RECOMMENDATION
Staff recommends the City Council (1) accept Sustainable Transportation Planning grant funds of $500,000 awarded by Caltrans for development of the Culver City Complete Streets Design Guidelines; (2) approve a budget amendment appropriating a local cash match of $64,780 of Measure M funds in FY 21-22 (requires a four-fifths vote); and (3) adopt a Resolution authorizing the City Manager or designee to execute on behalf of Culver City all Restricted Grant Agreements and any and all grant-related documents.

BACKGROUND
In February 2021, the Public Works (PW) Department submitted an application under the Sustainable Transportation Planning Grant Program to fund development of Culver City Complete Streets Design Guidelines (Guidelines). The PW Department is grateful to receive and submit along with the grant application letters of support by Mayor Alex Fisch, BPAC Chair Michelle Weiner, and Cultural Affairs Commission Chair Tania Fleischer. The PW Department is also grateful to receive letters of support from the Culver City Unified School District, Walk n Rollers School Safety Program, Lindberg Park Neighborhood Association, Fox Hills Neighborhood Association, UCLA, West LA College, Women on Bikes Culver City, and Bike Culver City.

The Sustainable Transportation Planning Grant Program was created to support the Caltrans Mission: Provide a safe, sustainable, integrated and efficient transportation system to enhance California’s economy and livability. Caltrans announced in June 2021 the release of the FY 2021-22 Sustainable Transportation Planning Grant Program awards. A statewide total of 169 grant applications were received with requests totaling approximately $55 million for Sustainable Communities Competitive and Strategic Partnerships Grants. Of the submitted applications, 59 were selected for grant awards, totaling approximately $21.5 million. Culver City is one of the selected agencies to be awarded. the requested amount of $500,000 for development of citywide Complete Streets Design Guidelines.

DISCUSSION
Culver City PW Department, with community and stakeholders’ input and consultant assistance, will prepare the City's Complete Streets Design Guidelines. The Guidelines will include a comprehensive set of community-driven citywide standards, guidelines and options for all infrastructure within the public right-of-way. The Guidelines will implement the City's adopted Complete Streets Policy (approved by City Council in January 2020) and will be informed by the Bicycle and Pedestrian Action Plan (approved by City Council in June 2020), Local Roads Safety Plan (to be considered by City Council in August 2021) and the concurrent General Plan update. The Guidelines, in alignment with SCAG’s 2020 RTP (Connect SoCal) will identify complete streets elements and multimodal design improvements to enhance safety and accommodate all roadway users, including pedestrians, bicyclists, transit riders, motorists and goods movement. Draft and final Guidelines will document community engagement plan implementation and summarize best practices, and existing conditions, and include conceptual designs of roadway, bikeway and sidewalk cross sections, lighting, traffic calming, landscaping, street furniture, and an implementation plan covering the different street types and classifications.
