STAFF REPORT
Date: August 19, 2025
To: Honorable Mayor/Chair and City Council/Agency Members From: Alfonso Noyola, City Manager/Executive Director
By: Johncito “John” Peraza, Assistant to the City Manager Subject: Adoption of Resolution No. 25-49 Requiring Translation of All Written Communications to Residents From English Into Spanish
RECOMMENDATION
The City Council is requested to adopt Resolution No. 25-49, requiring translation of All Written Communications to Residents From English Into Spanish.
BACKGROUND
At the July 15, 2025 regular meeting, the City Council asked staff to prepare a resolution requiring that City notices and other written materials be translated into Spanish. The request came out of a discussion on how the City can make information more accessible to residents.
Most Cudahy residents identify as Hispanic or Latino, and many rely on Spanish for written communication. While the City has provided translations in the past, it has not been a consistent requirement. Making translation part of the process for all budgeted written communications ensures residents receive information they can understand without depending on ad-hoc efforts.
ANALYSIS
The resolution directs that written materials—such as mailed notices, flyers, and announcements—be translated from English to Spanish before distribution. This would apply to communications funded through City budgets and intended for the general public.
The intent is to remove language as a barrier, make it easier for residents to follow City programs and services, and improve response to public notices. Having a formal policy in place gives staff clear direction when preparing materials and reinforces the City’s commitment to Item Number

reaching all residents in a consistent way.
CONCLUSION
If adopted, this resolution will establish a clear and consistent guideline for translating written communications, ensuring greater accessibility and inclusivity in City outreach.

Subject: Discussion and Adoption of Resolution No. 25-50, Urging Federal Representatives Advocate for Residents; Directing Staff to Submit Freedom of Information Act Requests to U.S. Immigration and Customs Enforcement for Records Related to Immigration Enforcement Activity; Committing to Providing Accurate Information; and Calling Community Members and Organizations to Action
RECOMMENDATION
The City Council is requested to discuss and adopt Resolution No. 25-50 urging Federal representatives to advocate for residents; directing staff to submit Freedom of Information Act requests to U.S. Immigration and Customs Enforcement for records related to immigration enforcement activity; committing to providing accurate information; and calling community members and organizations to action.
BACKGROUND / ANALYSIS
The City of Cudahy (“City”) is home to a predominantly immigrant community, with more than 95% of residents identifying as Latino/a and many belonging to mixed-status households. In 2015 the City established itself as a “Sanctuary City,” affirmed in 2017, and committed to defending the rights, dignity, and safety of all residents, regardless of immigration status.
Federal immigration enforcement actions—including raids, surveillance, and workplace visits— instill fear, reduce community trust, and discourage residents from accessing critical services or participating in civic life. Since June 6, 2025, elected officials throughout the country, and especially in Southern California, have objected to immigration enforcement actions by the federal administration that many describe as unethical, immoral, and potentially illegal.

The City Council for the City does not have the authority to force United States Immigration and Customs Enforcement Agency (“ICE”) or other federal military or civilian personnel to leave the City. The City Council calls upon all of its federal elected representatives in Congress to advocate on behalf of the people of Cudahy to such end. The City Council has heard the community’s concerns through protests, social media, and public comments regarding ICE’s presence, and desire to unite and collectively demonstrate they are willing, able and prepared to do more to respond to the significant public outcry and assist within their authority and jurisdiction.
The City Council seeks to ensure that its members, staff, community members, and advocates understand their respective roles and authority, and remain committed to communicating accurate information so the entire community can respond quickly in support of affected individuals and families. The immigration enforcement actions led by the federal government have disrupted public safety and spread fear throughout the City’s immigrant community. It has been reported that legal permanent residents and U.S. citizens are being detained for questioning.
The raids have occurred in individual’s homes, schools, places of work, places of worship, places of public accommodation, swap meets, grocery stores, medical facilities, and hotels. The raids have resulted in negative economic and social impacts to the community, with fewer people frequenting commercial and retail establishments, such as local restaurants, grocery stores, medical facilities, places of public accommodation, and entertainment venues, out of fear of being targeted by the federal government.
There is very limited public information as to the identity of the individuals taken during these recent raids. The City has an interest in requesting information related to City residents.
CONCLUSION
It is recommended that the City Council discuss and adopt Resolution No. 25-50, urging Federal representatives to advocate for residents; directing staff to submit Freedom of Information Act requests to U.S. Immigration and Customs Enforcement for records related to immigration enforcement activity; committing to providing accurate information; and calling community members and organizations to action.
FISCAL IMPACT
Adoption of this Resolution has no fiscal impact.
