City Council/Community Budget Participation
Types of Reserves
BUDGETING CONCEPTS
4 Key Budgetary Differences between Government and Private Legal structure – Citizen-elected representation (not ownership) Political process – City Council members elected to provide direction and prioritization of services, capital projects and revenue sources Lack of profit motive
Government activities - resources driven by budgets
For profit businesses - resources driven by the free market Governments are the provider of services that are not necessarily based on fees for service GFOA recommends that governments adopt rigorous policies, for all operating funds, aimed at achieving and maintaining a structurally balanced budget. The policy should include parameters for achieving and maintaining structural balance where recurring revenues are equal to recurring expenditures in the adopted budget.
5 Financial Budgetary Process
Identifies revenues and how they are used
Demonstrates ability to match up recurring revenues, recurring expenses, reserve amounts
Throughout fiscal year, budget adjustments may be required Role of elected officials is to understand why adjustments were necessary and what steps were taken to avoid having to make these adjustments
6 Budget Process
Projected Revenues
Based on historical, formulas or outsourced projections Anticipated Expenditures
Recurring – Operational (payroll), utilities, programs One-Time – Facility Repairs, one-time events, capital projects Unique features of governmental budgeting
Expenditures may occur in future fiscal years (multi-year projects or delays) Allocated funding source for expenditure carries forward until used for approved project In the event project is cancelled or is completed at a lower cost, excess funds are put back into reserves (unallocated)
7 Budget Overview
Annual exercise to forecast expenditures and revenues Results in formalized document - Municipal Budget
Every city is required by law to approve a balanced budget Finance Department tracks actual revenues and expenditures against the approved budget throughout the year
Budget preparation includes:
Recurring non-discretionary expenses
One-time expenses
Capital project expenses
Discretionary expenses
Projected revenues – multiple sources
May include one-time revenues
The Budget is not just an
accounting document, it is a
management and planning
tool.
8 Operating Budget vs. Capital Improvement Plan
Operating Budget
• The operating budget covers the
day-to-day services provided by
the City, in addition to the cost
to operate and maintain City
infrastructure and other assets,
like parks and buildings
• The City's General Fund covers
most day-to-day City services
Capital Improvement Plan
• Capital projects have to do with
infrastructure and other physical
structures around the City
• Such projects, including their
timing, cost, and funding, are
described in the City’s 5-Year
Capital Improvement Program

14 Timing of Revenues and Expenditures
Even when annual revenues and
expenditures balance out, their
timing during the year does not
always align
Mid-year budget adjustments
can be used in the event
revenues are not tracking as
originally assumed or expenses
are coming in higher than the
original budget adoption
Example: The City has a shortfall
in FY 2025 revenues due to retail
cannabis not starting operations
when planned. Staff has already
addressed the shortfall by cutting
some expenses and will continue
to monitor. Staff will formally

BUDGET APPROVAL PROCESS
16 Budget Approval Considerations
Fiscal Year Budget – Typical California City format
2-Year Budget – Becoming more common
Allows focus on bigger picture fiscal objectives
Timeline
Spring – Develop budget for next fiscal year
May-June – Budget workshops and approval (prior to July 1st start of new FY) January – Mid-year review and modifications
If revenues are lower than anticipated, propose budget cuts, deferral of one-time expenses or delay hiring for unfilled positions
If expenditures are higher, propose one-time transfers from reserves or unrestricted fund balance

Residents/citizens – Input on priorities/service levels City Staff
Develop program objectives, identify services levels, prepare budget requests Prepare a recommended, balanced budget, assess service levels & incorporate elected priorities Proposes budget modifications throughout the year
City Council
Set policy guidelines, establish priorities
Receiving and reviewing the Proposed Annual Budget
Adopting the Annual Budget after consideration of public input, research, and policy priorities Accepting or rejecting proposed budget modifications throughout the year Providing policy direction for the governance of City operations through legislative actions
20 Budget Preparation
Government Accounting uses “Funds” which are a self-balancing set of accounts Complex organizations may have multiple budgets for different enterprise operations Revenues, Expenditures and Fund Balance
Revenues are defined as income received by the local agency (accrual basis) Expenditures are amounts paid for goods and services, including payments for debt retirement and capital outlays Fund Balance will be different than cash balance (cash vs. accrual)

