrived at 10:15 a.m.) Council / Agency Member Elizabeth Alcantar
Vice Mayor / Vice Chair Jose R. Gonzalez (arrived at 9:26 a.m.) Mayor / Chair Daisy Lomelí
ABSENT: None
ALSO PRESENT: City Manager, Alfonso Noyola, City Attorney, Stephanie Arechiga, City Clerk, Richard Iglesias, Assistant City Clerk, Estefania Zamora, Finance Director, Joshua Calhoun, Administrative Services Director, Brenda Rodriguez, Community Development Director, Juan Arauz, Management Analyst, Andres Rangel, and Human Resources
Manager, Noel Barrajas.

4. BUSINESS SESSION
A. City Council Strategic Plan Progress Update and Team Building
1. Progress Update on Strategic Plan 2022-26 Goals and Accomplishments.
2. Discussion of any and all recommendations for updates to the Strategic Plan.
3. City Attorney Overview: Brown Act, Conflict of Interest, City Manager form of government.
4. Team Building.
At 11:33 a.m., Mayor Lomelí recused herself from the meeting.
At 12:21 p.m., Vice Mayor Gonzalez called for a recess.
At 12:30 p.m., Vice Mayor Gonzalez reconvened the meeting.

At 2:36 p.m., Council Member C. Gonzalez recused herself from the meeting.
At 2:50 p.m., Mayor Lomelí called for a recess.
At 3:03 p.m., Mayor Lomelí reconvened the meeting.
At 3:27 p.m., Council Member C. Gonzalez returned to the meeting.
NO MOTION – PRESENTATION/DISCUSSION ONLY
Direction was given to continue items 4A1 and 4A2 on June 1st.
5. ADJOURNMENT
The City Council / Agency meeting adjourned at 4:48 p.m.
