Subject: Consideration and Approval of a Resolution Approving a Loan Agreement with Hub Cities Consortium for Financial Assistance

RECOMMENDATION
The City Council is requested to adopt Resolution No. 25-09, approving a Loan Agreement with Hub Cities Consortium for Financial Assistance.

BACKGROUND/ANALYSIS
Hub Cities Consortium Joint Powers Authority (“Hub Cities”), established in 1988, comprised of six member cities. The city members include, the City of Cudahy ("City"), Bell Gardens, Huntington Park, Maywood, Lynwood, and South Gate. Hub Cities provides a wide range of specialized programs and services for its key target groups, which include job assistance programs, services to youth and young adults, and business services.

In the past two years, Hub Cities has assisted 895 City of Cudahy (“City”) residents with employment services, and 125 residents with additional services, including supportive services, case management, job search assistance, classroom training, and vocational training to help City residents secure suitable employment opportunities.

On February 10, 2025, Hub Cities requested $545,000 total in financial assistance from its six member cities to continue operations through June 30, 2025. The City’s financial assistance will be no more than 1/6th of the total requested amount which will not exceed $90,834. This amount would allow Hub Cities to continue operations under their existing funding agreements through the end of the fiscal year, while they await the results of a funding proposal with Los Angeles County.