24 Overview of Reserves and Considerations for Setting Appropriate Reserve Levels
Reserves help governments manage risks by making resources available for unplanned, unavoidable expenditures and revenue interruptions
Healthy reserves represent disciplined cash management practices Viewed as a credit positive when issuing bonds
Common Types of Reserves: Operating; Capital; Emergency Other reserves can be legally restricted – established for debt compliance or specific fees Considerations for setting appropriate reserve levels include:
Revenue volatility – what is the City’s revenue volatility within a budgeted fiscal year Risks related to unforeseen events or emergencies
Credit rating objectives – unrestricted cash reserves are a key consideration in establishing a bond rating Other potential impacts on reserves, when applicable:
Bond requirements – bond covenants to establish reserves, typically funded at the closing of a bond financing Insurance reserves – reserves established because of insurance requirements
25 Common Types of Reserves
Operating Reserves
• Lifeblood for cash flow management
• Ensure continuity of service during economic shortfalls • Often calculated based on expected monthly cash flows Capital Reserves
• Preserve financial longevity and are established to fund future infrastructure, upcoming projects or new equipment (Capital Expenditure Reserve)
• When calculating targets, City might consider a five-year average of capital expenditures, a percentage of capital assets, or a flat dollar amount based on planned future projects Emergency Reserves
• Prepare for the unexpected and can target a set amount or fixed percentage of revenues or expenses (Economic Uncertainty Reserve)
• Emergency reserves helped many agencies preserve stability when there were major revenue losses during and after COVID-19 (Operational Reserve)
26 Budget Laws and Best Practices
In addition to the City-specific policies, several state and federal codes and laws govern the preparation, adoption, and management of city budgets. These include constitutional amendments, statutes and regulatory frameworks. California Government Code
Provides general laws on how local governments, including cities, should prepare and adopt their budgets. It outlines the processes for public hearings, budget adoption timelines, and requirements for budget publication. GANN Limit (Article XIII B of the California Constitution) Enacted in 1979 through Proposition 4, the GANN Limit, named after Paul Gann, restricts the amount of revenue that California state and local governments can spend. It essentially sets a spending ceiling based on the prior year's expenditures adjusted for changes in cost of living, population, and other factors.
Government Finance Officers Association
The GFOA provides best practices and guidelines on various aspects of government finance, including budgeting, financial reporting, capital planning and debt management. These guidelines help ensure that financial operations are conducted ethically, legally and efficiently. Proposition 218 (The Right to Vote on Taxes Act)
Passed in 1996, this constitutional amendment enhances taxpayer rights and requires voter approval for new or increased general taxes, assessments, and certain user fees. It emphasizes transparency and accountability in local government fiscal management. Proposition 13
A significant property tax reform measure passed in 1978, it caps the annual increase of real property taxes to no more than 2% per year until the property is sold. It also requires a two-thirds majority vote in the Legislature for California state taxes and a two-thirds vote requirement for local taxes designated for specific projects or programs.
The Brown Act (California Government Code Sections 54950-54963) This act requires open meetings for local legislative bodies, ensuring that deliberations and actions, including those related to budgeting, are conducted openly.

Project Name Cudahy Los Angeles River Area Improvement Project Total Project Cost $4,874,304 Department Public Works
Type Improvement Category Art and Beautification
Priority 1 Status Active
Useful Life 20 years Strategic Plan Goal A and Goal E
Description
Beautification project includes four site improvements, focusing around the City’s portion of the Los Angeles River. The project beautifies and improves public spaces, deters littering by developing unused lots, and increase access to the LA bike path.
The four public spaces are: LA River Bike Path, Cudahy River Park, Clara Bridge Slopes, and Otis Avenue Pocket Park. 1) LA River Bikepath: Bikepath restriping, installing permeable pavers, benches, trash bins along river, upgrading fencing, pedestrian lighting, landscaping, irrigation system, entrances beautification, murals. 2) Cudahy River Park: Landscape improvements to a dilapidated park across River main entrance. Bike path accessibility improvements including pathway rehabilitation, biking amenities, landscaping, lighting, irrigation system. 3) Clara Bridge Slopes: Construct terrace gardens, LA River way finders, fencing upgrades, landscaping bridge slopes to deter littering, and create interest points toward river. 4) Otis Avenue Pocket Park: Converting an undeveloped lot across a school into a pocket park. Landscaping, irrigation, pedestrian pathway, irrigation, mounting murals and public art, trash bins.
Justification
The Los Angeles River bikepath is a focal site for Cudahy and a key point in the Lower Los Angeles River Revitalization Plan (LLAR). It is a bike and pedestrian path for the City, and a potential catalyst to encourage green spaces, public art, and unify the City via community gardens, HUB for events. However, the River bikepath and adjacent areas are underutilized, and instead attract litter, graffiti, and unwanted activity. The infrastructure improvement and beautification project will revitalize the LA river, upgrading the bikepath, creating mural spaces, public art, and point of attractions like gateway entrances, benches, and attractive fencing and landscaping. Moreover, the Bridge Slopes and Cudahy River Park are adjacent to the River, and therefore their improvements will increase bike accessibility, increase green space, and deter litter by providing attractive landscaping areas. The Otis Pocket Park will convert an undeveloped lot into a park centered around public art.

The project entails the removal and reconstruction of the existing narrow (nonADA compliant) sidewalk, the removal and reconstruction of wheelchair ramps, add medium to large curb extensions to reduce pedestrian crossing distance while improving crossing angle at existing skewed intersections along Salt Lake Avenue corridor, add pedestrian crosswalks at intersections to increase safety for pedestrians while providing pedestrian access to future WSAB stations. In addition, the project includes the installation of pedestrian lighting, wayfinding signage, traffic striping, installation of benches for pedestrians, planting new trees to create shade canopies for pedestrians as well as other miscellaneous items.
Justification
With the expected pedestrian traffic the project focuses on providing pedestrian access to the West Santa Ana Branch Project (WSAB) upcoming stations to be located just north and south of Cudahy City limits. The first station is to be located at Salt Lake Ave and Florence Ave in the City of Huntington Park and the second station will be located just south of Patata St in the City of South Gate. The proposed project will connect both stations via new concrete sidewalk. Project expected benefits is converting a currently accesible, non-ADA compliant avenue into a new pedestrian sidewalk that would create a pedestrian route for two WSAB stations.

Description
Installation of pedestrian countdown system at traffic intersections citywide (missing locations).
Justification
The pedestrian countdown signals (PCS) treatment involves the display of a numerical countdown that shows how many seconds are left in the flashing DON’T WALK interval. The intention of this treatment is to provide pedestrians with more information on the remaining crossing time. The intent of this project is to reduce the frequency of pedestrian crashes, which tend to be high-profile and very severe. In an effort to increase the safety of pedestrians while crossing the Public Works Department has included this project in the CIP Program. NOTE: Project scope of work to be included in HSIP-11 Project TRE-009.

Description
Citywide Bus Stop Improvements to enhance safety, mobility and comfort for commuters along public transportation routes while complying with ADA. Installation and/or replacement of bus shelters, benches and/or trash receptacles, lighting, traffic striping and signage. City’s branding and art. .
Justification
Existing Cudahy bus stops citywide are old and deteriorated and in several other locations marked as bus stop locations, there are no bus shelters and/ or bus stop infrastructure. Great bus stops are comfortable places to wait, surrounded by safe and accessible walking conditions — and they are important drivers of bus ridership and customer satisfaction. Great bus stops result from collaboration; careful design and placement; and continuous funding, maintenance, and improvement. Bus stop infrastructure ranges from a simple pole and sign, to a rudimentary shelter, to sophisticated structures. Greater utilization of public transport services over personal vehicle use is one of the best ways on how to reduce emissions and helps to save the environment. In addition, better bus stops Infrastructure improves the safety of people using public transportation. .

Description
The project scope of work consists of the installation of LED lights to Clara Bridge. It also includes concrete beams retrofit to receive new poles, hand-rail painting, traffic stripping and structural repairs per bridge report recommendations. The project also entails traffic striping reconfiguration and the installation of traffic calming measure devices.
Justification
The Clara Bridge is probably one of the most important infrastructure assets in the city. Although the Clara Bridge was built back in the 1950’s it is structurally sound per Caltrans annual reports received by the City. In addition, the Clara Bridge connects Cudahy with the City of Bell Gardens and the East side of the Gateway region. The surroundings to the Bridge include the Los Angeles River and the 710 Freeway which lack of lighting; therefore, there is an immediate need to provide proper lighting for vehicles and pedestrians to the Clara Bridge area. By installing the proposed LED Lighting at the Bridge, the City will enhance safety within the East city limits. In addition, high visibility striping and traffic striping reconfiguration at the bridge will significantly improve the safety of pedestrians, bikers, and vehicles and will discourage speeding within the area (radar feedback speed signs and other traffic calming measures will be installed for this purpose).

Description
The City Facilities Improvement Project consists of the rehabilitation of all city buildings. This includes interior and exterior upgrades such as plumbing, lighting, painting, flooring, ADA improvements, landscaping, parking lots resurfacing, façade improvements, new fencing, automatization of access doors, hardware upgrades (doors/ windows), installation of security cameras, roofing upgrades and skylights replacements, ceiling replacements, new installations for video and voice data (internet), public counters, etc. The Siemens project includes roofs and HVAC units' replacement, LED lighting conversion, installation of solar panels at some city building, and city-owned street lighting upgrades to LED.
Justification
All our city facilities need major rehabilitation. Since their construction city buildings have not been remodeled and/ or upgraded to comply with current code standards.
Deferred maintenance has been an ongoing issue in all our city facilities. Generally, a policy of continued deferred maintenance may result in higher costs, asset failure, and in some cases, health and safety implications. In order to avoid these, the city is working with a consultant to prepare a Facilities Condition Assessment and Maintenance Plan. The challenge is to look for special funds that can pay for these improvements. Since these are city owned building and facilities, funding sources for this type of projects are limited.

Description
Construction of a new City yard for the Public Works Department project includes land acquisition or long term lease agreement. The new building will include office area, training room, restrooms, lockers, recreation room, storage, area, designated bay areas for all departments subdivisions, parking for visitors and employees, area for deliveries, and the constructions of the construction and installation of all required amenities, to deliver the project program for the proposed projects.
Justification
The existing Public Works City Yard located at 7810 Otis Avenue, inside Lugo Park Facilities, has exceeded its capacity due to the city’s fleet growth within the last few years and various equipment and tools used by the Public Works Department to maintain City streets and City facilities in a safe working condition. Due to the nature of the Public Works Department role in maintenance and construction activities, more equipment is needed to properly perform these activities. For example, in the street maintenance division, the Public Works Department is in the process of purchasing and has purchased construction equipment for street maintenance requiring more space to safely store the additional equipment. This includes the acquisition of new equipment such as a skidder (and attachments for grinding, paving & sweeping work), asphalt/ concrete sawcut, concrete mixer, 2-F350 trucks, flatbed trailer and other miscellaneous equipment, technologies and materials.
Security is another issue that city staff has been experiencing. In the recent years, transients have trespassed to the facility while on other occasions, the sheriffs have responded to several calls when homeless people have tried to access the building. Small equipment and car batteries have been stolen as a result of these incidents. A surveillance system is required to avoid these incidents in the future. In addition, new offices, recreation room and training room is needed for employees training. In preparation for this, the City is working with a consultant to prepare a Space Utilization Study that will include all space needs by department. The challenge is to look for special funds that can pay for these improvements. Since these are City owned building and facilities, funding sources for this type of projects are limited.

Description
The Cudahy Dog Park Project, proposed as Phase III of the Lugo Park Improvements, consists of the construction of the a Dog Park inside Lugo Park next to the soccer field. The project includes an architectural assessment of the proposed unused area next to the soccer field, preparation of design plans & specifications for construction.
The construction includes the installation of all amenities for dogs, the park will be separated for saml and big species, track around the park, installation of the benches around the shade structures, installation of dog waste stations and trach receptacles, signage, and other miscellaneous items. Private screen between the City park and adjacent school, secure fencing around the soccer field, replace and updated signage, redo existing walkway, and upgrade irrigation system.
Justification
The City is currently categorized as a park poor community. Regarding parks, the 2016 Los Angeles County Park Need Assessment designated Cudahy as a very high need city. To address the lack of green space in Cudahy, the City needs to strategically identify opportunities to activate citywide unutilized and underutilized vacant lots. A priority is developing a Cudahy Dog Park. A dog park would provide a new service for Cudahy residents as well as provide a public space that community members can congregate.
Dog parks are also fairly scarce in the Southeast Los Angeles area. Therefore, this project would have regional benefits. The challenge is to look for special funds that can pay for these improvements. Since these are city owned building and facilities, funding sources for this type of projects are limited.

Description
The project consists of painting curb address numbers on city curbs for years 2024-25 & 2027-28.
Justification
The purpose of having the house number painted on the curb in reflective paint besides the identification and location of a house for mailing purposes is so that in the event of a 911 call the emergency personnel can locate the house easier day or night. Additionally, address numbers often become hidden by overgrown trees and shrubs.
Weather, and cars and parking activity tend to fade/ deteriorate curb address number on city streets. In order to keep curb addresses legible the City of Cudahy performs this project every other year.

Description
Citywide traffic signs, traffic stripping, and pavement markers installation per California Manual on Uniform Traffic Control Devices (CAMUTCD) standards. Street name signs upgrades.
Justification
Existing traffic signs and traffic striping citywide have been deteriorated over the years. The increase of traffic volume has caused that traffic striping looks faded in some areas, specially at traffic intersections. In order to keep acceptable levels of visibility and reflectivity, the Public Works Department is constantly maintaining our traffic signs and striping in a safe working condition, while meeting code compliance and CAMUTCD requirements. Description
Traffic Signal Improvements at Salt Lake Ave and Santa Ana St intersection per City of Cudahy Local Road Safety Plan (LRSP) recommendations.
Justification
The Local Road Safety Plan (LRSP) analyzes crash data on an aggregate basis as well as at specific locations to identify high-crash locations, high-risk locations, as well as citywide trends and patterns. The analysis of crash history throughout the City’s transportation network allows for opportunities to improve traffic safety at problematic intersections like Salt Lake Avenue and Santa Ana St. This intersection is one of the most conflicting intersections in the city due to several factors which include street configuration, high traffic volume at peak hours, traffic delays due to the proximity of the railroad tracks and everyday train operations That significantly affect the traffic flow within the area. In addition, existing Industrial developments in the west side of the city brings a significant truck traffic volume to the intersection. Further, Santa Ana St is one of the few East-West arterials that connect to our neighbor cities of South Gate and Huntington Park. Description
Pedestrian traffic safety improvement Project per City of Cudahy Local Road Safety Plan (LRSP) recommendations.
Justification
Speeding is not only a common problem in Cudahy, but also a challenge due to drivers' behaviors and lack of respect to posted speed limits citywide. Recent research suggests that drivers don’t naturally choose prudent speeds, and, in fact, they frequently underestimate how fast they’re driving by 10% to 30%. The Local Road Safety Plan (LRSP) analyzes crash data on an aggregate basis as well as at specific locations to identify high-crash locations, high-risk locations, as well as citywide trends and patterns.
The analysis of crash history throughout the City’s transportation network allows for opportunities to: Identify factors in the transportation network that inhibit safety for all roadway users, Improve safety at specific high-crash locations, reduce serious injury and fatal collisions, and develop safety measures using the four E’s of safety:
Engineering, Enforcement, Education, and Emergency Response to encourage safer driver behavior and better severity outcomes. With the implementation of this project the City continues its safety efforts by identifying areas of emphasis and systemic recommendations to enhance safety. The City’s vision is to enhance the transportation network and reduce traffic fatalities and serious injury related crashes. The City is planning to adopt a Vision Zero goal to eliminate traffic deaths by 2050. The implementation of this goal will be led by key City departments.

Description
Install Uninterruptible Power Supply (UPS) system (battery back-up system) at existing traffic signals citywide (Furnish & install a new alpha 100W with (6) relays and 120V input/ output IP/SNMP UPS system complete with external mounting cabinet and (4) batteries Per location). Project locations. Traffic signals intersections at:
1. Wilcox Ave. & Clara St.
2. Wilcox Ave & Live Oak St.
3. Otis Ave. & Clara St.
4. Otis Ave. Live Oak St.
5. Clara St. & Clara St North/ Clara South
Justification
With power outages being more common in Los Angeles Metropolitan Area its important to plan accordingly to keep always running our traffic signals Citywide. Caused by natural causes, human error, or overload; power outages are on the rise in California. Any interruption in the supply of electricity to our traffic signals can cause not only a traffic chaos but unsafe traffic conditions. Although drivers are supposed to stop and go under these circumstances, usually cars don’t stop and unfortunately events like this highly increase the risk of car and pedestrian accidents. In response to this, Cudahy has installed battery back-up (UPS) systems citywide.
